2 Terms of Reference For Impact Assessment 2019 Entrepreneurship and MSME support in Myanmar I. Background In 2014, the ILO initiated two projects to support entrepreneurship and MSME development in Myanmar. One was funded by the Swiss State Secretariat for Economic Affairs (SECO) and focuses on the tourism sector. The other was funded by the Norwegian Agency for Development (NORAD) and is cross sectoral. The main focus of these projects was the roll out of the ILO s Start and Improve your Business (SIYB) Programme. Several other training products which target MSMEs were also rolled out in Myanmar, including the Sustaining Competitive and Responsible Enterprises (SCORE) programme, the Coca Cola Leht Li business management training for retailers, the Business Eye Opener and start up campaigns. The different training products are detailed in In November 2017, the second phase of the Entrepreneurship and SME Support Project began, with further funding from SECO and NORAD. This project focuses on the development of a master trainers platform, which will ensure the institutional sustainability of the SIYB programme; the expansion of the SCORE programme in the food processing and tourism sectors; the expansion of other business management training programmes, including the Cola Leht Li business management training for retailers and the Business Eye Opener campaign; as well as value chain development in target sub sectors with high potential for SME growth. The overall goal of the project is to support entrepreneurs to set up or improve their business and therefore create more secured and decent jobs. The project has been implementing an effective monitoring and evaluation (M&E) system. A full time M&E officer has set up a data base to collect baseline information about the trainers, (potential) entrepreneurs, and partner organisations. Up to now over 30,000 entrepreneurs have been trained through the various training packages by over 1,500 trainers. This covers all states and regions in Myanmar. The project has conducted impact assessments in June 2016 and May After almost 5 years of operations, the project wants to conduct another impact assessment, to know if the numerous training sessions continue to bring benefits to the entrepreneurs as well as the network of trainers. MDF Asia has been recruited in December 2018 to assist the project to prepare the sampling and the methodology for the impact assessment. Both can be found in the attached short pre Impact assessment report and have to be considered as the preferred methodology to conduct the impact assessment. The number of entrepreneurs taken into consideration in that report will have to be updated up to end of April 2019, which should not impact significantly the proposed samples. The assessment team proposed by the service provider will be led by an international consultant and consist in several enumerators who will collect the data on site. The present ToR describes the task of the service provider.

3 II. Objectives and tasks The overall objectives of the mission is A. to measure the impact of the different trainings on the performances of the potential and existing entrepreneurs B. To continue to understand the environment in which the MSME evolves and the main challenges they encounter Under the supervision of the Chief Technical Adviser of the SME Project and in close coordination with the M&E officer of the project, the Consultant will perform the following tasks: 1. Participate in an initial briefing to fine tune the scope of work and gather all the necessary information related to the task. 2. Conduct a desk review of project documents, log frame, progress reports and other pertinent materials 3. Update and fine tune the representative sample to be interviewed and the sampling method 4. Propose the impact assessment framework, data collection methods, tools, survey questions to conduct impact study. 5. Draft a brief report outlining the proposed process, data collection approaches and tools (max 3 pages) and present it to the SME project for validation. 6. Design the data collection tools (questionnaires, case study guidelines, interview instructions etc.) 7. Manage the data collection process, including hiring and supervising of enumerators 8. Support the project staff to brief the interviewers and follow up during their briefing 9. Analyse and interpret the data collected 10. Present them to the SME team and possible other stakeholders chosen by the project and propose a survey report structure for feed back 11. Perform any further necessary task in relation with the objectives of the mission III. Outputs The expected outputs to be delivered by the Impact Assessment Consultant are: a) Draft report defining the review process, the data collection methods and tools (max 3 pages) b) Training package for the supervisors and enumerators c) Data collection tools English and Myanmar language d) Draft of the impact assessment/survey report (max 20 pages) incorporating the following: Executive summary with key findings, conclusions and recommendations (max 1 page). A brief section presenting the impact assessment process, the participatory methodology and data collection methods (max 2 pages). Description of findings per assessment question (including quantitative figures and qualitative results) describing progress towards objectives and outputs (max 10 pages). A few short case write ups demonstrating project progress and/or early signs of impact (max 2 pages). Conclusions and recommendations which are clearly based on the findings (max 3 pages). A section on overall learning from this assessment, for example by describing lessons learnt, and/or potential good practices (max 2 pages). There may also be some comments on what can be learned from the impact study process itself. Appropriate Annexes may include a list of consulted stakeholders, list of other people interviewed, more detailed notes on methodology used or examples of tools used to collect data. e) Final impact assessment report incorporating feedback from project and stakeholders. All drafts and final outputs, including supporting documents, analytical reports and raw data should be provided in electronic version compatible for Word and Excel for Windows. Ownership of data from the assessment rests jointly with ILO and the Consultant. The copyright of the impact assessment report will rest exclusively with the ILO. Use of the data for publication and other presentations can only be made with the written agreement of ILO. Key stakeholders can make appropriate use of the evaluation report in line with the original purpose and with appropriate acknowledgement. V. Gender analysis Gender issues should be given consideration in the above tasks, and be reflected in the outputs. This means that the data collected for the sector assessment should be disaggregated wherever possible, so as to be able to provide a picture of the possible differences between women and men. The conduct of the assessment should take into account this need for disaggregated data, and aim to include both women and men informants; if women s organizations are involved, they should also be consulted as part of the analysis. VI. Conflict sensitivity approach While some regions enjoy relative peace and stability, international concern with the situation in Rakhine State but also in other states and regions can also affect the SMEs development. Conflict sensitive and inclusive approaches are therefore required. If possible and when necessary, disaggregated data on ethnicity should also be collected during the process to reflect the demographic make up of the local business community, but also the barriers faced by some communities in doing business.

