3 1 INTRODUCTION This SOW describes the work to be performed on the basis of the selection of one (1) Special User Community. The Special User Community maybe selected from the 6 listed below. Alternatively the consortium may propose another type of Special User Community (covering any of the Galileo core services) with the exception of Location Based Services, road, rail, maritime and aviation. o Special UC#1: Land surveying and civil engineering: requiring high accuracy positioning for construction and maintenance of different infrastructures such as geodetic networks, maps or transport networks. o Special UC#2: Agriculture sector for which Galileo service characteristics are essential, as service guarantee and liability (for parcel measurement) or safety and integrity performances (for precision farming). o Special UC#3: Multi-modal transport and remote asset tracking: characterised by applications in support of the implementation of the EU white paper on transport policy 1. o Special UC#4: Emergency management and law enforcement: this domain is characterised by GNSS applications mainly driven by the provision of social benefits. o Special UC#5: Energy domain: number of professional applications (positioning for offshore plants, pipelines, and rig anchoring, time synchronisation of wide distribution networks related to energy, communication). o Special UC#6: Scientific Research for which EGNOS and Galileo offer a number of benefits. Additional description of the specific aspects characterising these special UC s is given in the Annex A. These GNSS UC s must be seen as complement to the most traditional communities, namely: road, rail, maritime, aviation and location based services. These traditional communities are addressed by others SOW s of the same 6FP call, as consequence any potential overlapping between special and traditional user communities, in term of applications, work and objectives, should be avoided. At the same time synergies, coordination and exchange of inputs/outputs are encouraged among the special communities and the traditional communities. This coordination will be implemented under the supervision of the GJU. 5 2 DEVELOPMENT OBJECTIVES AND CONSTRAINTS The main objectives of this Project, for the addressed special UC, are: OBJ-1. OBJ-2. OBJ-3. OBJ-4. OBJ-5. OBJ-6. OBJ-7. OBJ-8. OBJ-9. To facilitate the introduction of GNSS and in particular of EGNOS and Galileo in the addressed user community sector. To provide a platform for the representation of the interests of this UC in the overall discussion for the EGNOS and Galileo optimisation in term of different aspects (e.g. commercial, PPP scheme and risk allocation between public and private sides, social benefits and public interests, industrial and research development and innovation, operational and system evolution). To provide a platform to join satellite navigation experts with the user community experts in order to optimise the use of this technology in the target environment. To provide an instrument for the dissemination and promotion of the EGNOS/Galileo benefits and added-values with respect to the current GPS solution, inside this user community targeting non-experts on satellite navigation. To evaluate and assess all the EGNOS/Galileo social and commercial benefits against current exiting scenario (e.g. investments, standards, regulations, applications, services and infrastructures). To identify all the necessary steps to maximise the beneficial use of EGNOS/Galileo in Europe and in the world for this user community. In particular using EGNOS SIS, Galileo GSTB-V2 SIS and Galileo IOV opportunities. To assess the major EGNOS/Galileo applications in this user community domain against all the different technical and non-technical aspects. To identify and promote new and innovative EGNOS/Galileo applications in this user community domain in order to explore all the potentiality of this technology in medium and long term. to support the validation, qualification and certification of the different applications/services (for different aspects and with different involvement depending on the nature of the addressed application/service) in the overall frame of EGNOS and Galileo User Segment validation, qualification and certification

6 OBJ-10. OBJ-11. To define and execute activities aimed to increase and optimise the use of the EGNOS services, as provided by the fully deployed and operational system, in this user community. To define and execute activities aimed to maximise the benefits for the addressed user community coming from the opportunities offered by the GSTB-V2 and Galileo IOV phase. 3 WORK DESCRIPTION ACT-1. The Project shall perform studies, software and/or hardware developments, workshops, meeting, demonstrations, training and any other activity considered useful to promote, develop and make evident and proved progress in the introduction of EGNOS and GALILEO in the addressed UC. ACT-2. ACT-3. ACT-4. The Project shall deliver a dedicated Pilot Project Web Portal, it will be available since the beginning and for the total duration of the project. The Project Web Portal will be used for the dissemination of intermediate and final results. Limited access rules will be applied for restricted distribution documentation. The Project work shall be carried out in three main phases: o Critical Analysis phase (analysis and assessment) o Implementation phase (planning and execution) o Results analysis phase (results analysis and recommendations) The following pages provide description of work to be performed during the three indicated phases. 3.1 Phase I: Critical Analysis work Analysis ACT-5. ACT-6. The Project shall perform an analysis of the current scenario of the GNSS use in the addressed UC. This analysis will be based as possible on factual data. The Project shall identify the major GNSS applications within the addressed UC (considering safety of life and non-safety of life, mass market and niche market, commercial or non-commercial, private and public interests)

