Background: In 2012 June, Republic of the Union of Myanmar and United Nations Country Task Force on Monitoring and Reporting Mechanism (CTFMR) had signed a Joint Action Plan (JAP) to prevent and end the recruitment of children into the Tatmadaw (Army). After one year of the signing of the Action Plan, a Nationwide Government led Campaign on the Prevention of Underage Recruitment was launched in 2013 November including Billboards, Posters, Stickers, Radio, Television Slots and Newspapers. Since then, it has been more than 4 years and more than 2/3 of the billboards are in need of replacement due to weather and other condition. Each billboard was made of wooden frame but UNICEF and CTFMR suggest to use Iron Frame in this replacement process. The main objective of the UNICEF support on the replacing of prevention of underage recruitment billboard is to re activate the public awareness of government commitment to prevent and end the underage recruitment into the Tatmadaw (Army). Which is based on the bi literal agreement in the Joint Action Plan between United Nations CTFMR and the Government of Myanmar since 2012 June. Through this National Campaign, more than 849 children and young adults were released from Tatmadaw as of November In April 2017, the Committee on the Prevention of Underage Recruitment approved to re launch the National Campaign together with the list of damaged billboards across Myanmar, specifically the 189 billboards Frame and 208 Vinyl of the billboards across all states and regions. In this regards, UNICEF Child Protection Section and International Labour Organization (ILO) have agreed to cover the expenses of billboard frame and installation. The printing of vinyl has been already completed with the contribution from UNICEF, Department of Social Welfare and CTFMR members. Previously, the installation work was done by the Engineering Battalions across the country with the support of City Development Councils and the General Administration Department and the Department of Boarder affairs Purpose of the billboards UNICEF and CTFMR members are supporting the national campaign to prevent and end the underage recruitment into the Tatmadaw (Army) as part of the Communication Action Plan. Among other activities, Billboard has become one of the effective means to raise awareness and facilitate for identifying existing recruited minors or young adults those were recruited into the Tatmadaw at the age of under 18, within all the ranks/units of the Myanmar Defense Services.

2 On 14 November 2017, the Ministry of Defense agreed with UNICEF Myanmar for the procurement and the replacement of 189 old billboards frame which were placed four years ago. Therefore, UNICEF would like to seek services for a suitable agency including private company for the replacement of 189 billboards across the given locations in the annexes 1 and 2. This total number of billboard 189 will be bid through two lots. Annex 1) Lower Myanmar and Annex 2) Upper Myanmar. 2. Objectives of the consultancy: To replace 189 wooden frame of the billboard with Iron frame across 15 states and regions divided into two regions 1) Upper Myanmar and 2) Lower Myanmar. See details attached annexes. 3. Geographic Area: Total number of billboard 189 are located 15 different regions and states. This will be divided into two lots as follows: 1) Upper Myanmar: 9 Regions and States (Kachin, Kayar, Chin, Shan (all), Rakhine, Saggaing, Mandalay, Nay Pyi Taw, Magway) 2) Lower Myanmar: 6 Regions and States (Bago East and West, Yangon, Irrawaddy, Mon, Kayin and Thaninthari) 4. Duration (including potential extension): The assignment will be for four months after the contract has been signed. (120 days) 5. Supervisor: Chief of Child Protection, Child Protection Program Officer from CAAC Program; 6. Type of Supervision/support required from UNICEF: Coordination among Ministry of Defense, General Administration, City Development Council and the Supplier/s. UNICEF will monitor in some major location on the completion of task after the first 30 days of signed the contract and at the end of contract date for whole completion. The Supplier agency will present service completion to UNICEF with photos or video records in CD at the end of service. 7. Major tasks to be accomplished: The contracted agency will closely work with UNICEF, the Ministry of Defense, and City Development Council at Major Capitals, and General Administration Department at every state and region. Report on a day to day basis to ensure that all the agreed services are provided in best professional manners. Important Note: After the selection of supplier, Ministry of Defense will also issue cover letter to all GADs, CDCs to obtain support from each respective departments. The Department of GAD will also issue to States and Regional GADs, and Township GADs to support the replacement of billboards. Installation of billboards must be certified by responsible Township Administrative Officers for each township where the billboards are replaced. General Administration Department or City Development Councils from each townships will be taking dismantle (dispose) after completion of billboard replacement. Copy right will be with UNICEF and MOD the selected supplier will not use any item or its contents for any other purpose without prior written consent. 8. Overall organization of the Proposal; clear statement of the organization, demonstrated use of their experiences and resources to build the proposal 12. Work plan and Timeline conformity 13. Inclusive of all other company expenses, traveling expenses and accommodation as well as all other out of pocket expenses Technical proposals which score a minimum of 50 points will be considered for further evaluation of their price proposals. For proposals which do not qualify the 50 minimum points, price proposals will be returned back to the proposers unopened. The evaluation criteria have set the ratio between technical and financial weight as 70:30 and the bidder s proposal must reach minimum 50 points of the technical weight for being technically compliant and further considered for financial evaluation. 11. Other conditions: The technical teams of the contracted firm will be required to use their own laptops and submit all deliverables in paper and digital format. The firm is expected to make arrangements for the team s work space, conference facilities, telecommunications, printing, and any other needs for completing the activities in Myanmar. Where possible, MOD, GAD, CDC and UNICEF will facilitate. Life and health insurance: UNICEF does not provide or arrange life or health insurance coverage for consultants and contractors, and consultants and individual contractors are not eligible to participate in the life or health insurance schemes available to United Nations staff members. Consultants and individual contractors are fully responsible for arranging, at their own expense, such life, health and other forms of insurance covering the period of their services as they consider appropriate. UNICEF reserves the right to request proof of internationally acceptable insurance. Confidentiality: The documents produced during the period of this consultancy will be treated as strictly confidential, and the rights of distribution and/or publication will reside solely with UNICEF. The contract signed with the creative agency will include the other general terms defined by UNICEF. Nature of Penalty Clause to be stipulated in the contract: UNICEF Myanmar reserves the right not to pay the Contractor or withhold part of the payable amount if one or more requirements established for this assignment is not met or deadline set for the accomplishment of the tasks is missed.
