Adoption of Minutes 141-15 Moved by Mr. Queen Seconded by Mr. Meloche That the minutes of the June 3, 2015 of Essex County Council be adopted as presented. Carried 6. County Warden s Welcome and Remarks Warden Bain welcomed the members and noted that he had attended the following events: Met with the Premier, Deputy Premier and Minister of Agriculture, Food and Rural Affairs in London along with fourteen other mayors/wardens to discuss transit and transportation, infrastructure, economic development and jobs. He stated that he pointed out that the Essex-Windsor area had concerns with jobs in the area and also in

He also mentioned that the IESO is charging $1,000,000 in holdback and wanting construction in 6 months. Communications Warden Bain advised that the delegation that had been scheduled for the June 17th meeting regarding the Light Armoured Vehicle Memorial Project had requested that their presentation be rescheduled for the July 15, 2015 meeting. Communications (Continued ) Mr. Meloche requested that the County send a letter of support for the resolution by the Association of Canadian Distillers and that the Premier of Ontario, Minister of Agriculture, Food and Rural Affairs and Association of Municipalities of Ontario be copied on the letter. Mr. Meloche noted that Hiram Walkers, a local distillery, employed many residents in Essex and Windsor and also supported the local agricultural industry by buying most of their corn from this area. 143-15 Moved by Mr. Meloche Seconded by Mr. Fazio That the resolution from the Association of Canadian Distillers requesting that the Ontario provincial government provide fair and equal retail access to the market for Ontario-made spirits and allow the up to 450 new LCBO authorized grocery stores to also sell distilled spirits products, be supported and that the resolution also be sent to the Premier of Ontario, the Minister of Agriculture, Food and Rural Affairs and the Association of Municipalities of Ontario for their consideration. Carried B) Essex-Windsor EMS 2015 Mid-Year Report Council considered Report Number 2015-R006-EMS-0617- BK, dated from Bruce Krauter, Chief, Essex- Windsor Emergency Medical Services, regarding the Essex- Windsor EMS 2015 Mid-Year Report. During consideration of the report, Chief Krauter was requested to provide a report at a future meeting outlining the CTAS levels, response times, and any gaps he feels are being experienced in the system along with information on how long are the longest calls and their origins and what percentage of total calls are longer than response times. 146-15 Moved by Mr. Antaya Seconded by Mr. Bondy That Report Number 2015-R006-EMS-0617-BK, dated June 17, 2015, regarding the Essex-Windsor EMS 2015 Mid-Year Report, be received for information. New Business A) Correspondence dated, June 5, 2015 from Ted McMeekin, Minister of Municipal Affairs and Housing inviting comments on the review of four pieces of municipal legislation: the Municipal Act, the City of Toronto Act, the Municipal Conflict of Interest Act, and the Municipal Elections Act. 13. Adoption of By-Laws Mr. Gregg suggested that Administration will canvas the department heads, local CAOs, the Association of Municipalities of Ontario, the Association of Municipal Managers, Clerks and Treasurers of Ontario and the Municipal Finance Officers Association to provide their feedback on the legislation being reviewed and provide a report to Council with a resolution to be forwarded to the Ministry prior to the October 31, 2015 deadline. A) By-law Number 41-2015 A By-law to authorize a single residential tax rate for county tax purposes for the municipal capital facility for affordable housing at 2015 Prince Albert St. N., in the Town of Kingsville.