7 ACT-7. ACT-8. The Project shall characterise each identified GNSS applications for the different aspects: o Benefits coming from the use of GNSS and in particular of EGNOS/Galileo; o Downstream value-chain composition and main Actors; o Indicators for the evaluation of the level of development and maturity; o Addressable main world regions; The description of the identified Applications will be summarised by means of the application description template provided in Annex B. Assessment ACT-9. ACT-10. ACT-11. ACT-12. ACT-13. The Project shall make a preliminary assessment of the identified GNSS applications against the following indicators: o Number of users (addressed, and EGNOS/Galileo users); o Potential revenues for GOC; o Private and Public interests and benefits; o International relevance; o Level of maturity (technological, commercial, etc); o Level of innovation and potentiality for future market evolution; The Project shall select among the identified GNSS applications a subset to be addressed in the rest of project: the priority applications. The Project shall associate to each priority application a set of objectives: o Short-term objectives (to be achieved within this Project) and o Medium/long term objectives (to be achieved outside the time frame and capability of this Project). The Project shall perform an extensive awareness campaign on the dissemination of the results of the phase I. The campaign will target, in the widest manner, the user community downstream value-chain actors. The Project shall take into consideration the available results from past studies and pilot projects (mainly EC 5 th FP and ESA ARTES-5 GNSS application projects) addressing the same UC

8 3.2 Phase II: Implementation work Implementation plan ACT-14. ACT-15. ACT-16. ACT-17. ACT-18. ACT-19. The Project shall define actions (within an Action Plan document) for all the priority applications using different instruments, among them, as examples: o More detailed and focused studies and analysis; o Ad-hoc feasibility demonstrations; o Workshops, user fora, user consultations; o Training and awareness; o Any other instrument considered effective for the short-term objectives; All the identified actions in the Action Plan will be associated to one or more application enabler/s among the following: a. Technology; b. Market; c. Regulation; d. Standards and Certification; e. Awareness and Training; Refer to Annex C for examples of activities and issues that could be addressed by the Action Plan. All the defined actions in the Action Plan will be associated to shortterm objectives and/or medium/long term objectives. The Project shall submit the Action Plan to GJU for a final common agreement and approval during a dedicated review at the end of the analysis phase. When appropriate and efficient, the Project shall make use of the ESA Application Laboratory facilities (e.g. simulators, tools, experts available in the TOS laboratory supporting EGNOS and Galileo programmes) in implementing the agreed Action Plan. When appropriate and efficient, the Project shall find synergies with National and Regional GNSS initiatives with the aim to save costs, time and maximise results

9 Implementation execution ACT-20. The Project shall implement the agreed Action Plan during the second phase. ACT-21. ACT-22. The Project shall detail and maintain updated the Action Plan during the Project phase II. The Project shall perform an extensive awareness campaign on the dissemination of the results of the phase II. The campaign will target, in the widest manner, the user community downstream value-chain actors. 3.3 Phase III: Results Analysis work ACT-23. ACT-24. ACT-25. ACT-26. ACT-27. ACT-28. The Project shall perform a critical analysis of the results of the implementation phase in order to evaluate the achievement of the Project objectives (the short-term objectives). The Project shall perform a critical analysis of the results of the implementation phase in order to provide feedback to the medium/longterm objectives. The Project shall identify the remaining open points and barriers for the complete uptake of EGNOS/Galileo applications for the addressed user community. The identified open points and barriers will be mapped against the applications enablers: a. Technology; b. Market; c. Regulation; d. Standards and Certification; e. Awareness and Training; The Project shall produce recommendations and guidelines for additional activities to be performed to complete the application development taking into account the produced results, open points and barriers, lesson learned and new inputs. The Project shall produce recommendations and feedback for the optimisation of the EGNOS operational phase from the user community prospective

10 ACT-29. The Project shall produce recommendations and feedback for the optimisation of the Galileo Mission (MRD) and operational phase. ACT-30. The Project shall perform an extensive awareness campaign disseminating the Project results together with their critical analysis. The campaign will target, in the widest manner, the user community downstream value-chain actors. 4 PROJECT SCHEDULE The Project activities will be based on a detailed schedule agreed between GJU and Contractor before the KOM. As general approach the Pilot Project will be based on a schedule of about months. The months schedule will be based on three main phases: 1. Critical analysis phase (with a duration of about 3-4 months); 2. Implementation phase (with a duration of about months); 3. Execution 3-4 months Phase III: Results Analysis Results Analysis Figure 1: Pilot Project schedule The following main milestones will be adopted: Kick-Off meeting (KO), Aimed to present the agreed baseline for the whole Project. Critical Analysis Review (CAR): end of the first phase and start of the second one, it is aimed to present the results of the first phase (analysis of the current scenario

