REQUEST FOR PROPOSALS FY-2018 RESEARCH ON GLOBAL APPROACHES TO LAND VALUE CAPTURE RESEARCH THEME The Lincln Institute f Land Plicy ( Lincln Institute ) invites prpsals fr riginal research papers and case studies addressing the implementatin f land value capture instruments t address urban develpment challenges in a range f cntexts acrss the glbe. Plicy-riented empirical studies and internatinal cmparative wrks are encuraged. BACKGROUND Cmmunities arund the wrld face a crisis f public investment. Deterirating infrastructure, rapid grwth and urbanizatin, and climate change amng myriad ther challenges create demands that gvernments f all levels are ill prepared t meet. One ptential slutin lies in land value capture, which enables the public sectr t recver land value increases generated by public investments and gvernment actin, prviding revenues that may be used t finance public services and infrastructure. T prmte the expanded use f land value capture tls glbally, we aim t learn mre abut hw individual jurisdictins in the develped and develping wrlds use land value capture. Of equal imprtance is understanding the intersectin f natinal, reginal, and lcal plicies frm arund the wrld that are enabling land value capture framewrks and helping t prduce fiscally healthy cmmunities. A nn-exhaustive list f ptential tpics f interest t the Lincln Institute in the research area f land value capture includes, but is nt limited t, the fllwing: Legal principles and framewrks that enable land value capture and allw fr the defense f the cncept against cnstitutinal challenges. Methds used t determine the value f land befre and after public imprvements r regulatry changes are made (including appraisals, cadasters, technlgy, and auctins). Studies dcumenting the share f land value increases than can be recvered thrugh varius land value capture instruments. Studies assessing and cmparing prjected revenue frm land value capture relative t public funds generated via ther tls and mechanisms. Studies demnstrating the effect f charges n land and husing values. Rle f land value capture mechanisms in addressing climate change. The rle f land value capture mechanisms in prmting affrdable and inclusive husing slutins. Share f public budget than can be met via land value capture and/r share f infrastructure investments that can be paid fr with land value capture tls. 1
Lessns learned frm successful and unsuccessful endeavrs t implement land value capture. Cases analyzing hw land value capture is applied in different private prperty regimes. Cases dcumenting the integratin f land value capture with urban planning and ecnmic develpment strategies. Cases where revenues frm land value capture are used t cver perating expenses. Strategies and case studies dcumenting when and hw jurisdictins adpt and adapt land value capture tls and /r build plitical supprt fr land value capture. Strategies and case studies dcumenting hw jurisdictins build institutinal capacity t implement land value capture plicies and tls. Emerging use f public-private partnerships in cnjunctin with land value capture instruments Use f municipal securities in cnjunctin with land value capture t fund infrastructure. Use f land value capture t raise revenue fr lng term capital accunting and maintenance f public assets. Studies examining the redistributive aspects f land value capture (scial equity versus physical assets financing, fr example). Ptential fr land value capture t help imprve the quality f life in infrmal settlements. Unintended cnsequences f land value capture, including but nt limited t cases f gentrificatin r cases where jurisdictins recvered land value increases withut purpsefully intending t d s. RESEARCH DELIVERABLES WORKING PAPERS & CASE STUDIES Research deliverables are expected t result in wrking papers r case studies.
