1.0 EXECUTIVE SUMMARY 1.1 Overview of Project The two early works contracts have both achieved practical completion. Practical Completion of Bugalwena was granted on 24 January 2001 with three post completion variations (1. a security screen around the reception counter 2. alter existing flagpole to incorporate a crossbar 3. supply and install signs within building). The builder has completed the post completion variations. The Hospital has taken possession of the building. The Early Civil Works reached Practical Completion on 29 January 2001. No complaints have arisen from the Tweed Heads District Hospital regarding works on site and the staff has been cooperative with the changes taking place. Construction on the Main Contract is progressing well. Addendum No. 8, which was held back during the tender period, has been priced and Page Kirkland and Walter s have established an agreed price. The Financial Board and NRAHS have approved the price. Walter Construction Group Limited completed the importation of the fill for the building platform and has begun digging service and footing trenches. Sewerage drainage and electrical conduit laying has commenced along with strip and pad footing concrete pours. Zone A & B slabs have been poured and columns and lift wall to Zone A also complete. Level 2 deck in Zone A has just been completed. Overall the project is meeting the milestone dates to achieve the target completion date. The Design team is now focussing on completing the documentation for the alteration works, which has been reviewed and amendments are currently being incorporated. 2.0 LAND & LEGALS 2.1 Tweed Heads Hospital Nil to report. 3.0 AUTHORITIES 3.1 Tweed Heads Council The removal of the tops of the trees from the river bank, at the request of the Carefight and Qld Fire & Rescue Authority to allow a more direct landing path, has taken place. 4.0 DESIGN 4.1 Project Brief Design documentation for the refurbishment works is currently being finalised. The drawings and specification are at 95% completion. The drawings and specification have been reviewed and been sent back to DPWS for coordination and amendment. In conjunction with finalising the refurbishment contract documents, the design team is now responding to requests for information from Walter s. 4.2 Value Management Study No further Value Management Study s are envisaged at this stage. 4.3 Progress Report Refurbishment Documentation is now complete, however a final check will be required prior to going to tender and any minor outstanding amendments incorporated Main Contract DPWS is continuing to RFIs and documentation clarifications North and East Car park Documentation will commence 9.3.01. Programme The project finished behind schedule however delays caused by suppliers and other factors outside the control of the builder were considered. The Builder s extensions of time claims (without cost) have been approved up until the date of Practical Completion. Variations Five variation claims have been submitted from Huck s Building Pty Ltd. Numbers 1, 2 & 3 relate to the underground services and the other two are design issues. No.1 Relocate route of services $4,375.20 No.2 Footing piers to corner of building to compensate for services $ 789.75 No.3 Claim for delay for conflicting survey information for above $ 982.80 No.4 Supply and install stormwater pits to paved area $ 380.25 No.5 Supply and fit vinyl floor waste to disabled WC $ 117.73 $6,645.73 Three post completion variations have been submitted from Huck s Building Pty Ltd. No.6 Modification of flagpole $ 637.65 No.7 Installation of security screen to reception counter $2,328.30 No.8 Installation of signs $ 393.25 $3,359.20 All of the above variations have been verified by Page Kirkland Partnership as fair and reasonable and have been approved by the NRAHS. 5.1.2 Early Civil Works Status The Early Works contract has achieved completion including the landscaping and the extra fencing and relocation of windsock pole as requested by Qld Fire and Rescue Authority. Programme The early civil works generally finished in line with the programme. ($ 1,067.00) Variations Total $41,248.33 All above figures are exclusive of GST. 5.2 Main Contract Works Status Works on the Main Contract are progressing well with Walter Construction Limited completing the importation and compaction of fill. Service and footing trenching, service laying, footing/pad/slab concrete pouring and level 2 concrete pouring has begun. The following activities have been completed: Site establishment Initial survey Excavation of subgrade Importation and compaction of fill Zones A & B ground slab Level 2 Zone A slab Programme The Main Contract is progressing well with wet weather causing only minor disruptions. Walter Construction Group have submitted two Extension of Time Claims of two days each which have been evaluated and will be accepted, extending the date for Completion to 10 January 2002. Variations The variation in relation to Addendum No. 8 has been agreed at a price of $69,939. It was agreed that the 100% documentation will be submitted on 4 April 2001. It was also decided to target the completion of the tender & award process by the end of 2001 (current target is 17 December 2001, refer to attached project programme drawing no 990173-029/B). CONSTRUCTION OF NEW CLINICAL SERVICES BUILDING The following table provides an overview of the time related issues of the contract. As at 27 March 2001, construction progress is assessed as being on schedule. The main work face is Level 2 superstructure. The critical path at this early phase is passing through the vertical elements and slabs to Level 3. Two EOT claims have been submitted on grounds of inclement weather and TBH have recommended their approval. DECANTING Discussions are held with the Program Director, the Hospital Project Officer and APP in order to finalise the decanting programme. It was agreed however that although the decanting programme will eventually form part of the refurbishment documentation, it will not be included at this stage as it is still evolving. CONCLUSION The status of the project as at 27 March 2001 is assessed as being in accordance with the requirements of the Master Programme. TRACEY BRUNSTROM & HAMMOND PTY LTD Programmer Refer to Appendix C for Tracey Brunstrom & Hammond Pty Ltd Programming Report 7.0 FINANCIAL 7.1 Project Budget Refer to Appendix A for Page Kirkland s Cost Report No. 14. The project is forecast to complete on budget at $32,960,000.00. 7.1.1 Bugalwena The final Contract Sum for the Bugalwena Contract is $373,335.23 excl. GST. Currently, the approved variations total $10,004.93 excl. GST as mentioned previously. 7.1.2 Early Civil Works As the Early Civil Works Contract is now complete, we envisage that there will be no further variation claims submitted. Currently, the approved variations total $42,315.34 excl. GST. 7.1.1 Main Contract The Contract price for the Main Contract is $15,432,509.00 excl. GST. 9.0 OPERATIONAL MATTERS Early Works The Aboriginal and Torres Strait Islander Health Centre is fully operational. A review of the landscaping from the civil works package will be undertaken, in conjunction with the Project Manager, prior to the end of the maintenance period. Main Contract The project team continues to liaise with the construction contractor regarding a variety of issues, including site access and work outside the contractor s area. Some cars on the site (both fleet and personal) were dirtied by a substance from the construction site. This is in the process of being resolved. Refurbishments Some minor planning details have been confirmed with the design team. Further discussions are underway with the Health Service staff regarding the inclusion of the Clinical Training Unit in the design.
