4 Overview of the world s s High-speed railway In 1964, the world s s first high-speed railway Tokaido Shinkansen was built in Japan, and put into operation successfully. From then on, the world s s railway passenger transportation stepped into the high-speed era.
5 Overview of the world s s High-speed railway As a safe, reliable fast, comfortable, big-capacity, low-carbon and environmentally friendly mode of transportation, high speed railway has become an important trend of railway development in the world. Up to now, the total mileage of operational high speed railways of the whole world has nearly reached 25,000 kilometers, mainly distributed in the 17 countries and regions such as China, Japan, Germany, Italy, Spain, Belgium, the Netherlands, Sweden, Korea and Taiwan of China.
6 Overview of the world s s High-speed railway In 1964, the world first high-speed railway s highest operating speed was 270km/h; but now, high-speed train has reached 350km/h (China). China s EMU (Electric Multiple Units) has created a highest speed of 394.2km/h in the test of Wuhan-Guangzhou high-speed railway; moreover, a new operating test speed of 486.1km/h was developed on the Beijing-shanghai high-speed railway on 3th, Dec, 2010.

8 (1) The Development of High-Speed Railway in China In 1994, China s s first sub-high speed rail, Guangzhou-Shenzhen sub-high speed rail was completed and put into operation. In 2003, China s s first passenger dedicated line (PDL), Qinhuangdao-Shenyang PDL was put into operation.
9 Planning and Construction Status of high-speed railway in China (1) The Development of High-Speed Railway in China From 1997 to 2007, six times speed-enhanced projects had been carried out on the conventional lines in China. The first speed-enhanced project which was carried out on 1st, April, Express trains, passenger trains during the night and five- scheduled (scheduled loading stations, scheduled path, scheduled train number, scheduled time and scheduled price) freight trains appeared.
10 (1) The Development of High-Speed Railway in China The second speed-enhanced project which was carried out on October 1st, 1998 focused on the three trunk lines as Beijing-Guangzhou, Beijing-Shanghai and Beijing-Harbin it enlarged the scale,adjusted adjusted the work division, increased the speed and optimized the structure of transport products and capacity allocation. The third speed-enhanced project which was carried out on October 21st,2000 formed initial shape of speedup network covering major areas of China, and the speedup lines had achieved more than 10,000 kilometers.
11 (1) The Development of High-Speed Railway in China The forth speed-enhanced project which was carried out on October 21st,2001 further improved the speedup network to more than 13,000 kilometers. The fifth speed-enhanced project was carried out on April 18th, The non- stop express passenger trains operated and the quality of passenger train during night was enhanced. The sixth speed-enhanced project was carried out on April 18th, The operation of EMU(electric multiple unit) passenger train above 200 kilometers per hour indicated that railway of China had ranked into the world s s advanced queue.
12 (2) Construction Status of High-Speed Railway in China The total mileage of high speed railways lines already in operation in mainland China has reached 7531 kilometers, and a large number of high speed railway lines are still under construction, among which the 1318-kilometer-long Beijing-Shanghai high speed line with a maximum operational speed of 380 km/h has already completed its track-laying activities. On December 3, "Harmony" CRH 380 high speed multiple units reached a maximum speed of km/h in its test run on the Zaozhuang-Bengbu section of the Beijing-Shanghai high speed railway.
13 (2) Construction Status of High-Speed Railway in China Beijing-Tianjin intercity high speed railway. The 120-kilometer-long Beijing- Tianjin high speed railway is the first high speed line in China with independent intellectual property right and of world first-class level. It was put into operation on August 1,2008 with an operational speed of 350 km/h.
14 (2) Construction Status of High-Speed Railway in China The 1069-kilometer-long Wuhan-Guangzhou high speed railway was put into operation on December 26, 2009, with an operational speed of 350 km/h. The 505-kilometer-long Zhengzhou-Xi'an high speed railway line was put into operation on February 6, 2010, with an operational speed of 350 km/h.
15 (2) Construction Status of High-Speed Railway in China The 310-kilometer-long Shanghai-Nanjing high speed railway was put into operation on July 1,2010, with an operational speed of 350 km/h. The 202-kilometer-long Shanghai-Hangzhou high speed railway was put into operation on October 26, 2010, with an operational speed of 350 km/h.

