Overview Bard Members f the Black Cuntry Lcal Enterprise Partnership (BCLEP) have the pprtunity t cntribute their expertise and ideas t help create the right cnditins t enable ecnmic grwth within the Black Cuntry. Wrking with like-minded team players they are mtivated by imprvement, creating pprtunities and prmting success. The Bard acknwledges that members have a huge impact n the effectiveness and perfrmance f the regin and therefre it is imprtant that the highest quality candidates are appinted t these rles. All appintments t the Bard are expected t meet an agreed standard f behaviur knwn as the 7 Principles f Public Life (Nlan Principles) which ensures members declare any cnflicts f interest and act with hnesty and transparency at all times. The Bard cmmits t ensuring that recruitment, selectin and appintments t the Bard and any sub-cmmittees will:- be pen and transparent be based n the it s cnsidered view f the skills and attributes required t carry ut a rle ensuring any appintments enhance the verall prfile cmpsitin f the Bard. be made fairly and bjectively based n merit. reflect the diverse nature f the Black Cuntry regin thrugh its representatives. The Accuntability and structure f the Bard The Black Cuntry Cnsrtium Limited is a cmpany limited by guarantee wh prvide the financial and legal framewrk fr the BCLEP. Appintments as Members f the BCLEP are therefre als appinted as Nn-Executive Directrs f Black Cuntry Cnsrtium Ltd. The Bard, cmprising f private sectr members and lcal authrity leaders, has respnsibility fr the gvernance and strategic directin f the BCLEP. Day t day activities are delegated t the Chief Executive Officer f Black Cuntry Cnsrtium Ltd and the supprting team. Bard Member Skills Mix The fllwing criteria have been agreed fr appinting Bard Members t the BCLEP Bard. The criterin is independent f business representative rganisatins and therefre membership t the BCLEP Bard will nt require membership f any business representatin bdy. Private sectr representatives must have experience f being a Chair/CEO/MD/Senir Manager/Senir Partner f a business and therefre be:- A successful businesspersn. Dynamic with gd cmmunicatin skills. Passinate abut imprving the Black Cuntry. Bard Members shuld be able t demnstrate: High level and brad management skills, bth at a strategic and peratinal level, utilised in a cmplex rganisatin r SME. An understanding f hw t translate lcal, reginal, natinal gvernment and EU plicy int wrkable, strategically fcussed and Black Cuntry beneficial actin plans fr delivery and imprvement. An extensive knwledge f the needs f specific sectrs/stakehlders including barriers t business grwth (e.g. skills) and their impact upn the Black Cuntry particularly frm the grwth and enabling sectrs.
Plitical Awareness. A knwledge f designing and implementing appraches t wrking t cnstantly assess and challenge the effectiveness and efficiency acrss a brad range; nt limited t a single specialism. The ability t create an envirnment in which new pprtunities are created and acted upn. Knwledge f best practices and industry wide benchmarking activities t achieve efficiency and a high level f perfrmance. Cmmercial Awareness Understands the envirnment in which the BCLEP and Lcal Authrities partners perate. Cnsiders the financial and wider cmmercial/sub reginal implicatins f their decisins and actins. Strategic Thinking Sets, pursues with vigur, and regularly reviews a clear strategic curse aimed at enabling lng-term grwth and success. Advcacy Prmtes the Black Cuntry and ur Visin t stakehlders and thers in a prfessinal and credible way, bringing them n bard. Rle and Respnsibilities f a Bard Member The fllwing cnstitutes the key rle and respnsibilities f a Bard Member:- T be aware f and t cnfirm the respnsibilities f Bard Members, as required by the gvernance arrangements. T ensure the BCLEP pursues its bjectives as set ut in its BCLEP Operatinal Plan, cmplies with the law and ther relevant regulatins. T be an active participant in Bard meetings and t fulfil their bligatins in terms f agreed actins in a timely and prfessinal manner. T exercise versight in gd financial and general management f the BCLEP and prmte psitive relatinships between Bard Members, BCC Ltd, Lcal Authrity partners and all stakehlders. Recruitment f Bard Members Nminatins r applicatins in relatin t a vacancy may be sught frm an rganisatin r an individual and/r thrugh advertisement. Persns wh may wish t self-nminate r nminate anther persn fr cnsideratin as a member f the Bard, in relatin t a vacancy, shuld cntact the Secretariat Officer. Individuals will be expected t cmplete an Expressin f Interest Frm in relatin t a vacancy utlining their suitability fr the rle.
Appintment Prcess Shrt-listing f candidates fr interviews will be carried ut by nminated representatives f the Bard and, where required, agreed external representatives, with recmmendatins made t the Bard fr apprval. In rder t shrt-list candidates fr interviews cnsideratin will be given t:- the match f candidate s skills against the cmpetencies identified as required and desirable fr the rle. the match f candidate s skills against the verall skills prfile cmpsitin f the Bard. the ability f the candidate t meet the terms f appintment fr the rle. stated Cnflicts f Interest fr the candidate. An interview panel cmprising nminated Bard representatives and, where required, agreed third party representatives, will be established ensuring the prcess is bjective, impartial and fairly applied t all candidates. Candidates will be expected t cmplete an applicatin frm and take part in a cmpetency based structured interview prcess which may invlve up t three stages. Recmmendatins fr appintment f Bard members will be made t the Bard wh are the final appinting authrity. The Bard requires cmpliance with eligibility criteria therefre all appintments and reappintments will be made in cmpliance with agreed stipulatins regarding eligibility, which includes DBS checks. All members are required t declare and keep their eligibility under review. The Bard will cnsider the suitability f candidates t hld ffice as a member, taking full cnsideratin f any and all relevant statutry stipulatins and regulatins relating t financial and criminal matters. Term f Appintment All appintments and re-appintments will be made in cmpliance with agreed stipulatins regarding terms f ffice. All BCLEP bard members (except fr cuncil leaders) will nrmally serve fr a perid f tw years with tw further terms f appintment subject t apprval by the Bard and any such perfrmance review prcess the Bard may establish. Remuneratin Rles are nt remunerated and n prvisin is made fr reimbursement f ut-fpcket expenses. Time Cmmitment The Bard meets apprximately bi mnthly. In additin the BCLEP has a Number f Sub-Bards and Advisry Grups which meet quarterly and may require attendance. Additinal meetings may be called frm time t time t address specific management issues if they arise. Bard members are cnsulted abut the best date and times fr these meetings t ensure they are cnvenient and well attended with meetings nrmally lasting n lnger than tw hurs. The selectin prcedure itself is n different, and is based slely n merit. Psitive Actin des nt seek t remve cmpetitin and the Bard will recruit and select the best applicants fr the rle. Appraisal prcess The Bard will undertake regular appraisals f its members and f the effectiveness f the skills and experience therein. Apprpriate training and develpment will be reviewed and delivered t ensure Bard members remain able t effectively carry ut their respnsibilities.
