The Chain of Custody (CoC) program Purpose: Traceability of certified seafood through the supply chain May be several years between fish being caught and finally being sold in retailer Seafood may travel around the world e.g. caught in US, processed in China, sold to consumer in Germany Companies handle certified and noncertified seafood, and different species can be indistinguishable in final product. Source: Oceana msc.org/coc/standard 19
Global Seafood Trade Source: #ChooseMSC
The Chain of Custody (CoC) program What does MSC Chain of Custody do? Provides assurance that throughout the supply chain, certified products are segregated from non-certified products and are traceable back to a certified source. How does it do this? Supply chain companies have to meet the MSC Chain of Custody Standard. These companies: Implement relevant systems and procedures Are independently audited to verify their compliance 21
The five principles of the Standard 1 Certified products are purchased from certified suppliers 2 Certified products are identifiable Certified products are segregated Certified products are traceable and volumes are recorded The company has a management system These principles apply to all supply chain companies that participate in the MSC Chain of Custody program msc.org/coc/standard 22
Roles & responsibilities MSC Define CoC Standards & Certification Requirements MSCI Contract ASI Audits CABs Audits Supply chain companies 23
Credibility ISEAL Compliant and independently verified against all three ISEAL Codes ISO All CABs conform to ISO (Guidelines for Audit Management Systems) and ISO (Conformity assessment -- Requirements for bodies certifying products, processes and services) FAO Compliant with FAO Guidelines for ecolabeling of fish and fishery products from wild capture fisheries GSSI Recognised by GSSI as being aligned with all essential criteria in all three sections 24
Chain of Custody Oversight: How we ensure the MSC system works 1. Supply chain audits 2. DNA testing 3. Product trace-backs 4. Volume reconciliations 5. Unannounced audits 6. Risk management strategy msc.org/coc/standard 25
Sustainability is in our DNA 256 different MSC labelled products This is consistent for some 5 years snow In addition, 2016 study: DNA analysis of fish sold in 122 UK fish and chip shops. mislabelling 1.64% in shops with an MSC CoC certificate, compared to over 8% in non-certified shops. 16 countries 13 species 99.6% Correctly labelled istock / nandyphotos 26
Focus on South East Asia In 2010 In Chain of Custody certificates in South East Asia 55 Chain of Custody certificates in South East Asia Enhanced Monitoring 10 Tuna tracebacks in 2015/16 Unannounced audit in Vietnam Audit report review 60% of Vietnamese certificate holders Enhanced oversight on auditors by Accreditation Services International (ASI) Auditor training in Thailand and Vietnam Dedicated staff member appointed based in Singapore 27

MSC program monitoring, evaluation and improvements Chain of Custody program review Ensure it remains relevant, accessible, robust and reflects best practices in supply chain & product integrity Achieve greater efficiencies Address risks to product integrity Align industry trends and technological improvements Broaden the MSC Chain of Custody offering Key development areas: Provenance/ Key data elements Traceability at Sea Supply chain labour requirements Digital traceability Food service & fresh fish counters 29
Why traceability is so important to the MSC? A traceable supply chain, from the consumer back to sustainable fisheries, is fundamental to consumers' trust and confidence in the seafood they re buying. Alfred Schumm, WWF s Smart Fishing Initiative leader 30
Un unbreakable chain The challenge for the fish supply chain: sustainable, safe and traceable. Both consumers and politicians rightly ask for this transparency to be provided by the sector Prof. Louise Fresco, chair Board of Wageningen UR 31
Structure of this talk 1. The MSC Program and its recent development 2. Global impact 3. Chain of Custody and Product integrity 4. Accessibility for DW fisheries 32
DW fisheries are key for achieving mission Challenges Scale : capacity, cost, cooperation Governance, management Data, knowledge Sustainability Auditor capacity Developing Countries: fisheries certifiied 15 in assessment Opportunities in new ISP LME focus Species 9% Of the certified fisheries (11% volume) 15% Of the fisheries in assessment Blue Venture octopusvisserij in Madagascar. 34 Better engagement with DW fisheries Investments so far: Benchmarking & tracking tool Action plan template Consultant register Capacity Building Risk-based Framework Mixed Fishery Standard Global Fisheries Sustainablility Fund (2015) For period ahead Develop an In-transition-to-MSC program (ITM) Project Pre Assessments Further enhance auditor capacity Deal with labour issues Better use GFSF Blue Venture octopusvisserij in Madagascar. Garth Cripps Developing Countries: fisheries certifiied 15 in assessment 9% Of the certified fisheries (11% volume) 15% Of the fisheries in assessment 34
In Transition to MSC (ITM) and P-PA s Two consultations Spring, fall How does MSC relate to FIPs? Credibility of FIPs; Entry point ITM; Assurance of progress of the FIP; Longer term objectives The road to MSC And. Project Pre-Assessments: - Means for attracting external funding - But ultimately market links on longer term - Enabling environments/framework for cooperation - Involve value chain, management, NGO s, FIP providers - Proven concept now expanded to DW Blue Venture octopusvisserij in Madagascar.
