3 LOCATION FORT MCMURRAY Opportunity is what brings people to the Regional Municipality of Wood Buffalo, but an amazing lifestyle is why they stay. Nestled in a forest valley where the Athabasca and Clearwater rivers meet is Wood Buffalo s urban centre, the community of Fort McMurray. The Regional Municipality of Wood Buffalo draws attention from around the world as the residential and commercial focal point of Canada s oil sands industry. The Athabasca Oil Sands is both the largest known reservoir of crude bitumen in the world, with over 1.7 trillion barrels of recoverable oil and also the third largest deposit of oil in the world, behind only Venezuela and Saudi Arabia. This natural resource has provided immense opportunity for the region and through industry partnerships Fort McMurray is a thriving, family oriented, multicultural community. In the heart of Fort McMurray sits MacDonald Island Park, Canada s largest recreation centre. This world-class facility provides residents with superior sports, cultural, recreational and event opportunities. It is also home to the Suncor Community Leisure Centre and the Wood Buffalo Public Library. Health care is a top priority for residents, and the Northern Lights Regional Health Centre serves as the dedicated hospital in the region offering 24-hour emergency care, intensive care unit, full surgical services, radiology unit and medical laboratory. A wide variety of specialized health opportunities are also available, including personal trainers at state of the art fitness facilities and a wide array of therapeutic and holistic services. Four public school districts and twenty four schools provide the highest standards of education for our youngest residents, and Keyano College provides post-secondary courses and programs to our community. The college collaborates with Athabasca University, University of Lethbridge, University of Alberta and University of Calgary to offer academic degrees in many programs without having to leave the region. The region is an outdoor paradise for adventure seekers, with over 130 km of maintained trails, sand dunes, skating, skiing and golfing. The beautiful Birchwood trails provides as wooded oasis in the middle of the city. Finally, Fort McMurray is located in close proximately to Wood Buffalo National Park, a designated UNESCO World Heritage Site, and second largest national park in the world. 4 THE OPPORTUNITY DIRECTOR, COMMUNICATIONS & STAKEHOLDER RELATIONS Reporting to the CAO, the Director, Communications and Stakeholder Relations ensures the department fulfills its mandate to provide communications, government and stakeholder relations strategies to assist the Municipality in achieving its stated vision, strategy and goals. The Director will be responsible to protect and enhance the Municipality s reputation and image; engage communities; build relationships with stakeholders; manage the Municipality s brand and online presence; develop a robust customer service framework; and provide creative services to enhance municipal programs and services. The Director ensures that information relating to the Municipality is strategic, credible and easily accessible to stakeholders, including residents and employees. The Director will provide direction to four direct reports and a total of approximately 23 staff. The direct reports include; Manager, Strategic Communications, Manager, Stakeholder Relations, Supervisor, Pulse and an Administrative Assistant. The Director will be managing an annual operational budget of approximately $6M and will establish strong positive relationships with the Mayor, Council and stakeholders of the RMWB. Key Roles & Responsibilities Leadership, Planning and Development Foster a climate of creative collaboration and promote shared values with internal and external stakeholders. Align the department s overall goals, plans, activities and performance measures with the Municipal Strategic Plan. Respond proactively to changing conditions that may impact institutional relationships or reputation, particularly associated with government policy, industry, and the region s communities. Provide strategic expertise, advice and support to internal stakeholders including the CAO, Mayor and Council, Rural and Indigenous Affairs and senior leaders. Responsible for ongoing development and implementation of an integrated and enhanced customer service. Responsible for crisis communications planning and implementation as part of the RMWB s Emergency Management Plan. Increase and enhance the municipality s reputation, profile, and brand on a regional and national scale. Establish strong, supportive, positive relationships with various stakeholders including the Mayor, Council, rural communities, industry, aboriginal neighbours and the public at large. Management, Financial, and Administrative Ensure effective responses to changing conditions which may impact institutional relationships or reputation, particularly associated with government policy, industry, and the community as appropriate. Develop and implement policies and procedures to support corporate strategy and improve service delivery. Develops and maintains knowledge of municipal functions to ensure the department functions as an effective business partner. Support and guide development of the departmental budget, policies, processes, and projects including measurable outcomes that link to the strategies and targets. 4
5 Prepare strategic positioning papers for the corporation on major corporate issues that require provincial or federal attention. Departmental Development Provide strategic advice to Mayor, councillors, and Leadership Team on communication issues, ensuring streamlined, consistent messaging. Communicate with the public and ensure effective issues management. Accountable for the success of department in achieving its mandate. Promote municipal values and hold staff accountable for their roles. Mentor and coach staff on developing strategy, procedures and processes to improve service delivery, managing individual development and performance, and strengthening a positive work environment. Provide strategic direction and support to staff who will be communicating with the media. *May be required to use personal or municipal vehicle for business travel purposes. THE PERSON Qualifications & Experience Extensive (15)+ years, concentrated and progressive experience in leading a Communications and Stakeholder Relations team with a minimum of eight years at a senior management level. Experience in Crisis and Issues Management and relationship development with a broad audience and diverse stakeholders. Experience working in a public sector environment with unionized and non-unionized employees considered an asset. Regional/local knowledge and experience considered an asset. Degree in Journalism, Communications or Public Relations. Graduate-level management training an asset. Training and education related to conflict management, negotiations, mediation and community involvement are definite assets. An equivalent combination of education and work experience may be considered. Safety As an employee of the Regional Municipality of Wood Buffalo, the incumbent is responsible and accountable for knowing and working in accordance with the Health and Safety Directive. As this position is employed in a supervisory capacity, the employee is required to obtain additional safety training in accordance with municipal procedures and directives. Knowledge, Skills & Attributes Broad and deep knowledge in strategic communications, stakeholder relations, and public engagement. Broad knowledge of current affairs, municipal, provincial and federal politics. Understanding of municipal government administration and the Municipal Government Act. Partnership and relationship building skills. Excellent communication, interpersonal, problem-solving, diplomacy, negotiation, facilitation, and mediation skills. 5
6 Ability to empower people, strong organizational skills, and uses innovative approaches in situations involving rapid change, shifting priorities, and/or simultaneous demands. High political acumen and ability to anticipate politically sensitive issues. High emotional intelligence, including the ability to deal effectively with ambiguity. Expertise in strategic issues management and policy development. Media relations skills and experience. Excellent skills working with public during crisis and sensitive situations; able to remain calm and neutral in conflict. Strong leadership, management, supervisory, and analytical skills.