11 and assessment of priority applications) and to agree on the objectives to be used for the Phase II. Mid-term Review (MTR): during the implementation phase, it is aimed to present and agree the action plan for the implementation of the short-term objectives agreed at the end of phase I. It also provides the progress status of the implementation phase and intermediate/preliminary feedback and results in time for corrections, if needed. Final Review (FR): at the completion of the third and last phase, it is aimed to present the results and achievements of the whole Project together with the discussion on the recommendation and guidelines for the way forward. The progress meeting will be performed with GJU every 3 months as basic approach; they can be merged and/or moved taking into account the reviews dates. 5 PROJECT INPUTS AND OUTPUTS 5.1 Reference inputs Depending on the addressed UC specific reference inputs can be provided by GJU at KO time, they may include: o Galileo and EGNOS Mission Requirements Document; o Galileo and EGNOS SIS ICD; o Galilei Study deliverables (e.g. Local Elements, Market Study); o EC 5 th FP Pilot Projects deliverables; o GJU 6 th FP 1 st Call deliverables according to their delivery dates; 5.2 Deliverable items The following main deliverables are foreseen: o DD01 UC Critical Analysis Report, provided at CAR, End of phase I o DD02 UC Action Plan, provided at MTR 1 weeks o DD03 UC Results Analysis Report, provided at FR-2 weeks o DD04 UC Final Report, provided at the end of contract The DD01 Critical Analysis Report will provide a data package with the following information: o Analysis of the current scenario for the GNSS use in this UC; o List of GNSS applications (with a summary based on the template of annex B); o For the Priority Applications the following information: o Details and discussion of the different enablers ; o Objectives for the Pilot Projects o Objectives for the medium and long term

12 The DD02 UC Action Plan will provide a data package with the following information: o Description and planning of the Actions to be executed during the Project for each Priority Applications as result of the Phase I critical analysis; o Mapping of the proposed actions and the objectives indicated in the DD01; o Mapping of the proposed actions and the enablers indicated in the DD01; The DD03 UC Results Analysis Report will provide a data package with the following information: o Discussion of the results produced as execution of the actions planned in the Action Plan; o Feedback to the initially identified objectives (Project and medium-long term); The DD04 UC Final Report will provide the following information: o Recommendations (grouped per Priority Applications and enablers ) for further actions to be carried: o Inside the addressed UC o As optimisation of the interface with the GOC and SA 6 ANNEX A: SPECIAL USER COMMUNITIES The following pages provide additional information and characteristics of the addressed special UC s. for each of them a description of is provided together with examples of applications and EGNOS/Galileo added-values. Specific coordination will be required to avoid duplication of work among the different activities launched under the 6FP and also to facilitate synergies and exchange inputs/outputs under the GJU supervision. Major needs of coordination are identified with respect to the following activities: o Professional receivers (area 1 technology development) o Safety of Life receivers (area 1 technology development) o Geodesy (area 2), especially for land survey UC o Timing (area 2), especially for Scientific and Energy UC s o SIS ICD and Service Center (area 2) 6.1 Special UC#1: Land surveying and civil engineering In the Land survey and civil Engineering UC there are important market opportunities for the rail track surveyors and more in general for the Galileo CS users requiring high accuracy positioning for maintenance of different transport networks. These applications are characterised by high level of accuracy requirements while the availability and continuity are less important