17 (3) The planning of China s s high-speed railway Based on The Medium and Long-term Plan for Railway Network,, the development of China's high speed railway focuses on the completion of "four vertical lines and four horizontal lines" to create the basic framework of a rapid passenger transport network, thus establishing the channels for rapid, convenient and high-capacity passenger transport and gradually realizing the separation of passenger and freight transport.
18 (3) The planning of China s s high-speed railway a. 4 4 north-south" high-speed railway 1) the 1318-kilometer-long Beijing-Shanghai high speed line,which runs through the economically well-developed east coast areassuch as the Bohai Rim and the Yangtze River delta; (2) the 2350-kilometer-long Beijing-Wuhan-Guangzhou-Shenzhen (Hong Kong) high speed line, which connects north, central and south China; (3) the 1612-kilometer-long Beijing-Shenyang-Harbin (Dalian) high speed line, which connects the northeast with the rest part of China; (4)the 1650-kilometer-long Shanghai-Hangzhou-Ningbo-Fuzhou-Shenzhen high speed line, which joins the Yangtze River delta and the southeast coast region with the Pearl River delta.

The intercity high-speed system At the same time, the intercity high-speed railway lines will be constructed in some key areas to cover major cities and towns within them. These include the Bohai Rim, the Yangtze River delta, the Pearl River delta, and such economically well-developed and populous regions as central and south Liaoning, Shandong peninsula, the Central Plain, the Yangtze-Hanshui Plain, east Hunan, central Shanxi, Chengdu-Chongqing region and the west coast of the Taiwan Strait.

24 By the year 2012, the total operational railway mileage of China will reach over 110,000 kilometers, of which 13,000 will be newly-built high speed railways. By that time, the Beijing-Shanghai, Harbin-Dalian, Beijing-Shijiazhuang, Shijiazhuang-Wuhan, Guangzhou-Shenzhen, Nanjing-Hangzhou, Hangzhou- Ningbo, Tianjin-Qinhuanhdao, Bengbu-Hefei, Xiamen-Shenzhen, Hankou- Yichang, Nanjing-Anqing, Hainan Island East Rim high speed lines will be completed and put into operation. China's high speed railway network will be preliminarily formed.
25 Neighboring provincial capitals will be within a transportation ring of one to two hours of travel time, and a transportation ring of half an hour or one hour travel time will be established between provincial capitals and nearby cities. A transportation ring of within 8 hours of travel time from Beijing to most provincial capitals will be formed, which allows people to reach cities like Tianjin and Shijiazhuang within one hour; to reach cities like Shenyang, Jinan, Zhengzhou and Taiyuan within two hours; to reach cities like Hefei, Nanjing and Changchun within three hours; and to reach cities like Shanghai, Hangzhou, Wuhan, Xi' an and Harbin within four hours. Apart from Haikou, Urumqi, Lhasa and Taipei, travelers can reach all other provincial capitals within eight hours from Beijing.

29 Planning Principles Compared with the past, the development plan of high-speed rail stations have taken on some new changes not only in quantity, but also in quality requirements concerning values and connotations, placing more emphasis on the integration of the plan with urban planning and following three principles:
30 Firstly, the plan shall be in line with the regional development strategy. With the urbanization level rapidly improves, a couple of urban agglomerations with different scale will be formed near the economic developed areas such as Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl-River Delta. The site selection of large-scale railway stations shall not only consider urban development strategy but also the radiation function towards its city belts. Guangzhou South Station and Shanghai Hongqiao Station not only serve the city where they reside, but also undertake the function of serving Pearl-River delta and Yangtze River delta urban agglomerations respectively.
31 Secondly, the plan shall be compliant with urban development strategy. Urban development plan determines the transport strategy and the dominant traffic mode, having a major influence on the railway stations in terms of planning, site selection, numbers to be built as well as ways of linking with other modes. In big cities, we generally adopt multi-station mode which puts the newly-built stations in the new development zone to stimulate the development of the area and takes the mass transit as the main connecting mode, for example, Wuhan Station and Changsha South Station. In medium-sized and small cities, we try as much as possible to locate stations in a centralized way to make it convenient for the passengers and also for the arrangement of urban service facilities.
32 Thirdly, the plan shall be adaptable to the comprehensive transport system. With steady improvement of the comprehensive transport system, railway stations has become the hub of urban comprehensive system, the distribution platform of multiple transport modes and the transfer junction of urban traffic network with external transport network. The planning shall consider the connection of railway with urban rail transit, bus transit, cars as well as aviation, adopting multi-storey layout to achieve seamless connection of various modes and zero-distance transfer.
33 Construction Progress By the end of September 2010, 208 railway stations had been built, including Beijing South, Tianjin, Wuhan, Guangzhou South, Shanghai Hongqiao Stations and 216 stations are under construction. Compared with the stations built in the past, these stations have made some major breakthrough in terms of site planning, function arrangement, traffic flow, architecture design, key technologies as well as service facilities, realizing the shift from management type to service type with efficient capacity, well-equipped facilities and convenient transfer and serving as the comprehensive transportation hub in the city.
34 Adhering to the principle of being functional, systemized,advanced, cultural and economical", the design and construction of the new-type railway passenger stations of China have reached the goals of large capacity, complete functions; advanced facilities, energy saving and environmental protection, merging with local cultures and connecting with other modes of transportation to become modern comprehensive transportation hubs. Up to the present, over 200 new modern railway passenger stations have been constructed and put into operation, including Beijing South Station, Tianjin Station, Shanghai Hongqiao Station, Wuhan Station and Guangzhou South Station.

