1 COUNTY OF GRANDE PRAIRIE JOB DESCRIPTION JOB TITLE: CURRENT CLASSIFICATION/GRID POSITION # IT Tech I - GIS Analyst AD Grid Level 5(h) # 421 NOC CODE: 2255 STANDARD HOURS: 35 hours/week (non-management) JOB TITLE OF IMMEDIATE SUPERVISOR SUPERVISOR S CLASS/GRID POSITION # Business Solutions Leader AD Grid Level 6(c) # 125 DIVSION DEPARTMENT LOCATION Corporate Services Information Systems PW/IT Bldg PROGRAM FUNCTION: The Corporate Services division is responsible for financial, legislative, assessment, information systems, procurement and risk management/insurance functions and support for the organization. The Information Systems department provides network administration and systems management services for the County, including computer support to all departments in the areas of software and hardware. This includes the planning and development of special projects as needed. The Information Systems department also includes the responsibility of GIS Coordination, the design, developing, maintenance and updates to the municipal GIS applications, spatial databases and GPS data collection. Computer training for County staff and wireless communication devices are also overseen by the department. PURPOSE OF JOB: The GIS Analyst supports the ongoing maintenance and dissemination of data and maps in the GIS environment. Reporting to the Business Solutions Leader and receiving support and direction from the GIS Coordinator, the GIS Analyst will work with various municipal departments to ensure that their needs for GIS products are met on a day to day basis. Job Duties and Tasks: Update and maintain Metadata in spatial databases.
2 On-going maintenance / creation of GIS datasets such as municipal infrastructure, roads and property information. Providing technical support and expertise to internal staff and the general public Perform occasional field work collecting GPS data and processing GPS data. Liaising with other departments, agencies and general public on technical matters related to GIS applications and products. Conducting programmatic and manual analysis and creating reports and thematic maps based on the data within the GIS. Ensuring that quality and assurance on new or revised data conforms to Corporate GIS standards. Converting, importing and exporting data in and out of the GIS system. Assisting with communication and training sessions related to the Enterprise GIS Preparing regular status reports, highlighting GIS issues requiring attention. Creating and documenting procedures. Other tasks, special projects and duties as required.

4 QUALIFICATIONS STATEMENT Education and Experience: Must possess and maintain a valid Class 5 Operators License; 2+ years of experience. Experience in municipal government GIS preferred. Diploma in GIS (or formalized training in GIS) from a recognized College or University program. Tech I placement has Certificate or Diploma in Computer Science, Information Technology, GIS, A+ or related field, ITIL Foundation Certification and HDI Customer Services Representative or HDI Desktop Support Technician or HDI Support Centre Analyst. Incumbent can move to Tech II level with Tech I qualifications as above, plus 5 years of experience as a Tech I and an additional certification such as Microsoft, GID or Project Management. To move to the Tech III level the incumbent must hold a diploma or degree in Computer Science, Information Technology, GIS, or a related field, plus have 5 years at the Tech II level and an additional certification or designation. Knowledge: Knowledge of mapping, data analysis, and business intelligence using ESRI s ArcGIS 10 (9.x is acceptable), ArcSDE and ArcGIS Server. Knowledge of GPS technology (Trimble GPS and Pathfinder Office), data collection, and integration with GIS software. Basic knowledge of Microsoft SQL Server as it relates to GIS. Knowledge of key cartography concepts and skills. Skills and Abilities: Ability to write and maintain python scripts used in ArcGIS (or programming skills in other languages). Ability to read and use zoning maps, quarter-section maps, land use maps, single line maps and aerial maps. Ability to execute multiple projects simultaneously and adapt to changing deadlines. Ability to effectively manage time and prioritize projects in order to meet established deadlines. Ability to learn organization specific applications. Exceptional customer service skills. Willingness to accept and follow directions. Self-motivated and able to work well independently and in team settings. Demonstrate strong attention to detail and basic analytical skills. Ability to adhere to departmental and organization standards for data creation, management and dissemination. Ability to work and communicate effectively with all levels of co-workers, clients, and other external contacts Must be a team player, as well as a goal-oriented individual who functions with the highest level of integrity and professionalism. Ability to ensure all work related information is kept confidential as per policy and in accordance with Freedom of Information and Protection of Privacy Act.
