John F Kennedy Memorial School Built: 1965 Staff: 45 Full Time Staff covering all departments Heating System: Oil Heat Electrical Service: Roof: Partial Repair in 1990 Sq. Feet: 39,716 The John F Kennedy Memorial School programs for approximately 260 Pre-K and Kindergarten students. The school building size 39,716 square feet and is the only building in the school department heated with oil. During the spring of 2016, Oak Point Associates of Biddeford, ME completed a condition study of the existing facility. The study shows that over $6,000,000 dollars of repairs will be necessary to bring the building up code and today's educational standards. In addition to pre-k and kindergarten program, the facility is home to one (1) Head Start 4-yearold classroom. Recommendations/Considerations: Establish a committee to study the future needs of the John F Kennedy Memorial School and determine the best course of action for the future education of kindergarten student in Biddeford. Complete application for state funded school construction looking at several options for elementary education due April 2017. 1

Feet: 69,516 Biddeford Primary School programs for approximately 560 students in grades first (1) through third (3). The school building size is 69,516 and is heated by natural gas. The current grounds also are the location of the K-4 Tiger Center for students with emotional disabilities. This building was transferred to the school department from the Federal Government in exchange for housing the Head Start Program for 10 years. Feet: 68,457 Biddeford Intermediate School programs for approximately 360 students in grades four (4) and five (5). The school building size is 68,457 and is heated by natural gas. The current building has a full-size gym, cafeteria, and auxiliary gym that houses the Biddeford Recreation Department aftercare program. One of the limiting features of this site is the lack of land/outside space associated with the school and playground. Overall the building is in solid structural condition but is beginning to show some age. The following items should be repaired and replaced over the 5-year capital cycle. Feet: 144,317 Biddeford Middle School programs for approximately 560 students in grades six (6) through eight (8). The middle school is currently half way through the bond mostly funded by the State of Maine Department of Education which means the new building is already 10 years old. The school building size is 144,317 square feet, is heated by natural gas, and also includes a 900+ seat performing arts center. Overall the building is in outstanding structural and physical condition but is beginning to show signs of minor upkeep and repair. The following items should be repaired and replaced over the 5-year capital cycle. Recommendations/Considerations: Following the recommendation of the 5-year capital plan and budget appropriately for needed maintenance and repair. 7

Feet: 203,264 Biddeford High School programs for approximately 775 students in grades nine (9) through twelve (12). The high school was completely renovated by the taxpayers of Biddeford in 2012. The school building size is 203,264 square feet, is heated by natural gas, includes 2 full size gymnasiums, a 275-seat auditorium, and spectacular library and classroom space. The building is in outstanding structural and physical condition but we must give attention to needs as they arise so that proper maintenance is completed on the new building. The following items should be repaired and replaced over the 5-year capital cycle. Feet: 44,224 Biddeford Regional Center of Technology programs for approximately 300 students in grades nine (9) through twelve (12) from Biddeford, Saco, Old Orchard Beach, Dayton, Arundel, Kennebunk, and Kennebunkport. Until recently, the Center of Technology has had little to no renovations since 1969. During the past summer thanks to the school committee and city council, the Center of Technology has completed approximately $650,000 worth of renovation and upgrades to the ground floor of the academic wing of the building. The school building size including the trades wing is 44,224 square feet and is heated by natural gas. The academic classroom portion of the building is in sound structural and condition but much needed upgrades to the second floor and exterior are needed. The trades/shop portion of the school is in dire need of replacement or repair as the aging facility cannot keep up with the advancing technology needed to prepare students for the workplace. The following items should be repaired and replaced over the 5-year capital cycle. Recommendations/Considerations: Complete application for state funded school construction project due April 2017. If unsuccessful, look at smaller upgrades and consider the ability for other communities to bond for the new construction.