36 Beijing South Station South Station is not only the starting point of Beijing-Tianjin and Beijing-Shanghai high speed railway lines, but also a major passenger station of Beijing railway terminal. The station yard has 24 platforms and 24 lines. The whole structure has five floors, two above ground and three under ground. It is a large modern comprehensive transportation hub that integrates multiple transportation modes, such as railway, urban subway, bus and taxi. The shape of the station has absorbed the architectural elements of the Temple of Heaven, to the effect that the architectural style has both classical grace and the spirit of the times. This station was put into use on August 1,2008.

38 Shanghai Hongqiao Station Shanghai Hongqiao Station, one of the major passenger stations of the Shanghai railway terminal, is both the terminus of Beijing-Shanghai high speed railway and the starting point of Shanghai-Nanjing and Shanghai-Hangzhou high speed lines. The station yard has 30 platforms and 30 lines. The whole structure has five storeys, two above ground and three under ground. Together with other buildings, it has become a large modern comprehensive transportation hub that integrates such transportation modes as high speed railway, civil aviation, -urban subway; city bus, long-distance bus and taxi. The station was put into use on July 1,2010.

40 wuhan station Wuhan station is the starting point of wuhan-guangzhou high speed railway and one of the major, stations of the Wuhan railway terminal. The station yard has 20 platforms and 20 lines. The station is divided into the elevated, the platform, the ground and the underground stores. It is a large modern comprehensive transportation hub that integrates multiple transportation modes. The station was put into use on December 26, 2009.

43 Nanjing Station Nanjing Station, the terminus of the Shanghai-Nanjing high speed railway, is one of the major passenger stations of the Nanjing railway terminal. The station yard has 14 platforms and 14 lines. The whole station has four stores, three above ground and one under ground. It is a large modern comprehensive transportation hub that integrates multiple transportation modes, such as high speed railway, normal speed railway, urban subway, bus and taxi. The station makes full use of its beautiful surroundings and brings out all the unique features of a modern transportation-purpose structure, with its graceful and simplistic outer appearance. The station was put into use on September 28, 2005.

Train Control Systems of CTCS-3 can meet operational requirements of across lines. CTCS-3 3 system, through the integration of CTCS-2 packets in Balise to meet the 200 ~ 250km, at the same time, and the CTCS-2 serves as a back-up system of the CTCS- TCS-3.

It has a great influence on integrated train operation and the coordination of railway departments. Establishing an efficient and modern dispatching system can make full use of the capacity of high-speed railway and ensure its operation safety and service quality.
67 Dispatching System of High-Speed Railway in China 1) Typical Dispatching System of High-Speed Railways in the world There are three kinds of Dispatching Systems of High-Speed Railways all over the world at present. The first type is the Dispatching System in Japan, which builds comprehensive dispatching system to satisfy the needs and features of the high- speed railways. The second type is the one in German, which builds the dispatching control center based on districts, rather than high-speed railway lines. The third type is the Dispatching Systems in France and Spain, which build their dispatching control centers based on railway lines.