13 EXAMPLES OF APPLICATIONS: o Transport infrastructures construction, survey, monitoring and maintenance; o Cadastre related data collection and check; o Cartography and GIS data collection; o Point of Interests data collection for LBS application purposes; o Valuable buildings, bridges, monuments and structure quasi-real time monitoring; o Optimisation and security for Civil Engineering work with construction site management and logistic based on precise survey of the site and risks/constraints; o Support in archaeological work and on-site sampling catalogue (time stamp and location); o Survey for environment protection; EXAMPLES OF SPECIFIC EGNOS/GALILEO ADDED VALUES: o High accuracy positioning (1 meter or less with Galileo CS) with cost effective solution when the D-GPS is too expensive or not feasible; o Provable time-stamp and location data using SIS authentication, integrity and others service guarantee for liability and regulated applications; 6.2 Special UC#2: Agriculture In the Agriculture sector of law enforcement the agriculture parcel measurement is an already existing application based on GPS that can be optimised, in term of cost and performances, using EGNOS and Galileo. This domain is considered interesting for the potential opportunities to address applications based on service guarantee and liability (e.g. parcel measurement) and based on safety and integrity performances (e.g. precision farming). EXAMPLES OF APPLICATIONS: o Support to the on-field check for agriculture parcel measurement; o Precision farming for medium-large size agriculture businesses; o The automatic or semi-automatic guidance of big agriculture machines; o Live stocks tracking; o Soil and/or goods samples position/time recording in support to regulation enforcement (e.g. production on protected zones); EXAMPLES OF SPECIFIC EGNOS/GALILEO ADDED VALUES: o High accuracy positioning (1 meter or less with Galileo CS) with cost effective solution when the D-GPS is too expensive or not feasible; o High level of continuity and availability especially in combination with GPS; o Reliability of the Safety of Life Galileo Service for application where potential positioning errors affect safety and life;

14 o Provable time-stamp and location data using SIS authentication, integrity and others service guarantee for liability and regulated applications; 6.3 Special UC#3: Multi-modal transportation and remote asset tracking The Multi-modal transportation and remote asset tracking domain is characterised by applications in support of the implementation of the EU white paper policy on transport, aimed to improve the competitiveness of the transports modes alternative to road. In this context EGNOS and Galileo may play an important role as European infrastructure providing a common, standard and controlled positioning service for all the transport modes. EXAMPLES OF APPLICATIONS: o Containers tracking and management; o Asset tracking and monitoring for security; EXAMPLES OF SPECIFIC EGNOS/GALILEO ADDED VALUES: o High accuracy positioning (1 meter or less with Galileo CS) with cost effective solution when the D-GPS is too expensive or not feasible; o High level of continuity and availability especially in combination with GPS; o Quick cold start-up receiver acquisition for low power consumption; o Provable time-stamp and location data using SIS authentication, integrity and others service guarantee for liability and regulated applications; 6.4 Special UC#4: Emergency management and law enforcement The Emergency management and law enforcement domain is characterised by GNSS applications mainly driven by the provision of social benefits but even with interesting business development opportunities for GOC and different private sectors. EXAMPLES OF APPLICATIONS: o Survey and monitoring of high risk area to prevent natural disasters (floods, rockfalls, level or water basins, etc); o Support to disaster relief operations especially when the traditional transport, energy and communication infrastructures are temporary unavailable; o Support to humanitarian aid operations in term of better monitor of the distribution of the goods for assistance o Support to trans-border customs to improve the efficiency of controls; o Support to the control of the rules for the for food production and distribution (e.g. cold-chain );

15 o Support to Fisheries Control according to International, European and National legislations and directives; EXAMPLES OF SPECIFIC EGNOS/GALILEO ADDED VALUES: o High accuracy positioning (1 meter or less with Galileo CS) with cost effective solution when the D-GPS is too expensive or not feasible; o Robustness of the Public Regulated Galileo Service even in case of crisis and difficult environment; o Reliability of the Safety of Life Galileo Service for application where potential positioning errors affect safety and life; o Provable time-stamp and location data using SIS authentication, integrity and others service guarantee for liability and regulated applications; 6.5 Special UC#5: Energy In the Energy domain there is a number of professional applications, some example are. The main drivers are: high accuracy in positioning in space and time, authentication of the coordinates and times, high confidence on the worldwide synchronisation. EXAMPLES OF APPLICATIONS: o Positioning for offshore plants, pipelines, and rig anchoring for the oil and gas sector; o Time synchronisation of wide distribution networks related to energy communication, oil and others services for optimisation and troubleshooting, time stamping of time critical and security critical events; EXAMPLES OF SPECIFIC EGNOS/GALILEO ADDED VALUES: o High accuracy positioning (1 meter or less with Galileo CS) and timing; o Reliability of the Safety of Life Galileo Service for application where potential positioning errors affect safety and life; o High level of continuity and availability especially in combination with GPS; o Provable time-stamp and location data using SIS authentication, integrity and others service guarantee for liability and regulated applications; 6.6 Special UC#6: Scientific Research The Scientific research applications for which EGNOS and Galileo offer a number of benefits (e.g. availability of better accuracy positioning and new frequencies and signals to better support ad-hoc algorithms for data analysis) are widely spread among different disciplines. These applications are less interesting from the commercial and market point of view while they contribute to the numerous social benefits and support to the innovation in the international research. The main drivers are: high levels of accuracy even with the

16 support of local elements, sharing of solutions and results for the worldwide scientific community, advanced applications for niche markets.
