Moving to a Super Administration for transport in Sweden Gunnar Malm Former Director-General, Trafikverket
Sweden s transport network The road network 98,400 km of state roads 41,000 km of municipal streets and roads 76,100 km of private roads with state grant The railway network 11,900 km of railway line 90% electrified switches 560 stations for boarding and alighting More than 40 commercial ports 10 state owned airports (+30 smaller)
Swedish administrations have been an important part of the government organisation structure for a very long time. are more independent than adminstrations in most other countries are steered by smaller ministries than elsewhere
New Public Management The Railway Example
Transformation pressure on public administrations The role of public administrations is changing Higher degree of cooperation with the market an emerging network society From government to governance From administration to agent for welfare and for common resources best practice ( Transport planning targeting the overall good of society. It s about accessibility, not simply better transportation, or even more limited, improved road or rail transport. The system perspective need to embrace more than the transport system.)
The political vision a streamlined organization Road Rail Sea Air Multi-modal A joint agency for regulation and inspection Public companies One multi-modal transport administration
to a multi-modal super administration Swedish Road Administration Swedish Rail Administration Air Traffic Agency Swedish Maritime Administration Swedish Transport Administration Road, Rail Sea, Air
This is why the Swedish Transport Administration was formed An approach that embraces all modes of transportation A clearer customer orientation Strong regional and local connections A more efficient organisation Better support innovation and increase productivity in the construction work industry
From mode specific administrations Swedish Road Administration Swedish Rail Administration Air Traffic Agency Swedish Maritime Administration
From infrastructure authority to social developer
The task of the Swedish Transport Administration responsible for the long-term planning of the transport system for road traffic, rail traffic, shipping, and air traffic responsible for construction, operation and maintenance of the state road network and national rail network Approx employees Annual turnover approx 5,5 billion Euro
How we develop Sweden s infrastructure
About construction projects
Delivery qualities agreed between the government and the Transport Administration Punctuality The transport systems ability to fulfil and deliver the planned travel and transport times and the ability to instantly provide correct and useful information during traffic disturbances. Capacity The transport systems ability to handle the requested volume of travel and transport. Robustness The transport systems ability to prevent and handle incidents that causes traffic disturbances. Usefulness The transport systems ability to satisfy the different customer needs and requirements for accessability, transport and travel. Safety Environment and health The transport systems ability to minimize the number of fatalities and seriously injured. The transport systems ability to minimize the negative impact on and support the positive development of landscape, health and climate
Results and Issues Big enthusiasm for change internally but what about politicians Different backgrounds and organizational cultures both fruitful and obstacle Opportunity increased efficiency, take advantage of synergies. Mutual learning and understanding
The need of more efficient processes Political negotiations on regional development of transport and housing Congestion charges provide additional resources Institutional reform a way to govern analysis, understanding and debate and adapt to a more efficient decision-making Institutional barriers prevent innovation and ability to adapt to demands The planning system as institutional requirement
New planning system for transport Long term political policy decision 12 years planning program Rolling 3 year realization program related to gov. budget Clear links between physical planning process and economical planning Regional plans for the transport system related to city and regional planning New process for concept development according to the 4- stage principle as preparation for the planning program Continuous evaluation and analysis of measures and effects
Institutional change a tool to steer focus Cultural change a way to make change happen The Swedish case and some experiences Reorganization is a necessary tool, but if we don t also deal with and reach the minds the thought styles of the people involved it matters less how we structure and organize our work It s about creating a seamless system where the potential in each transport modes are used in the best way It`s not just about infrastructure. It s about society development as increasing accessibility and mobility, increasing competiveness for the industry, create new housing areas etc
Outsourcing experiences from Sweden