81 Key Issues of China s s High-speed Railway Operation & Management 1) Maintenance skylight setting A channel is needed during the comprehensive maintenance skylight period to ensure the passenger trains operation of long-distance trains or evening-morning passenger trains. An appropriate mode of comprehensive maintenance skylight setting that fits for China s national and railway conditions should be selected cautiously, and it is important to deal with the conflicts between train operation and facility maintenance.
82 Key Issues of China s s High-speed Railway Operation & Management 2)Division and coordination of High-speed lines and conventional lines The division and coordination of high-speed passenger line and conventional lines has great influence on the rational use of lines in the railway corridor, it also can improve the speed of passenger trains as well as quality of service and organization. Therefore, to make full use of the overall transport capacity of channel, all the basic elements in the railway channel must be carefully investigated, scientific and rational way to organize the transportation within the channel should be applied. 83 Key Issues of China s s High-speed Railway Operation & Management 2)Division and coordination of High-speed lines and conventional lines The purpose of this work is to find a division scheme, which could achieve optimal train traveling speed while least operation cost as well as best transport daily adjustment and service quality within the range of the capacity. When searching for the optimal scheme, we took capacity as constraints, and simultaneously including traveling speed of the train, daily adjustment and operation costs function as objectives.

It is the basic plan of high-speed railway train diagram and EMU utilization plan, made it core of passenger transportation organization.
85 Key Issues of China s s High-speed Railway Operation & Management 3)Passenger train plan preparation Whether the high-speed railway can provide high levels of transport services and get the expected economic benefits are directly effected by the quality of passenger train plan for high-speed railway. The business strategies and service quality of railway passenger transportation should be properly reflected by passenger train plan for high-speed railway. So the management effect benefit of railway passenger transportation and the competitiveness with other modes of transportation can be improved.

87 4) Train Operation Adjustment Theory and Methods of High-speed railway The study of operation adjustment optimization theory and method has great significance on the improvement of the level of train operation, PDL (passenger dedicate line) has high speed, large traffic density, close links among the trains, once running is interfered, a large area of train disorder can be easily leaded, not only result in loss and inconvenience to passengers, but also will bring a variety of losses on the railway itself, traffic control task is very difficult, how to take various measures within the capacity of existing equipment to resume normal operation of the train as soon as possible can not only improve train running stability, but also reduce the need for reserve capacity of the equipment, lower the operating costs.
88 4) Train Operation Adjustment Theory and Methods of High-speed railway Efficient high-speed railway train operation adjustment theory and method is an important dispatching method in high-speed railway, the study of the problem and proposal of high-speed train operation adjustment theory and method system are an important guarantee to achieve the safe and efficient operation of high-speed train, which has significant theoretical and practical value on improving the safety of high-speed railway dispatching.
89 At present, with 7531 kilometers of operational high speed lines, China has become the country with the longest operational high speed railway mileage in the whole world. High performance has been seen in every aspect of operation. 1) Reliable quality of equipment. High quality has shown itself in line infrastructure, communications and signals, traction power supply and other fixed equipment, and in multiple units and other mobile equipment. 2) Safe and stable transportation. The ever-improving safety system and the high-quality staff have ensured a good safety record. There' has been no record of passenger injury or casualty record so far. 3) Outstanding operation. High speed rail in China has won the ovations from the people and has nurtured a flourishing demand market, as it has created a new time-space for a better life of the people.
90 The acceleration of high speed rail development in China is the requirement of scientific development of our times. As a new form of transportation in our modern-society, high speed railway has obvious advantages. In terms of running speed, its maximum per hour speed can reach 350 kilometers, comparable to "flying above the ground. In terms of transport capacity, a long-formation train can carry over 1000 persons and can be dispatched every 3 minutes. In terms of adaptability to natural environment, high speed trans can run in all weather conditions, literally unaffected by rain, snow or fog.
91 In terms of operation, high speed trains are run in the same way as "buses", namely passengers can start their journey any time they arrive at the station. In terms of energy saving and environmental protection, high speed railway is a green transportation tool that very well meets the requirements of saving energy and reducing mission. For all these, high speed railway is providing an important support and guarantee to the better and faster socio-economic development of the country.
92 By 2020, the total mileage of operational railways in China will exceed 120,000 kilometers. With 16,000 newly-built high speed railways, other newly-built railways and speed-enhanced conventional lines, China's network of high speed passenger transport network will have a total mileage of over 50,000 kilometers. It will connect all provincial capitals and cities with a population of more than 50,0000, and cover over 90% of the entire population of China. A well-developed railway network will be basically formed, and railway transport capacity will be able to meet the needs of the national economy and society. The goal of "convenient travel for people and smooth transport for goods" will be reached.
