CITY OF BRADFORD METROPOLITAN DISTRICT COUNCIL JOB PROFILE DEPARTMENT: Fleet & Transport Services POST TITLE: Travel Training Officer SERVICE GROUP: Environment & Sport REPORTS TO: Travel Training Coordinator GRADE: Band 5 SAP POSITION NUMBER : The following information is furnished to help Council staff and those people considering joining the City of Bradford Metropolitan District Council to understand and appreciate the general work content of their post and the role they are to play in the organisation. The duties and responsibilities highlighted in this Job Profile are indicative and may vary over time. Post holders are expected to undertake other duties and responsibilities relevant to the nature, level and scope of the post and the grade has been established on this basis. As a candidate you will be expected to demonstrate your ability to meet the special knowledge, experience and qualifications required for the role by providing evidence in the application form for the purpose of shortlisting. The employee competencies are the minimum standard of behaviour expected by the Council of all its employees and the management competencies outlined are those relevant for a post operating at this level within our organisation. Both sets of competencies will be used at interview stage and will not be used for short listing purposes. Key Purpose of Post: To promote independence in order to maximise the opportunities for children, young people and adults including those with learning difficulties, disabilities or impairments by providing them with the skills and confidence to prepare for, plan and undertake journeys by public transport or other modes independently, by developing and delivering individual, person-centred and safe travel training programmes. To assess and determine the level of risk in terms of travel routes or an individual trainees capabilities of travelling independently, taking account of all their needs such as their vulnerabilities, route accessibility and communication difficulties. To identify and increase the potential for greater educational attainment, employment opportunities and social, emotional, intellectual and physical development and promote moral and cultural understanding.

Main Responsibilities of Post: The post holder will; Initiate and conduct detailed, rigorous and specific risk assessments relating to safe travel arrangements including an assessment of an individual trainees existing road safety skills, travel capabilities and levels of vulnerability and will develop, plan and deliver safe travel training programmes to meet the person s needs. Make judgements about each trainees capabilities for independence and determine and make provision for suitable travel assistance to support independent travel. Initiate and conduct detailed, rigorous and specific route risk assessments comprising all environmental factors and manage risk by route planning in light of those including implementation of control measures where required to ensure trainees are not exposed to unnecessary risks during or following training. Plan training and instructional sessions for children, young people and adults and deliver them, creating a positive learning environment in a range of occasionally challenging circumstances and behaviours. Engage with children, young people, adults and their families and/or carers using effective and appropriate communication methods and tools in order to identify need, review progress, motive and support them to reach their outcomes. Work on a 1:1, small group or team basis with trainees managing and prioritising own workloads to provide programmes for all trainees within the framework of the aims and policies of the. Carry out training in trainees homes and the public transport network as well as muti-agency settings such as schools, colleges and day centres and community facilities such as hospitals, doctors surgeries and supermarkets to deliver agreed outcomes around education, health and care. Regularly review, monitor and evaluate individual trainee progress and make decisions about a trainees independent travel capabilities, thereafter determining when a trainee is ready and safe to start travelling independently. Contribute to monitoring, assessment and reviewing processes by writing reports, recording response to skill activities, accurately recording outcomes and decisions and reporting and sharing achievement and progress with parents and/or carers. Establish good relationships with the trainees and their families and and/or carers, becoming a role model by presenting a positive personal image and responding appropriately with a empathetic and caring approach sensitive to the family/carers circumstances.

Establish and maintain personal stakeholder relationships by effectively engaging, influencing managers, schools, academies, colleges, alternative education providers, social care providers and other service partners. This will include acting as an ambassador for the attending and actively participating in education transport policy working groups and parent forums. Ensure training programmes are delivered in line with Service Level Agreements as agreed between Bradford MDC and the funding bodies within the Local Authority and other stakeholder organisations such as voluntary sector supporters, liaising with and seeking support from medical specialists and practitioners as required Adopt a flexible approach to the hours worked and undertake such other duties as may be reasonably expected and appropriate to the grade and purpose of the post in accordance with the needs and abilities of the service user ensuring the Travel Training Unit s objectives are delivered effectively. Work within, apply and assist with the development of Bradford MDC s standards, policies and procedures and code of conduct, with particular reference to those which relate to safeguarding children and vulnerable adults, data protection and data security protocols relating to service user confidentiality, health and safety practice and equal opportunities.
