The PNG WASH Program located in Eastern Highlands Province is funded by the Thank You group from Australia and Oxfam New Zealand. It is a one year program focused on improving water, sanitation and hygiene in 6 schools & 6 health facilities; 2. The East Sepik WASH Program, funded by the Australian Department of Foreign Affairs and Trade (DFAT), a two year program will end in June In , the Oxfam in PNG WASH program completed a major evaluation followed by a re-design process. This had the aim of improving the effectiveness and sustainability of Oxfam s WASH programming, and to align with the future strategic direction of Oxfam s overall country program in PNG as well as the PNG National WASH policy. Both WASH projects will end in mid-2018 and the program has recently undergone an evaluation by an external consultant. The evaluation has highlighted important lessons to improve the effectiveness and sustainability of Oxfam s WASH programming in PNG in the future, especially around management of WASH infrastructure, addressing barriers to improved sanitation and hygiene practice, improving partnerships with government, supporting local communities to understand their rights to clean and safe water and helping them to work with elected representatives to ensure these rights are adequately met, and promoting gender equity and effective program monitoring. Oxfam in PNG has revised its Country Strategy for the timeframe In the Strategy, Oxfam commits to improve the integration between different programs in PNG (ie. gender justice, livelihoods and WASH) and in terms of WASH programming specifically, Oxfam aims to move away from direct implementation towards a governance-focused approach, which would see Oxfam serve more of a brokering and facilitating role between key government and other stakeholders in the WASH sector. Importantly, this approach aligns with potential WASH and governancefocused funding opportunities in PNG. Oxfam New Zealand and Oxfam in PNG have successfully submitted a concept note for a new PNG WASH Activity, FLOW (Fostering Lasting Opportunities for WASH in PNG). The concept note is now ready to be progressed to the Activity Design stage for a four year project, in line with New Zealand Ministry of Foreign Affairs and Trade design guidelines.

2 Oxfam is seeking to appoint a consultant with extensive WASH and gender experience (in a Pacific context) to (a) develop a manual and associated toolkits for rolling out activities for the recently redesigned WASH program implementation strategy that will provide a standardised approach supporting the new strategic direction of implementing WASH projects in PNG, and (b) complete the Activity Design Document for a recently approved WaSH Concept Note in line with the strategy and manual. PURPOSE OF THE ASSIGNMENT This ToR outlines the requirements for a consultant to lead key components of the design process for the WASH program implementation strategy and accompanying project design, with the aim of ensuring future WASH programming. The consultant will compile and deliver a manual as well as toolkits (content and format to be decided in agreement with Oxfam PNG), which will form as a guidance document for future WASH implementations by Oxfam in PNG. The consultant will also develop a recently approved WaSH Concept Note into a program design, in alignment with the WASH strategy and toolkit. The outputs will: Integrate learning from past Oxfam programming and broader WASH sector practice Ensure alignment with the Oxfam PNG WaSH Strategy Give step by step clear directives for implementation of WaSH programs Have a strong gender and disability inclusion focus Be appropriate with the local context, taking into account the low literacy levels in the communities. The manual, developed as a document to guide the implementation strategy, and the Activity Design Document will incorporate the Oxfam minimum program quality standards and MEL requirements that must be met during program/project implementations. The consultant is required to facilitate meetings and workshops in Goroka and Wewak with Oxfam WaSH staff and stakeholders to develop the manual, consult regarding the Activity Design Document and finalize the WaSH implementation approach. METHODOLOGY Preparation (2 days) Consultant liaises with Oxfam in PNG WASH team, Oxfam in PNG Program Quality Coordinator, and Oxfam New Zealand representative to agree on the content/approach of the meetings and workshops and preliminary design of the implementation strategy manual and toolkit, the parameters for the Activity Design, and an overall work plan for the assignment. Consultant reviews best-practice in WASH programming in the Pacific and learnings from the WASH program evaluation

3 In-country design work (8 days including 2 days travel) Participatory design workshop (3 days) Consultant facilitates 2-days participatory design workshop, incorporating: o Review of learning from evaluation and re-design and how it applies to the draft implementation strategy. o Development of key components for the project implementation including: Finalise the implementation approach incorporating the program evaluation recommendations aligned to the WaSH re-design document Manual with steps that are aligned to the PNG National WaSH policy Toolkit that caters for low literacy levels Manual and toolkit integrate gender transformative and disability inclusion approaches o Develop a MEL toolkit to measure progress, outputs and outcomes throughout the life cycle of the implementation strategies: Participants will include: o Oxfam PNG WASH staff, Program Quality team members, Program Director o Current WASH program stakeholders o Oxfam New Zealand representative In-country Participatory Consultations for the design of an MFAT-funded Activity Design Document (3 days) Develop an Activity Design Document, aligned with the Strategy and Manual, based on a recently approved concept note for Oxfam WaSH in the Highlands Implementation strategy documentation (10 days) Consultant writes implementation strategy document, consisting of: o Summary of meeting and learning outcomes and how they informed in the implementation strategy manual and toolkit. o A manual laying out key program activities to be completed and toolkit for each of the activities o Develop a MEL toolkit to compliment the manual, ensuring that learning takes throughout the project cycle, that it is documents and incorporated. o Description of exit/ scale-up/ handover strategy plans. Activity Design Document 9 days (including 2 days post-feedback revision) Consultant writes Activity Design Document based on an approved NZ Ministry of Foreign Affairs and Oxfam NZ funded Concept Note, incorporating the findings of the Implementation Strategy and Toolkit o Template to be provided, as per the MFAT Activity Design Document Template KEY DELIVERABLES Work plan for overall assignment Meetings and Workshop plan/ methodology.

4 3-day participatory implementation strategy design workshop. 3-day in-country consultations to develop an MFAT-funded Activity Design Document, based on an existing approved concept note and in-line with the Implementation Strategy and Toolkit A manual and toolkit detailing the WASH PNG program implementation strategy (format and content to be agreed with Oxfam PNG). Completed Activity Design Document for a forthcoming MFAT-funded WaSH project in Eastern Highlands CONSULTANT RESPONSIBILITIES The consultant will work closely with the Oxfam in Papua New Guinea WASH Program Manager, the Oxfam in Papua New Guinea Program Director, and the Oxfam New Zealand International Portfolio Manager to finalise the inception plan and timeframes for the consultancy. Oxfam in Papua New Guinea staff will be responsible for liaising with PNG partners and ensuring they are aware of time requirements of any consultations.
