Climate change adaptatin netwrking & knwledge sharing breakfast OUTCOMES REPORT Event: Sydney, Tuesday 26 th August, 2014 Hsted by P a g e 1

Summary On 26 August 2014, the Sydney Castal Cuncils Grup (SCCG) and Net Balance teamed up t hst a netwrking and knwledge sharing breakfast n climate change adaptatin. The breakfast was designed t establish a frum where thse with an interest, practise r research fcus in climate adaptatin culd have relaxed, interesting and meaningful interactins with each ther, as well as explre ideas and share knwledge n climate change adaptatin, particularly future challenges and pprtunities. Specifically, the event aimed t: Prmte knwledge generatin and sharing Facilitate new ideas Harness and develp strategic linkages Scpe future visins and scenaris in relatin t climate change Prvide effective and enjyable relatinship building pprtunities. A welcme was prvided by Net Balance and, preceding a grup facilitated discussin, presentatins delivered by bth hst rganisatins. Full details are set ut in the Agenda belw. The strng interest and need fr events f this nature was evident frm the attendance figures. Thirty-ne peple attended, with mst representing lcal gvernment r the private sectr (29% each; Fig. 1). State gvernment and research bdies were als represented (Fig. 1). P a g e 2

Fig. 1. Participants by sectr The presentatins were designed t seed cnversatin amngst the grup. The rundtable discussin pst presentatins was lively and engaged and a psitive indicatin that future events will cntinue t be engaging, infrmative and participatry. The hst rganisatins will lk t cnvene anther meet-up subsequent t the Climate Adaptatin 2014: Future Challenges cnference hsted by the Natinal Climate Change Adaptatin Research Facility and CSIRO in Octber 2014. Stay tuned fr details. P a g e 3

Speaker bis & summary f presentatins In rder f appearance Stephen Summerhayes Manager Prjects and Prgrams SCCG Stephen is a slicitr f 20 years standing, admitted t practise in bth England and Australia. In 2003 he established his wn legal firm t fund undergraduate studies in Envirnmental Science and Internatinal studies and, thereafter, a pstgraduate Master f Envirnmental Science by research. Befre starting wrk with the SCCG in 2011 he spent tw years in Latin America studying and wrking fr nt-fr-prfit rganisatins in Ecuadr and Guatemala. T assist his rle at the SCCG he has undertaken a Diplma f Prject Management, Diplma f Management and a Cert IV in Training and Assessment. Stephen prvided an verview f the SCCG prject Priritising Castal Adaptatin Develpment Optins fr Lcal Gvernment. This prject harnessed the reginal cllabratin mdel emplyed by the SCCG t explre multicriteria analysis (MCA) as an alternative t cst/benefit analysis t help engage and guide practitiners thrugh the unique challenges psed by urban castal adaptatin in Australia. A spatial MCA tl was develped using Bayesian Netwrks which prvided a flexible framewrk fr incrprating multiple qualitative and quantitative criteria int adaptatin decisin analysis. The tl cnsidered varius castal adaptatin ptins against weighted ecnmic, scial, plitical and envirnmental criteria drawing upn reginal (castal Sydney, Bega Valley Cuncil and Sunshine Cast Cuncil) lcal gvernment values. Results were cmbined with gespatial landscape data and hazard infrmatin n sea-level rise, strm surge and ersin t identify risks t financial, scial and envirnmental assets. Results were displayed graphically via a GIS interface t prmte dialgue and help priritise different place-based adaptatin ptins fr selected planning hrizns. This prject develped and tested new appraches t evaluating adaptatin ptins fr castal cmmunities. Outcmes demnstrate the ptential benefits f MCA fr identifying adaptatin pathways. The methdlgy, transferrable acrss castal Australia, enables analyses at individual r clustered prperty levels t supprt adaptatin planning. Further prject details and t dwnlad the prject reprt, please g t prject webpage: http://www.sydneycastalcuncils.cm.au/prjects/priritising_castal_adaptatin P a g e 4