5 VII. Budget The budget for this contract will cover professional fees, travel costs, mobilization expenses. A tentative schedule of payments shall be indicated in the Contract, but any single payment shall be limited to a maximum of 30 per cent of the total contract amount and be subject to the condition that the ILO quality standards are met satisfactorily. By ILO financial rules, the first (advance) payment cannot exceed 30 per cent, and a minimum of 20 per cent of the total contract amount shall be retained as the final payment which may be paid only after satisfactory completion of all activities and providing to the ILO all outputs/ reports as stated in the contract. It is important to note that should there be any problem in the delivery of outputs pertaining quality and schedule, the service provider is expected to make the necessary corrective actions without affecting the overall project delivery deadline dates. This will be at no additional cost to ILO. Based on the preferred methodology, the necessary human resources to perform the task should be limited at: An international consultant Around 276 enumerator days for: o 900 interviews / 4 interviews per day o Some training and preparation days 5 supervisors for data collection in 5 different states or Region for approximately a total of 65 days. VIII. Resources and Management This impact assessment will be carried out by an international consultant who meets the following minimum qualifications: Relevant background in social and/or economic development Experience in the impact study design, management and evaluation of development projects, in particular with MSME and entrepreneurship projects Experience in assessment and evaluations in the UN system or other international context Relevant country experience and previous involvements in similar projects highly preferred Experience in the area of MSME development issues and rights based approaches in a normative framework and operational dimension are highly appreciated. Fluency in English is essential. Excellent drafting and analytical skills. Experience facilitating workshops for evaluation findings. The Supervisors should have: Relevant background in social and/or economic development Experience in similar jobs and data collections particularly with MSME Experience in the area of MSME development issues Fluency in Myanmar Language. The consultant will report to and work under the direct supervision of the Chief Technical Advisor of the ILO SME project

9 3. Impact Assessment Methodology 4.1 Objectives of the assessment: 1. Measure the impact level results of the different training packages offered by the project. These impact level results are based on the indicators from the project log frame under Immediate Objective 1: Number of MSMEs improved (from non SIYB activities) Number of enterprises started Number of jobs created (at least 50% women and 50% for youth) Number of trainings provided through the SIYB Myanmar network, and the number of companies that benefit from this (from SIYB activities) 2. Improved understanding of field level realities related to training provision and challenges of the entrepreneurs. 3.
