Call to Order Council meeting called to order at 6:32 pm by Mayor Mills. 2. Disclosure of Pecuniary Interest and General Nature Thereof No Disclosures 3. Adoption of Minutes Council meeting - March 4, 2019 Motion #1 Moved By: Councillor Benotto Seconded By: Councillor Fegan

2 BE IT RESOLVED THAT we approve the minutes from the Regular Council meeting held March 4, 2019 as presented and circulated. 4. Public Participation a) Public Question Period No Questions b) Presentations Chuck Thibeault Central Counties Tourism a high level overview of Central Counties Tourism. Mr. Thibeault addressed Council, gave some background information regarding Central Counties Tourism, re-iterated the importance of tourism as an economic driver, gave the definition of a tourist, reviewed Stats Canada Census information, embracing tourism attracts new business and new residents, reviewed available resources to assist with promoting tourism. A discussion ensued regarding the creation of a tourism plan, grant applications and the assistance available to communities and municipalities from Central Counties Tourism. Motion #2 Moved By: Councillor Buffett Seconded By: Councillor Hall BE IT RESOLVED THAT Council receives the presentation from Central Counties Tourism.

3 Karren Wallace NDACT Provincial Government s review of the Growth Plan and their promotion of economic growth through the aggregate industry. Ted Metz and Ralph Armstrong were in attendance to address Council. Mr. Metz gave some brief background information regarding NDACT, Mr. Metz reviewed Bill 66, the proposed regulations and recent announcements from the Province regarding the promotion of economic growth through the aggregate industry and the effects it will have on surrounding land within the area. Mr. Armstrong would like Council to consider protecting the Green Belt and gave some background information relating to the Honeywood Silt Loam and the aggregate industries within the area. Motion #3 Moved By: Councillor Benotto Seconded By: Councillor Fegan BE IT RESOLVED THAT Council receives the presentation from NDACT. c) Deputations on Agenda Items No Deputations 5. Council Inquiries Councillor Wegener expressed interest in operating the Easter Egg Hunt event and noted that funding and volunteers are required to host the event, it was suggested to draw $600 from the municipal grant funds to assist with funding the event. The event will be held April 20 th from 12 noon to 2 pm at the CDRC.

4 Motion #4 Moved By: Councillor Wegener Seconded By: Councillor Buffett BE IT RESOLVED THAT Council approves up to $600 to be drawn from the Community Grant Fund for the purpose of hosting the Shelburne Easter Egg Hunt. 6. Motions and By-law for Decision 6.1 Consent Agenda - all items in this list shall be the subject of one motion No items. 6.2 Consideration of Items all reports and By-laws in this section will be voted on separately 1. Report CAO from the CAO - Council s Strategic Plan : General Update. Motion #5 Moved By: Councillor Benotto Seconded By: Councillor Buffett BE IT RESOLVED THAT Council receives report CAO Council s Strategic Plan : General Update for information. 2. Report DO from the Director, Development and Operations regarding Blue Mountain Plastics Surcharge Agreement. A discussion ensued regarding rates being charged and an annual increase relating to CPI, the agreement allows for staff

5 inspections to address issues that may arise, the Ontario Clean Water Agency (OCWA) monitors daily usage and flows from the plant, it was suggested to have Council members take a tour of the plant. Motion #6 Moved By: Councillor Fegan Seconded By: Councillor Benotto BE IT RESOLVED THAT Council receives report DO from the Director, Development and Operations regarding the Blue Mountain Plastics surcharge agreement; AND THAT By-law # be read a first, second and third time and enacted this the 11 th day of March Report LS from the Clerk regarding the waiving of rental fees request from the Shelburne Soccer Club. A discussion ensued regarding the general nature of waiving rental fees as a whole, the costs and impacts associated to the municipality, the need to follow the waiving of rental fees guidelines, the burden placed on tax payers resulting from the waiving of rental fees and how Council should address waiving of rental fees moving forward. Motion #7 Moved By: Councillor Hall Seconded By: Councillor Anderson BE IT RESOLVED THAT Council receives report LS from the Clerk regarding the request to waive rental fees from the Shelburne Soccer Club; AND THAT Council directs staff to follow the Municipal Grant Funding Policy and asks that a copy of the application be forwarded to the Shelburne Soccer Club.

6 4. Report FS from the Treasurer regarding the 2018 development charge year-end report and annual attestation. Motion #8 Moved By: Councillor Hall Seconded By: Councillor Wegener BE IT RESOLVED THAT Council receives report FS from the Treasurer; AND THAT Council receives the 2018 final development charge schedule as presented and circulated. 5. By-law # Annual renewal agreement with the Shelburne Public Library for the purpose of providing library services. Motion #9 Moved By: Councillor Benotto Seconded By: Councillor Fegan BE IT RESOLVED THAT leave be given for the reading and enacting of By-law # Being a By-law to authorize the Town of Shelburne to renew the annual Library Services agreement for the purpose of providing library services. 7. Councillor Motions (Notice of Motion) 8. Communications Letter from the Township of Amaranth dated August 21, 2019 regarding the delegation to the Minister of Transportation for the truck bypass route. Letter from the Ministry of Community Safety and Correctional Services regarding the community safety and well-being planning process.

7 Copy of letter to the Minister of Municipal Affairs & Housing from the Town of Mono dated February 26, 2019 regarding the Provincial Growth. Copy of Council report and subsequent resolution from the Town of Saugeen Shores regarding the Investing in Canada Infrastructure Program. Confirming By-law Confirming By-law March 11, 2019 Motion #11 Moved By: Councillor Fegan Seconded By: Councillor Wegener BE IT RESOLVED THAT leave be given for the reading and enacting of By-law # being a By-law to confirm certain proceedings of the Council of the Corporation of the Town of Shelburne for its regular council meeting held March 11, 2019.
