1 SAINT PETERSBURG CITY COUNCIL Consent Agenda Meeting of April 3, 2008 To : The Honorable James Bennett, Chair and Members of City Council Subject : Renewing a strategic partnership agreement with HD Supply Waterworks, LTD. for water and sewer supplies for the Water Resources Department at an estimated annual cost of $1,700,000. Explanation : On March 1, 2007, City Council approved the first one year renewal of the strategic partnership agreement for water and sewer supplies. Under the renewal of contract clause, the City reserves the right to extend the agreement for two one-year periods if mutually agreeable. This is the second one-year renewal. HD Supply furnishes and delivers a complete line of water and sewer supplies including pipe, hydrants, valves, fittings, assemblies, tools, specialty equipment and technology services. These items are stocked and distributed from the Consolidated Warehouse. HD Supply also provides value-added services including : stocking and managing a minimum inventory based on the usage by the City ; technical assistance to the City on specifications ; access to its inventory database including purchasing transactions ; delivering all items on the inventory list within three days after receipt of order ; allowing the return of surplus inventory for full credit ; and monitoring of stock levels to prevent stock-outs. The Purchasing Department, in cooperation with the Water Resources Department recommends for renewal : HD Supply Waterworks, LTD $1,700,000 HD Supply Waterworks, LTD. has agreed to uphold the terms and conditions of RFP 6197, dated May 6, The contract renewal will be effective through March 31, 2009 and will be binding only for the actual quantities ordered. Over the past year the City spent approximately $1.7 million and $6.8 million since contract inception. Cost/Funding/Assessment Information : Funds have been previously appropriated in the Water Resources Operating Fund (4001), Water Resources Department ( , , , , , and ), as well as various capital improvement projects in the Water Resources Capital Projects Fund (4003). 7 A RESOLUTION APPROVING THE RENEWAL OF AN AGREEMENT WITH HD SUPPLY WATERWORKS, LTD., FORMERLY KNOWN AS NATIONAL WATERWORKS, INC. FOR WATER AND SEWER SUPPLIES AT AN ESTIMATED ANNUAL COST NOT TO EXCEED $1,700,000 FOR THE WATER RESOURCES DEPARTMENT ; AUTHORIZING THE MAYOR OR MAYOR'S DESIGNEE TO EXECUTE ALL DOCUMENTS NECESSARY TO EFFECTUATE THIS TRANSACTION ; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, on March 18, 2004 City Council approved a three-year agreement with two one-year renewal options with National Waterworks, Inc., now known as HD Supply Waterworks, Ltd., for water and sewer supplies pursuant to RFP No dated May 6, 2003 ;and WHEREAS, on March 1, 2007 City Council approved the first one-year renewal option of the Agreement; and WHEREAS, the City desires to exercise the final one-year renewal option of the Agreement ; and WHEREAS, the HD Supply Waterworks, Ltd., has agreed to uphold the terms and conditions of RFP No ; and WHEREAS, the Purchasing Department, in cooperation with the Water Resources Department, recommends approval of this renewal. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of St. Petersburg, Florida that renewal of an Agreement (Blanket Agreement) with HD Supply Waterworks, Ltd. formally known as National Waterworks, Inc. at an estimated annual cost not to exceed $1,700,000 for water and sewer supplies for the Water Resources Department is hereby approved and the Mayor or Mayor's Designee is authorized to execute all documents necessary to effectuate this transaction ; and BE IT FURTHER RESOLVED that this Agreement will be effective through March 31, This Resolution shall become effective immediately upon its adoption.
