2 THE ORGANIZATION TOWN OF HINTON The Town of Hinton, the regional hub of the Northern Alberta Rockies, is a young and affluent community that is well positioned for economic diversity and growth. 3 THE OPPORTUNITY CHIEF ADMINISTRATION OFFICER The Chief Administration Officer (CAO) reports to the Mayor and Council and is responsible for the overall successful operation and delivery of municipal services through all divisions and departments of the Town of Hinton. Protective Services, which encompasses fire, rescue and bylaw services, as well as the RCMP report directly to the CAO. The CAO is also the Emergency Operations Committee Director with the Emergency Operations Group for Disaster Services. Key Roles & Responsibilities Provides direction to the senior administration leadership team and ensures all town operations are functioning in alignment with the Town s strategic goals and objectives. Makes recommendations to Council on policies and procedures. Recommends changes in policies and oversees the implementation of new policies and procedures. Provides leadership in ensuring that all Town policies and programs are efficiently coordinated, delivered in a responsive and effective manner, and reflect the overall strategic priorities of the Town as defined by Council. Ensures Council is advised of all significant matters pertaining to the administration of the Town and of its legal obligations and responsibilities. Ensures that appropriate agendas are prepared and distributed for those meetings involving members of Council. Attends Council meetings and additional meetings, as Council requires. Advances economic, social and environmental outcomes in a progressive governance environment through: Strategic thinking Advancing community s best interests Community Sustainability Plan Creating results through focused planning, strategic thinking and partnerships with others (industry, government agencies etc.) Builds positive relationships with all stakeholders within the Town and surrounding region. Continues to build the stability of a strong senior management and municipal administrative team that capitalizes on the wealth of skills available in the administration. Nurtures existing businesses and attracts and supports the development of new businesses to provide opportunities and prosperity for citizens. Ensures the organization continues to be innovative and positive by maintaining an environment of open participation, productivity improvement and technological advancement. Encourages professional development for staff. Provides effective direction to Town staff and further develops a culture of customer service, team building, partnership, innovation, fiscal responsibility, empowerment, and employee recognition. Oversees the preparation of all bylaws, contracts and financial budgets. Deals with special interest groups and taxpayers, and resolves issues as required. Coordinates the promotion of the Town's taxes and assessment base. Town of Hinton Chief Administration Officer 3

4 Leads the Executive Committee for co-ordinating Town administrative activities. Relationships The CAO works in close association with the Mayor and Council in strategic planning, setting policies, undertaking special investigations, preparing major reports, and recommending future direction for the Town and Administration. Liaises with the public, other municipalities, businesses and organizations to promote collaboration and effective municipal planning and service delivery. THE PERSON The CAO S challenge is broad based. To be successful in this role, the ideal candidate will possess the following: Education & Experience An undergraduate degree, preferably in a business or public administration discipline. A related professional designation is an asset. Extensive and progressive management experience within a municipal setting working with elected officials and boards is a requirement. Proven CAO experience will be an asset. Considerable senior level leadership and administrative experience including the management of significant human and financial resources. Proven ability to work effectively with the public and within a political policy environment. A demonstrated ability to build relationships and develop confidence is required. Knowledge and familiarity with the changes to the Municipal Government Act and their impact on the Town. Participation in CAMA and/or membership or eligibility for the society of Local Government Managers considered an asset. Knowledge, Skills & Attributes Strategic and Business Planning Provides executive leadership to all planning initiatives and ensures accountability for achievement of results throughout the Town of Hinton. Is able to maintain focus on the longterm vision and established strategic directions while balancing the need to address immediate and emerging needs. Employs a can do attitude. Communication An open, honest and straightforward style with all audiences; demonstrates candor and respect to all, and is prepared to delegate responsibility and accountability. Interpersonal Skills Effectively builds relationships with a wide range of stakeholders. Patient and resilient - embraces challenges while accepting the reality of obstacles. Is flexible and adaptable; works comfortably with individuals, teams, and Council. Demonstrates a positive outlook and possesses a sense of humour. Is diplomatic and emotionally mature; and possesses well-developed negotiation skills - able to resolve conflict and facilitate negotiations with tact and diplomacy. Integrity & Trust Possesses impeccable integrity and ethics; respectful of others and respected by peers; is honest, sincere, dependable, authentic, and trustworthy. Customer Service Confident in ensuring customer needs are identified and addressed; ensures consultation with all citizens in the development of quality service with respect shown to all; leads with a strong sense of service. A Confident Professional Acts as an integral part of a leadership team and displays high ethical standards and an honest, open-minded and consistent approach to working with staff and citizens. Possesses confidence in own skills and abilities, can make difficult decisions and stand by them while demonstrating a positive attitude. Politically Astute Knows and understands legislative and regulatory processes; a good understanding of the Municipal Government Act would be an asset; has an intuitive ability to read the political implications of recommendations and actions; prepared to guide and mentor council with solid and informed recommendations. COMPENSATION The CAO will be paid a competitive salary. A standard municipal benefit package is available. Specifics will be discussed in a personal interview.