Emma Nrrie Castal Prjects Officer SCCG Emma is the Castal Prjects Officer at the Sydney Castal Cuncils Grup. She has a Bachelr f Internatinal Studies and is currently undertaking a Master f Envirnmental Management at the University f New Suth Wales. Emma prvided an verview f the Guide t Mnitring & Evaluating Castal Adaptatin, develped as part f the prject presented by Stephen. The Guide distils findings frm the research undertaken during the prject abut best practice planning, adaptive capacity and measuring utcmes. It translates the thery int a series f practical templates that are designed t guide users thrugh an iterative assessment f nt nly their adaptatin utcmes, but als their planning prcesses and adaptive capacity. The key message in Emma s presentatin was that adaptatin utcmes are largely a functin f planning prcesses and adaptive capacity, and withut an understanding f the way these tw factrs are influencing utcmes, it is hard t knw hw effective r ineffective ne s adaptatin effrts are. The SCCG and University f Sunshine Cast recently rad-tested the Guide with five castal Cuncils (Bega Valley, Leichhardt, Rckdale, Sunshine Cast and Sutherland), t assess its utility and identify pprtunities fr imprvement. A revised Guide is currently under develpment and will be published n the SCCG website in the cming mnths. Alianne Rance Assciate Net Balance (at time f event) Ali has been engaging in the adaptatin space fr a number f years nw, as a student, researcher and cnsultant in bth the private and public spheres. She graduated with Hnurs frm the University f Western Australia in Natural Resurce Management and prceeded t extend her interest in managing the impacts f climate change by cmmencing her PhD investigating engaging the private sectr in adaptatin. She is a trained facilitatr and climate cmmunicatr thrugh the Climate Cmmissin. Ali als hlds a research rle at RMIT University n a number f State Gvernment funded research prjects. Ali prvided an verview f the key messages frm the Adaptatin Futures 2014 cnference in Brazil: The issue f mdel reliance and that new climate mdels will nt prvide any further answers, and that initiatives like adaptatin pathways, scenari planning, rbust decisinmaking and decisin making under uncertainty shuld be implemented rather than depending n mdels. Cmmunity based adaptatin the bttm up apprach. Examples shared frm Bangladesh with much fcus n the develping cuntry cntext. Includes methdlgies such as participatry GIS, which prvides benefits f bth lcal knwledge harvesting, facilitates wnership and prmtes engagement. This P a g e 5

apprach is seen as means t build cmmunity capacity and there are sme strng rural Australian examples being seen, particularly in the cmmunity service sectr. VCCCAR Implementing Adaptatin prject prvides sme gd recmmendatins fr facilitating adaptatin see resurces. Knwledge brkers this is nt a rle f a scientist, as this persn needs t effectively influence plicy, and translate the science int practical messages. There is enugh infrmatin ut there, we just need translatrs t make it practical. Human Health imperative the best imperative fr actin. Eches frm the AR5 and the WHO are being used as mechanism fr actin internatinally. Private sectr adaptatin the sectr cannt be treated as a single hmgenus cluster they have t be asked what they wuld like t knw, what wuld be useful etc? Mnitring and evaluatin internatinally, initiatives still remain largely at the Natinal level and increasing fcus seen with requirement fr reprting n funding allcatin. Canadians www.trac3.ca IIED / TAMD www.iied.rg/tracking-adaptatin-measuring-develpment GIZ natinal M&E case studies with fact sheets UKCIP learning t be incrprated int adaptatin. Burs et al & CARE Internatinal ESSA cnslidating datasets ARCAP prgram 30 yrs Bangladesh, bttm up. New research prjects such as the Western Alliance fr Greenhuse Actin (WAGA) in Victria is develping reginal and cuncil led M&E initiatives. Additinal pints yu wanted t knw abut: Embedding Adaptatin: cntext is vital, linkages acrss the rganisatin need t be fund. Fr example, infrastructure prjects are a great place t start. The Embedding Adaptatin prject (City f Greater Geelng) prvides example f hw a train the trainer mdel can be used t imprve cnsideratin f climate risk acrss cuncil. Literature review available sn. Presentatins slides in pdf frmat can be made available upn request. P a g e 6

Summary f grup discussin Fllwing the presentatins, an pen discussin explred adaptatin challenges and pprtunities. This discussin als prvided an pprtunity t discuss areas f interest pertaining t the mrning s presentatins. There was particular interest in the use f data cllectin and analysis tls such as that presented by Stephen. Participants were als interested in hw t cmmunicate such infrmatin t varius stakehlders, including the gvernment, cmmercial entities and the cmmunity. Participants were als asked what they wanted t knw frm the upcming NCCARF Cnference Climate Adaptatin 2014. This feedback is summarised belw: Internal capacity hw d we increase bth the knwledge base and ability (resurces) t wrk n this? Priritisatin f adaptatin cmpeting pririties fr staff Shift frm respnsiveness t practive adaptatin where des emergency management fit int all f this? Cmmunity Based Adaptatin Mnitring and Evaluatin and nging benchmarking Transparency between bdies hw can we share data and knwledge? Knwledge brkers Science cmmunicatrs infrmatin transfer between grups Gvernance hw can adaptatin becme incrprated within gvernance structures? Adaptatin in business what s the business case? Hw can we build it? Cntinue netwrks knwledge sharing Be innvative P a g e 7

MCA/MAC Planning under uncertainty Scialising utputs Castal infrastructure These areas will be investigated by Alianne and Stephen at the NCCARF cnference.
