1 POSITION TITLE Department Reports to (Title) MUNICIPALITY OF WEST PERTH JOB DESCRIPTION Permanent Public Works & Parks Labourer Operations Operations Foreman & Parks Supervisor Job Description last updated on () May 26 th, 2018 POSITION DETAILS Position Status (full-time/parttime/seasonal) Pay Method (salary/hourly) Normal Workweek (# of hours) Overtime Status (paid/unpaid/rate/after x# hours) Benefits: Full time Hourly (two rates) depending on which department 44 hours (10 hours in parks) Paid in accordance with Personnel Policy OMERS? YES / NO Group Benefits? YES / NO GENERAL DESCRIPTION (OVERVIEW) OF POSITION 1. Scope of position (3-4 sentences maximum) Responsible for the day to day maintenance and repair of municipal roads, infrastructure and equipment, while assisting in day to day maintenance of parks, trails and gardens. To carry out additional duties of the operations and parks department, under the direction of the Operations Foreman and Parks Supervisor 2. Key Responsibilities (at least six list in order of priority) Health and Safety / First aid Winter Maintenance Road maintenance and repair Municipal Infrastructure maintenance Equipment maintenance Parks Maintenance (grass cutting, trimming, spraying etc.) Garbage pick up Other job related duties as assigned by the Seasonal Parks Attendant- Supervisor, Operations Foremen, or Operations Manager. 1 of 5

Knowledge SECTION A: SKILLS a) Education minimum education required (eg: High School, College Diploma, University Degree, Certificate, etc) High school Diploma or equivalent experience b) Formal Training (designation (s) or certification (s)) required: DZ license is required or willing to obtain c) Experience - Minimum number of years of related work experience necessary to achieve proficiency on the job. Circle one of the following: Minimum two years experience driving large machinery. d) Other key skills necessary to achieve proficiency on the job. Examples: time management, organizational skills, leadership, computer knowledge, knowledge of local by-laws, knowledge of municipal statute, knowledge of Ontario Statute, certain licenses, ability to handle certain equipment, dexterity with hands, Health and Safety Knowledge/ First aid Ability to work outside normal working hours DZ license Time management skills Communication skills Confined Space Training Chainsaw Training Working from Heights Training WHMIS Mechanical and technical knowledge Heavy Equipment operation Physical and mental dexterity 2. Decision Making judgment, problem solving, creativity, initiative and analysis. Describe the following: Makes decisions of minimal complexity, if unable to solve, the problem is referred to the supervisor. Not responsible for unusual problems, refer to higher level. Works with minimal supervision. Does not make operational decisions on behalf of department. Rarely provides input into department policies and procedures. 2 of 5

Communication written, verbal and interpersonal Internal contacts (council, managers, non management staff) Verbal communication with manager, foreman, and other co-workers (daily) External Contacts (general public, suppliers, government, professionals, boards, etc) General public (daily) Identify the nature of the communication: Verbal communication- ongoing- (7 co-workers) Communicates uncomplicated information to co-workers. Communicates uncomplicated information to the General Public. Not required to speak on behalf of the Municipality at functions. All employees are required to present a professional images and appropriate represent the Municipality. SECTION B: EFFORT 1. Mental Effort concentration and attention, complexity and analysis required and mental fatigue. Workday requires periods of concentration to complete duties satisfactorily. Job duties are of a physical, repetitive nature, not requiring 100% focus and concentration. Low mental fatigue. Focus required at all times 2. Physical & Manual Effort, manual dexterity, complexity, volume of work, sensory requirements, and physical fatigue. Workday requiring periods of physical effort to complete duties satisfactorily. 4 SECTION C: RESPONSIBILITY 1. Program Delivery: contact with the public, public relations, accountability, accuracy, consequence of errors, degree of independence in development/evaluation of programs/services, responsibility for policies and procedures, responsibility for planning Performance of duties has an immediate effect o the provision of programs/services Contact with the public is frequent 2. Human Resources: personnel policies and procedures, supervision, health and safety, training No direct reports to this position No responsibility for hiring, discipline, motivation, training, performance review, etc. No involvement with HR functions for municipality including overall policies, procedures, personnel files, etc. 3. Material & information resources equipment, property, data records and software, confidentiality Responsible for routine storage and maintenance of non-confidential material or information: Gives input into purchasing decisions Uses heavy and small equipment safely- some responsibility for storage or maintenance No responsibility for policies and procedures relating to material & information resources. 4. Financial Resources budgets, treasury, accounting and confidentiality Little or no involvement with financial matters Some spending authority through Purchase Orders (less than $500.00) 4 of 5

5 SECTION D: WORKING CONDITIONS 1. Physical surroundings and hazards Sometimes works in a very disagreeable environment; related to weather conditions. Frequent exposure to hazards.
