Manage the budget, interdependencies and control the projects. Implement standard Parliamentary Digital Services and IT industry standard processes and methods to enable effective delivery of the projects. Mentor project staff and provide an environment for knowledge transfer Contribute to the development of the Parliamentary Digital Service Projects and Programme Team Main tasks / areas of responsibility Manage a variety of IT projects from bespoke development to procurement and implementation of a COTS solution through all the phases of the project life cycle. Actively manage issues and risks Estimate and effectively control the costs, timescales and resources required to deliver the project. Ensure that all documentation and deliverables are completed at the appropriate stage of the project to the required standard Track activity against plan and provide regular reports to key stakeholders as required Ensure that any variance against the plan is agreed using a change control procedure. Provide leadership to the project team to ensure that team members are motivated and developed, within the context of a matrix management environment.

Effectively manage relationships with internal customers (the business and the Parliamentary Digital Service) and suppliers. Undertake other duties such as business analysis or technical design, as necessary to complete the project within the timeframe and given the resources available. Ensures that all deliverables are produced to the appropriate level of quality. Specific skills and knowledge required To be added by the recruiting manager. Knowledge of project management tools and techniques, with a track record of successful IT project delivery. Proven ability to manage multiple concurrent IT projects. Demonstrates understanding of the whole project life cycle, and ability to manage each stage from initial design, through to system testing and handover to support. Experienced in using MS project. Qualified to Prince 2 Practitioner or an equivalent project methodology Experience of delivering bespoke developments using in-house and third party suppliers Proven ability to monitor quality of outputs Desirable Knowledge of agile development methodologies Experience of OGC Gateway methods and practices ITIL Foundation Experience of managing and negotiating with third party providers, including experience of the procurement process.

Hours (Full-time) Bands A E Positions (Full-time, until 10 May 2015) Net conditioned full-time working hours for staff of the House are usually 36 per week. This excludes daily meal breaks of one hour. The hours of attendance for this post are 34 net per week. The exact daily times of attendance will be agreed with line management. As of 11 May 2015, hours will increase to 35 net (there will be no effect on pay). As of 1 May 2016, hours will increase to 36 net (there will be no effect on pay).
