2 City Logistics in Urban Areas Responsible of quarter of overall urban transport CO2 emissions (and 30-50% PM and NOx) Relevant traffic component in the city (15% of circulating vehicles) Very low load factors for delivery vehicles (i.e. 38% in London) Regulated/influenced by public authorities (at different levels) Operated by private companies, in general of very small dimension (85% with less of 5 employers, subcontracted for urban trucks) Frequent/instant deliveries due e-commerce, click/collect, food on demand, home delivering, store downsizing, etc EU Policy: Achieve essentially CO2-free city logistics by 2030 Many services, schemes and best (or worst) practices In any case the capability to choose and planning is necessary

12 Coordination of demand: low cost solution! Agreement among the shopkeepers for: - Cooperation with UCC (if any) - Same base suppliers - Common delivery time window - Use suppliers with clean vehicles or cargo bike - Van sharing schemes for own account delivery Low Emission Zone

13 SULP in practice SULP implementation can be a gradual process depending on the needs and characteristics of the town and objectives SULP can t require advanced systems or heavy infrastructures or great investments use the existing infrastructure, technologies and mobility solutions SULP work firstly on city regulations in terms of parking and access policy with respect the use of road space SULP shall include incentives for the adoption of clean vehicles, sharing schemes and cooperation schemes SULP shall create a permanent forum among the different social/economic actors and with the other Authority level SULP pay attention the new TNC taking into account the service quality and regulation
