To enable you to prepare a proposal for this assignment, please find attached the following documents: Terms of Reference (see attachment A); Background note (see attachment B) Your written proposal should comprise: a) A Technical Proposal consisting of: I. an up to date curriculum vitae (in UNESCO format, see: II. an approach and methodology for the assignment, including a work plan in line the Terms of Reference. b) The amount to be charged for the assignment, which should be quoted in US dollars or in euros only for the period September 2014-June Please provide a detailed breakdown for the separate periods: I. September 2014-December 2014 (part-time equivalent working from home) II. January-June 2015 (full-time equivalent working in Paris) Please do not include any costs for travel to Paris (these will be calculated by the GMR team separately). Your proposal and supporting documents must be in either English or French. UNESCO places great emphasis on ensuring that the objectives of the work assignment, as described in the Terms of Reference, are met. Accordingly, in evaluating the proposals for the assignment, attention will focus first and foremost on the technical elements. From those proposals deemed suitable in relation to the criteria set forth in the Terms of Reference, UNESCO shall select the proposal that offers the Organization best value for money. 1

3 Attachment 1 Terms of Reference Under the supervision of the Director of the Education for All Global Monitoring Report, and working with the other members of the GMR Team, the Senior Policy Analyst will: 1. Develop a concept note ( words) for the main theme of the 2016 Report, which describes the nature and importance of education for sustainable development, and specifies the cross-sectorial links between education and the post development goals (to be defined in New York, September 2014). This will involve working closely with the GMR Director and team to define the scope and parameters of the 2016 Report theme, in particular the development of a feasible analytical framework that links education to the emergent post-2015 development agenda, and specifies the background work that needs to be carried, and by whom, to carefully understand and examine these inter-relationships. 2. Organize at least three consultations, both on-line and with stakeholders, about the proposed theme of the 2016 report. Working with the GMR team, the consultant will organise the specific themes, ideas and questions to be covered by the consultation, will draft necessary background materials, moderate the meetings (online and in person) and produce a report (15,000-20,000) describing the results of the consultation process. 3. Draft a detailed outline ( words) of the chapters and topics to be included in the 2016 Report. Working with the GMR Director and Team, the consultant will propose an outline detailing the main chapters and sub sections of the thematic part of the 2016 Report, including possible key messages. 4. Propose background research to be conducted, identify at least 15 relevant experts to conduct the research and draft appropriate Terms of Reference for commissioned studies. The consultant will identify topics for which desk reviews will need to be commissioned and particular gaps in existing research, and taking into account a balanced geographical perspective, develop a list of potential experts to conduct the necessary work. 5. Review and critique drafts of commissioned work. The consultant will provide detailed comments on initial drafts of all commissioned work, after circulating papers to relevant GMR team members, and respond to any questions that arise from commissioning process. All feedback will be conveyed to the commissioned authors in the preparation of final drafts. 3

4 6. Provide specialized advice to the Team about relevant topics and research. As necessary, advising the GMR Director and Team about any other relevant questions that may arise as part of the preparation of the 2016 Report. Qualifications and experience PhD with a specialization in economics, politics, development studies, public health, environmental studies or other social science discipline. Possession of a broad range of research expertise relevant to the sustainable development perspective, including poverty reduction and inclusive economic growth, demographic and climate change, and health and agriculture. At least 10 years work experience as a researcher, scholar or development specialist, preferably having conducted research on topics related to sustainable development and/or been involved in the monitoring of international development goals and targets related to development. Skills Excellent quantitative skills Excellent analytical and drafting skills in English Broad understanding of a wide range of public policy issues in education Demonstrated ability to write for specialist and non-specialist audiences Demonstrated ability to work innovatively to tight deadlines with minimal supervision and in a self-motivated manner Ability to manage researchers and consultants Excellent knowledge of English. Good knowledge of other UN working languages, particularly French or Spanish. Desirable Qualifications Senior researcher or academic in development studies or related fields Familiarity with the Millennium Development Goals and the development of the 2030 Sustainable Development agenda, and how the goals impact national development. Experience with international agencies (governmental or non-governmental) involved in development policy and practice. 4

5 Attachment B. Background note Education for All Global Monitoring Report 2016 The Education for All Global Monitoring Report (GMR) is an editorially independent, authoritative, and evidence-based annual report that monitors progress towards the Education for All (EFA) goals agreed at the World Education Forum in Dakar (Senegal), identifies effective education policies, and analyses a major theme. Eleven reports have been completed thus far; a twelfth and concluding EFA GMR (to be launched in 2015) is currently being developed. The Report is developed by an independent team and published annually by UNESCO. It is widely recognised as an indispensable advocacy and technical tool for promoting Education for All. Based on the recommendation of the GMR Advisory Board in 2014 and a renewed mandate, and drawing on accumulated expertise, a new series of internationally focused education monitoring reports will be established. These reports will analyze global education trends and advocate for effective education policies and practice in the next decade and beyond. The first report in this series, which will be launched in 2016, will situate education s role in the post-2015 development agenda and design a framework for new monitoring activities. Specifically the 2016 Report will examine the inter-sectorial links between education, sustainability, and key elements in the post-2015 global development agenda such as poverty reduction, hunger eradication, improved health, gender equality and empowerment, sustainable agriculture and cities, and more equal and inclusive societies. 5
