3 Age of Existing Facilities High School Original construction in 1930 with major additions and renovations in 1978 and Middle School Original construction in 1952 with major additions and renovations in Burton Street Elementary Original construction in 1957 with major additions and renovations in 1993.

4 How was the scope of work determined? NYS requires school districts to conduct a building condition survey every 5 years. This survey becomes the basis for our long range facilities plan. The Board of Education then establishes priorities which results in the building project scope.

5 Synopsis of Scope of Work In determining the final scope of work the Board of Education & Administration set the following priorities. To address facility related needs based upon age and how critical they are to school operation. To address potential health & safety concerns. To keep the cost of the scope of work within $7.4M in order to not increase the tax levy.

6 Urgency of Work The majority of items listed in the scope of work are critical to building operations. Failures in these areas could cause school closures and potential damage to facilities. Delay of this work will increase the cost of the work due to inflation of construction costs and potential damage increasing the scope of work.

7 Emory Avenue Scope of Work Replace unit ventilator and heat pumps in every classroom. The existing units were installed in Cost to replace is $787,500. Replace Middle School roof which was installed in 1993 at a cost of $592,620. Replace High School & Middle School windows originally installed in the 1970s at a cost of $537,620.

8 Emory Avenue Scope continued.. Replace boilers installed in 1978 at a cost of $345,000. Replace windows and complete brick repointing on North face of the High School at a cost of $155,800. Repave Middle School parking lot and bus circle due to significant deterioration at a cost of $315,515.

9 Emory Avenue continued Replace PVC piping in the High School heating system with CPVC pipe at a cost of $308,500. Replace domestic hot water system at a cost of $305,000. Renovate High School Portico entrance (West Parking lot) at a cost of $285,000.

10 Emory Avenue continued. Upgrade electrical, fire and clock systems at a cost of $283,000. Replace some exterior doors and upgrade security systems at a cost of $161,750. Refinish Middle School Gym floor at a cost of $40,000. Replace water main at a cost of $35,000.

11 Burton Street Scope of Work Replace roof over 1993 additions at a cost of $530,000. Improvements to heating and ventilation systems at a cost of $165,500. Repointing brickwork and chimney at a cost of $120,000. Upgrading security and exterior door replacement at a cost of $76,500.

12 Burton Street continued.. Site work including replacement of sidewalks and improving drainage at a cost of $74,750. Playground safety improvements ($71,700). Replace domestic hot water system ($60,000). Upgrade electrical, fire and clocks systems at a cost of $55,000.

13 Bus Garage Scope of Work Upgrade electrical and lighting at a cost of $10,000.

14 Project Alternates Middle School Exterior Soffits ($250K). HS East entrance renovation ($245K). HS roof replacement ($195K). Electrical upgrades at the HS ($172K). Repave entrance at bus garage ($95K). Electrical upgrades at BSS ($75K). Burton St flooring ($38K). Replace Bus Garage heaters ($35K). BSS kiln, bleachers, stage, ventilators ($73K).

15 Project Cost Total Construction Cost = $5,316,255 Incidental Costs (fees) = $1,228,055 Construction Escalation = $ 265,813 Construction Contingency = $ 558,206 Total Cost $7,368,329 Total Referendum $7,400,000

16 Project Funding This project will be financed with proceeds from a serial bond. The bond will be repaid over 15 years. New York State will reimburse 69 percent of the cost including principal and interest payments.

17 Tax Levy Impact The local share (31 percent) of this project would constitute a 1.1 percent tax levy increase however Existing debt is scheduled to be retired in which would reduce the existing tax levy by 1.1 percent. Therefore, this project will not cause an increase in the existing tax levy.

18 Tax Impact continued percent = 19 cents to 23 cents per thousand of taxable value. 1.1 percent on $100,000 of taxable value equals $19 to $23 per year.

19 Project Timeline Referendum Vote January 6, Pending approval on January 6 th Plans & Specifications completed by Architect - July 1, NYS Dept. of Education approval - January Bids received February Contracts awarded March Construction begins June Construction completed September 2016.

20 Summary The scope of work addresses building systems that have outlived their useful life. Many of these items are critical systems that would cause school closure if they fail. Further delay would result in increased cost and potential damage to other assets. The tax levy increase is offset by retirement of existing debt, resulting in no tax levy increase.

21 Items on the Ballot Proposition #1 - Shall the Board of Education make renovations and improvements to all District school buildings and Bus Garage, including, but not limited to, renovation of the roof systems, HVAC system including boilers, lighting and electrical systems, window and door replacements, health and safety facility improvements and paving, all to include related site improvements, furnishings, fixtures and equipment required for such purposes, architectural fees, and all other necessary costs incidental to such work at a total estimated cost not to exceed $7,400,000 and obtain the necessary funds by the levy of a tax upon the taxable property of the School District to be collected in annual installments in the years and in the amounts as the Board of Education shall determine, subject to receipt of state building aid, and in anticipation of such tax shall the School District be authorized to issue up to $7,400,000 of obligations of the School District and levy a tax to pay the interest on such obligations when due?

22 Building Project Referendum Vote Date, Time & Place Monday, January 6, :00 AM to 9:00 PM High School Auxiliary Gymnasium Absentee Ballots are available for qualified residents of the district. Please contact for more information. Qualifications of Voters A citizen of the United States. At least 18 years of age. A resident of the school district for at least 30 days prior to the vote.
