An electronic version of your CV (less than 3MB); 2. A statement addressing the Key Selection Criteria (maximum three (3) pages). This document should clearly describe how your skills, experience and qualifications will enable you to meet the requirements of the position; and 3. Details of at least three (3) professional referees (preferably your current supervisor and two (2) previous supervisors). Other Points to Consider: 1. If you are successful in being short-listed, or are selected for this position, Abt JTA will need to undertake various due diligence activities which may include: reference checking; qualification verifications; police, World Bank and anti-terrorism checks; a psychometric assessment; and/or a medical examination. 2. A performance assessment will be undertaken for all advisers at least annually and upon completion of their appointment. DFAT Aid Adviser Remuneration Framework (ARF) DFAT implements an Aid Adviser Remuneration Framework (ARF) that defines its policies and procedures for determining the remuneration of commercially contracted international advisers. The ARF requires that advisers are paid in accordance with market-based remuneration rates and a prescribed set of allowances. Further information on the current version of this framework can be accessed from the DFAT Aid Adviser Remuneration Framework. Page 3

4 What is a Short Term Adviser? A Short Term Adviser (STA) role is considered any appointment that is up to six (6) consecutive months in duration. Compensation & Benefits Short Term Adviser In accordance with the ARF, the compensation and benefits associated with this Short Term Adviser position are outlined below: 1. A daily Professional Fee to be paid monthly upon receipt of an invoice outlining the services provided. The daily rate band for this position is: AUD649 to AUD887 per day. 2. Comprehensive pre-departure and in-country briefings (security and role specific). 3. Reimbursement for expenses associated with visas, medical clearances and vaccinations. If an adviser is required to move away from their home base to undertake this role (either domestically or internationally) they will also be entitled to: 1. Return flights for mobilisation and demobilisation for the adviser only. 2. A per diem will be paid to cover reasonable living expenses. N.B. This allowance is only applicable for those advisers whose partner and/or accompanying dependants (where applicable) are not currently in receipt of such an allowance from the DFAT or any other employer. 3. Reimbursement of accommodation costs up to a certain value per day (inclusive of VAT/GST). N.B. This is a DFAT discretionary allowance and is only applicable for those advisers whose partner and/or accompanying dependants (where applicable) are not currently in receipt of such an allowance from the DFAT or any other employer. 4. The Communications Adviser will: Work collaboratively across the team to develop and implement an effective communications / branding strategy that promotes program visibility and is appropriate to the context; Support the development of briefings, speeches, and press releases for internal and external stakeholders; Ensure consistency with DFAT branding guidelines and communications protocols across the program Specific Duties: Lead the development and implementation of an overarching program communication strategy which guides program identity, promotion and communications with internal and external stakeholders; Page 5

6 Lead the development of program guidelines and protocols for internal and external communication purposes and ensure their program-wide implementation; Lead the management of support and advice across program teams for their communication needs, including communication support for DFAT and government counterparts (e.g. briefings, speeches, press releases); Provide guidance and oversight to the planning, budgeting, design and production of program publications and media materials, including print, photo, and video; Provide guidance and oversight to the team and stakeholders on media events and media engagement; Manage complex, fast-moving and unexpected communications challenges; Review and quality assure program communication activities to ensure they have impact, remain aligned with strategy, and represent value for money. Maintain professional relationships with key stakeholders including DFAT, host government, partners, and beneficiaries to ensure relevance and support for program communications Work closely with the M&E House and beyond to take up strategic and creative ways to communicate program outcomes, results, and success stories. Demonstrated understanding of innovative forms of communications for different stakeholders and capacity to harness new technologies. Demonstrated excellent communication skills appropriate to a variety of media and audiences. Tertiary qualifications in Public Relations, Communications or Marketing, Journalism or a related discipline. Fluency in English In addition to the above Key Selection Criteria, applicants must be available to live and work in Timor-Leste. Fluency in Tetun-Prasa and/or Portuguese will be highly regarded.
