1 Delay ttribution oard Delay ttribution oard Process and Guidance Document 8 Delay llocation Entering and Leaving the Network Rail network To provide guidance and improve consistency in attribution, below are diagrammatic examples of the most common types of delay scenarios where misapplication or misinterpretation can occur, for both reference and briefing purposes. The examples are set out to demonstrate the principles of entering or leaving the Network Rail network, but as can be appreciated, not every variation can be shown and thus is not an exhaustive list of absolutes. In all scenarios it is demonstrating the immediate identified impact and NOT subsequent congestion. Regulation of trains is presumed to be correct in all cases. Entering the Network Rail network Scenario 1 Train is late to exit signal (on-self cause) Off Train is attributed as Prime Cause to reason for late presentation Responsibility of Operator of Train Scenario 2 Train is late to exit signal (depot issue cause) Off Train is attributed as Prime Cause to reason for late presentation Responsibility of Operator of Train regardless of Depot owner PGD8: Entering Leaving the network Page 1 of 7 June 2017
2 Delay ttribution oard Scenario 3 Train is late to exit signal (another Operator s train cause off network) Off Train is attributed as Prime Cause to reason for late presentation Responsibility of Operator of Train regardless of Train as off network delay Scenario 4 Train and then C is late to exit signal (another Operator s train cause off network) Off C Train is attributed as Prime Cause to reason for late presentation - Responsibility of Operator of Train regardless of Train as off network delay Train C is attributed as Prime Cause to reason for late presentation - Responsibility of Operator of Train C regardless of Train or as off network delay PGD8: Entering Leaving the network Page 2 of 7 June 2017
3 Delay ttribution oard Scenario 5 Train is late to exit signal (another train at the exit signal is late departing due to an on network cause) Off Line lockage Train is attributed as a direct delay to the prime cause of the on network incident Once the incident clears it would be expected that any queue of trains dissipates from the off network location after being presented in the planned headway for those departures. Scenario 6 Train is late to exit signal (due to another train ahead has stopped and still in the exit signal overlap / rear of train still off network) Off Train is attributed as direct delay to Train (if train itself has failed) Train is attributed as YD Train (if Train itself is delayed by a separate cause) PGD8: Entering Leaving the network Page 3 of 7 June 2017
4 Delay ttribution oard Scenario 7 Train is on time to exit signal (can t leave due to the train that has just left still in section ahead due to a subsequent incident) Off Train is attributed as direct delay to Train (if train itself has failed) Train is attributed as YD Train (if Train itself is delayed by a separate cause) Scenario 8 Train is on time to exit signal (another train is entering the yard out of path) Off ttribution of train is dependent on the reason for train entering the off network location out of path, for example: If the yard operator requested train runs into the yard prior to train departure for operational reasons then train late start is the responsibility of Operator of Train If train is correctly regulated ahead of train (e.g. train is running late and is needed to be clear of the main) line then train late start is attributed as reactionary to train late running cause PGD8: Entering Leaving the network Page 4 of 7 June 2017
5 Delay ttribution oard Scenario 9 Train is on time to exit signal (can t leave due to an incident on the network and held back) Off Line lockage Train is attributed as a direct delay to the prime cause of the on network incident Scenario 10 Train is on time to exit signal (can t leave due to another train passing late on the network and held back) Off Train is attributed as Y reactionary to Train Scenario 11 Train is on time to exit signal (can t leave due double exit yard and another train left first so held) Off Train is attributed as Prime Cause late start ( regulation occurred off network) PGD8: Entering Leaving the network Page 5 of 7 June 2017
6 Delay ttribution oard Leaving the Network Rail network Scenario 12 Queue of trains formed due to line blocking incident off the Train belongs to FOC and is booked into the yard Train belongs to TOC and is booked to pass by the yard Train C belongs to FOC C and is booked into the yard Train D belongs to TOC D and is booked to pass by the yard Train is attributed as a direct delay with incident responsibility to FOC Train is attributed as a reactionary YT delay to Train Train C is attributed as a direct delay with incident responsibility to FOC C Train D is attributed as YT Train C (as it is Train C that is directly preventing Train D s passage) Scenario 13 Train is waiting entry onto the single line leading to the Terminals and Train belongs to FOC and is terminating in Terminal Train belongs to FOC and has originated from Terminal Off Terminal Terminal Train is attributed as YE Train as waiting single line (on network) to the Terminals PGD8: Entering Leaving the network Page 6 of 7 June 2017
7 Delay ttribution oard Scenario 14 Train is waiting acceptance into the off network location due to congestion, staffing or other off network related issue. Off Train is allocated as a Direct Delay to the Operator of Train as waiting acceptance due to an off network issue. This allocation is irrespective of the responsibility of the off network issue (be it location owner, other trains or staff related) This allocation is irrespective of any lateness of Train (e.g it has lost its slot ) However, if the train cannot be accepted due to it arriving early then any delay caused to other trains in reaction should go to that early running and subsequent waiting to time (See principles in DPR Section K7) For further information on any of the Process Guide Documents or to provide feedback to aid improvements or suggestion for the development of others please contact the D Secretary at:- DOffice@networkrail.co.uk PGD8: Entering Leaving the network Page 7 of 7 June 2017
