Swan Housing Association Job Description Job Title: Section: Reports to: Head of Programme & Strategy Development & Regeneration Development Director Location: Any Swan Office Main Purpose of Job To act as Swan s lead in managing the overall development programme, ensuring compliance with funding and statutory obligations and Swan s internal procedures, leading on continuous improvement in respect of procedures, processes, standards and customer care. Key Responsibilities Coordinating and monitoring delivery of the grant funded programme Liaison with the HCA and GLA and other funding bodies Ensuring accuracy of cashflow, income, programme and business plan reporting Ensuring that an adequate set of development, sales and construction procedures are in place and that they are complied with Reporting to the management team, the Board and its sub-committees and external stakeholders as required Liaising with other departments on the development programme Ensuring that customer feedback is obtained and acted upon Ensuring that development standards are kept up to date and incorporate changes arising from legislation, funding requirements and feedback from customers and internal colleagues Ensuring that internal and external audits are coordinated and that actions arising are implemented in a timely, effective manner Main Duties 1. Coordinating and Monitoring of the Grant Funded Programme 1.1 To ensure that HCA and GLA grant is taken up in accordance with targets. 1.2 To maintain awareness of targets and deadlines. 1.3 To coordinate and prepare bids to secure funding for new projects.
1.4 To coordinate the setting of long term achievable targets for development schemes. 1.5 Liaise with the Project Managers to achieve programme delivery and grant milestone targets and to ensure IMS is updated accordingly. 1.6 To produce reports for management and board/committee showing progress against targets, anticipating challenges and suggesting solutions 2. Contact with the HCA and GLA 2.1 To act as the Group s main day to day contact for the HCA and GLA. 2.2 To ensure programme and delivery targets are met, that the HCA and GLA are kept constantly informed of progress against targets. 2.3 To meet quarterly with the Lead Investor of the HCA and GLA to discuss programme issues and to produce accurate and timely minutes of these meetings 2.4 To ensure that, at the beginning of each month, the HCA/GLA lead contact is aware of all claims to be made to guarantee availability of cash. 2.5 To ensure that all forecasting and submission scheduling is up to date on IMS 2.6 To act as the Group s IMS security administrator and delegate responsibilities therein to development staff and Finance as appropriate. 2.7 To submit log or approve grant claims as necessary, in accordance with HCA/GLA requirements and in line with Swan internal procedures. 2.8 To ensure all other aspects of IMS management are maintained and actioned when required including approval of annual Funding Conditions and quarterly Officer Certifications. 2.9 To keep up to date with all relevant funding programmes and ensure that opportunities are identified and pursued where appropriate 3. Project Regulation and Procedural Adherence 3.1 Ensure all transactions are carried out as per HCA Affordable Housing Capital Funding Guide in order to comply with scheme audit requirements. 3.2 To lead on the co-ordination and implementation of recommendations arising from the annual HCA and GLA scheme compliance audits and internal audits. 3.3 Monitor the progression of development schemes through the relevant Gateway procedural requirements. 3.4 To develop and maintain the Association s policies and procedures as they relate to development, construction and sales and ensure compliance. 3.5 To act as the departmental lead for maintaining 9001 and 14001 ISO accreditation including ensuring an annual audit plan is updated and implemented.
4. Reporting on the Development Programme 4.1 To report to the Development Management Team (DMT)??on a monthly basis on all aspects on the development programme. 4.2 To report in depth to the Development & New Business Committee on all aspects on the development, construction and sales programmes. 4.3 To report in depth to the Board as required on all aspects on the programme. 4.4 To attend team meetings and report on individual aspects of the programme. 4.6 To produce ad hoc reports upon request to show specific aspects of the development programme either internally or to external bodies. 4.7 To ensure that information on all development schemes is up to date on Sequal, development s cash flow software and that monthly consolidated cash flow reports are provided to the Treasury Team 4.8 To oversee the training development of Sequal as project management and programme management tool. 4.9 To aid others and be the departments co-ordinator for the implementation of IT systems (payment/project management). 5. Liaising with other departments on the Development Programme 5.1 To produce reports for and liaise with Development Finance regarding cash flows and budgetary information which impacts on the Group s performance, and ensure efficient use of funds. 5.2 To produce reports for and liaise with Housing Management in connection with areas of the development programme which impacts on their performance e.g. lettings, handover information and dates. 5.3 To maintain contact with regional offices and visit when necessary to communicate programme issues and to ensure all aspects of the development programme are up to date. 5.4 To respond to enquiries from the leasehold team in respect of Right to Acquire eligibility enquiries. To also process Right to Acquire approvals on IMS. 6. Continuous Improvement & Customer Care 6.1 Ensure that customer feedback is elicited and responded to, that issues are resolved in accordance with our policies and procedures and to collect and report upon data relating to customer satisfaction. 6.2 Collect data from a range of feedback and statistics relating to the development programme, analyse and propose responses to continuously improve the product and
service so that customers and stakeholders promote Swan as a developer of choice. 6.3 Ensure the continuous review of our standards, specifications and employers requirements to incorporate feedback from stakeholders, colleagues and customers. 6.4 Manage the Customer Care and Handy Person service to ensure that defects and complaints are addressed positively and to the satisfaction of the customer. 7. Other 7.1 To attend meetings outside normal working hours on occasions as required. 7.2 To undertake project work for the respective teams in development as necessary. 7.3 To transfer assistance to any part of the Development Team and carry out other duties as the need arises. 7.4 To undertake any other duties and tasks which may be required from time to time. 7.5 To carry out duties in accordance with the Association s Equal Opportunities Policy. 7.6 To explore, evaluate and recommend new initiatives and business opportunities the Association could enter into and implement if required, 7.7 To negotiate with Contractors, Consultants, Residents and any other outside parties on behalf of the Association. 7.8 To act as the departmental lead for the Value for Money Panel including ensuring that the development section of the annual VFM regulatory submission is completed. 7.9 To act as the departmental Category Manager for Soprano ensuring that new suppliers are approved in line with agreed procedures. 7.10 To ensure monitor consultant and contractor performance. 7.11 To assist the Head of Construction Procurement & Programme with procurement tasks as required.
