Through Octavia Support, we offer a wide range of care and support services to older and vulnerable adults living in west and central London but we specialise in providing care for those experiencing dementia or with complex needs. We provide housing with different levels of care and support, floating support and outreach services, and day care and activity centres. Flexibility is a key part of all of our care and support services as our focus is on the individual - helping people to stay as active and independent as possible. The purpose of this post (1) To develop, manage and review the supported housing (direct and agency managed services), housing related support and adaptations services to the agreed standards of service and financial performance (2) To effectively manage the staff team and build partnerships with internal external stakeholders to deliver strategically relevant housing and support services 1
(3) To negotiate, manage and review contractual and service level agreements and set up new schemes Key Competencies Responsive Respectful Reliable Key tasks 1. To provide a respectful, reliable and responsive supported housing management, support and adaptations service to Octavia residents with support and/or care needs 2. To lead the operational planning and development of the team, setting targets and expectations for service areas, monitor and ensure these are met regularly monitored. 3. Manage, support and develop your staff by coaching, training, appraising and providing support in line with agreed standards. 4. To ensure services are accountable, user friendly and provide value for money and respond to, and incorporate learning, from complaints and incidents 5. Assure the quality of the housing service provided by a managing agent by regular inspecting schemes and monitoring services in accordance with the agreed quality assurance system and take action where required 6. Co-ordinate asset management priorities for supported housing, actively managing relationships with surveyors to ensure buildings are maintained to a high standard 7. Regularly review and maximise rent and charges to enable Octavia to meet its responsibilities and effectively manage the collection of income from rent, service charges and contracts 8. ffectively manage designated budgets and resources (including the purchase of furniture and equipment) in line with procedures 9. Monitor and manage the quality of the scheme environment by monitoring caretaking, cleaning and gardening services 10. Develop and maintain strong partnerships internally and externally, so that Octavia residents and staff are actively supported to manage complex cases. 11. Develop and implement ways to maximise service user involvement in decision making in association with colleagues. This includes co-ordinating and attending meetings as required. 12. To negotiate, manage and review contractual and service level agreements for managing agents, leaseholders, support providers to ensure legal and regulatory standards are met and costs are met 2
13. Maintain and develop positive links with commissioners and funders and other external stakeholders to achieve Octavia s agreed objectives 14. Work with Development Department and external parties to realise the development and effective handover of existing and new supported housing projects 15. nsure IT is used effectively to support the work of the team and that all contacts and outcomes are recorded on the CRM system to provide internal and external monitoring reports 16. Develop and manage appropriate policies, procedures, performance monitoring and reporting frameworks, and provide timely and accurate reports as required 17. Advise and support the Assist. Director in respect of service development opportunities. 18. Represent Octavia on committees and external bodies as required to promote and maintain the reputation and business interests of the Association. 19. To manage the quality of the scheme (including all health and safety requirements). 20. 3 Knowledge : A good base of job-related skill and experience and being able to apply this effectively on the job; collecting and analysing information; being aware of what is going on in the organisation. Specifically, a working knowledge of: Housing management and housing related support Funding frameworks for supported housing Awareness of dementia, mental health, disability or learning difficulties on individuals Safeguarding vulnerable people Ability to write clear reports/bids Up to date Legislation including Housing Law, Care Act 2014, employment law and health and safety in care and support setting 4 Qualifications: Good standard of general education, including GCSs in Maths and nglish (or comparable) Relevant qualification in housing and/or management 5 Other: You will be required to work some early morning, late evenings, or at the weekends to deliver project objectives This role provides regulated activities under the Disclosure and Barring Service (DBS).
