1 REPORT #COMM COMMITTEE OF THE WHOLE MEETING MARCH 6, 2017 CORPORATE VISUAL IDENTITY GUIDE & LOGO USE POLICY RECOMMENDATION That Report #COMM be received; And further that Council approves the attached Town of New Tecumseth Corporate Visual Identity Guide and the attached Logo Use Policy. OBJECTIVE The purpose of this report is to seek Council s approval of the Town of New Tecumseth and the Logo Use Policy. BACKGROUND In 2010, the Downtown Themes and Signage Task Force was appointed and assigned the task of developing new visual identities for the downtowns of Alliston, Beeton, Tottenham and New Tecumseth. Following a review, research and public consultations, in 2011, Council received the final report and approved the design concept recommendation from the Downtown Themes and Signage Design Task Force through Resolution # In 2013, Council further approved the adoption of the visual identity developed for use in downtown themes and signage for further use throughout the municipality and use of the new visual identity was gradually implemented and continues to be as replacements are required/updated. The symbol incorporates a blue band to represent the Boyne River in Alliston, a yellow band representing the bee and honey history of Beeton and a green band representing the conservation area in Tottenham. The Town s corporate logo provides an overarching visual connection between the three communities. In 2013, the Town of New Tecumseth logo was registered under the Trade-marks Act of Canada and is an official mark for the Corporation. The corporate logo is to be used on all materials produced by the Town. Uses or presentations other than those described in this guide are not permitted. For more details, refer to the Logo Use Policy. Council received the Communications Business Unit s Communication Framework that is intended to guide and focus the Town s future communication and the development of

2 Report #COMM , March 6, 2017 appropriate strategies, policies and procedures. Through Report #COMM , it was identified that relevant communications policies and procedures should be developed. As such, thetown of New Tecumseth and Logo Use Policy has been developed to ensure consistent use of the Town s logo. COMMENTS AND CONSIDERATIONS Adopting a formalized policy outlining the appropriate use of the Town s logo will assist the municipality in defining a strong corporate visual identity through the Corporate Visual Identity Guide and, the Logo Use Policy will provide staff with a guideline and consistent manner in which to use the Town logo. FINANCIAL CONSIDERATIONS There is no budget or financial implications as a result of approving the Town of New Tecumseth and Logo Use Policy. Staff will continue to proceed with the gradual implementation of the current visual identity as items require replacement. 5 Introduction The Town of New Tecumseth s corporate visual identity is an important asset that can help shape the perceptions and awareness of the community. Our identity provides the municipality with visibility and recognisability that ensure people are aware that what they are looking at is the product or property of the Town of New Tecumseth. The Town s visual identity includes our logo, our colour scheme, the typefaces we use and the images we choose to represent the Town. If our visual identity is strong, then people will know at a glance that the building they are entering, the vehicle they are passing or the brochure they have picked up is affiliated with the Town of New Tecumseth. When properly applied to all Town products and properties, a visual identity plays a significant role as it makes a powerful statement about who we are as an organization. Consistent and careful use of our logo and corporate colours are one of the most instantly recognizable elements of our corporate visual identity and promotes a strong non-verbal message on the Town s behalf. Why is consistency important? Consistent and frequent use of our branding is necessary to ensure we are effective and easily recognizable. Variations of our branding may dilute our corporate visual identity and can cause confusion. For example, if many different versions of the Town logo are used, or if organizations other than the Town use the logo or its elements, people will lose confidence that the logos mean they are dealing with the Town. Another key reason for establishing consistency in our visual communications is to ensure clarity of Town messaging, and compliance with the Accessibility for Ontarians with Disabilities Act (AODA), which provides requirements for typefaces, text sizes and even colours. The Visual Identity Guide lays out the expectations for all materials produced by and for the Town, from s to documents to signs and even logoed clothing. How can you help? The guidelines provided within the ensure that effective communication is consistent and accurate to the public, stakeholders and staff. The use of fonts, our logo and standard templates are addressed within this Visual Identity Guide. The application of these items is detailed and includes specifications of branding on corporate equipment, staff uniforms and apparel, communications and publications. Page 5 of 33 3

It is made up of the name of the Town with the 3 communities of Alliston, Beeton & Tottenham beneath. Each line of text is written in a chosen typeface. The logotype may not be used independently of the symbol. The font used in the logo may not be used for other Town purposes. The symbol-this is the blue, yellow and green graphic element of the logo. The corporate logo-this is the complete logo, consisting of the logotype, and symbol. The logo should be used in its entirety. Logo Use Policy and application for use The Town s corporate logo, official sub-brand logos of Alliston, Beeton and Tottenham, the New Tecumseth Fire Rescue crest, Municipal Law Enforcement flash and the Museum on the Boyne identifying mark as described in this guide are property of the Town of New Tecumseth. They may be used ONLY for official Town purposes and may not be used by Town staff, members of Council and third parties without express written permission. An application for use may be submitted through the Logo Use Policy #COMM Members of Council, Town staff and third parties are to complete an application to use the logo and prepare a draft of the promotional material and/or item including placement of the logo. Any reproduction of the logo, without the Town of New Tecumseth s expressed permission is prohibited. 4 Page 6 of 33

7 The Logo Use Policy describes potential uses of the Town logo by staff, council members and third parties. The policy is available on the Town website, staff intranet, or by request to the Communications Business Unit. Appended to the Logo Use Policy is the form required by those seeking permission to use the Town logo for approved purposes. Correct logo use To protect the Town of New Tecumseth s visual identity and legal ownership of the logo, it must not be altered or used in varied forms. The following guidelines will help ensure the correct use of the Town s logos. Always use logos in their entirety Logos should always be used directly from the Town s Intranet site Logos cannot be redrawn, recreated or re-typeset for any purpose Logos must not be distorted from their original proportions Colour logos should be used only on a clean, neutral background Never superimpose logos over other designs or incorporate them into other designs. Never change colours in logos Do not apply borders, outlines, shadows or highlights around/behind a logo Do not apply additional text or imagery to logos. Ensure that the logos are not distorted from their original proportions Size standards: The minimum printed size of the brandmark is inches in height at 300 dpi. This is to ensure legibility on all printed material. Please note that this is the minimum recommendation and a larger size is preferable. Spacing standards: Page 7 of 33 5

8 Preserving the aspect ratio Aspect ratio refers to the proportions of a graphic (width vs. height). If the aspect ratio is not preserved when resizing an image, it will look stretched or squished. The aspect ratio of the Town s official logo MAY NOT be altered in any way for any purpose. To resize a graphic in any Microsoft application, hold down the shift key while dragging from any corner resizing point. Use of logo and branding guidelines: Through the Corporate Identity Guide, standards are provided to establish consistency in ensuring that the Town of New Tecumseth s publications and equipment are easily identifiable. The corporate branding guidelines are for corporate vehicles, equipment, employee uniforms, apparel, correspondence, publications, business cards, letterhead. All presentations below are acceptable: Full colour:(white square background) Greyscale: Full colour: (transparent background) Reverse: Only the official artwork as noted above should be used. Please do not re-create, re-proportion or alter the logo in any way. To maintain visual identity, the Town logo should not appear to be crowded by or linked to other words, graphics or images within the minimum space. 6 Page 8 of 33

9 Unacceptable and misuse of the logo To maintain the clarity and integrity of the Town of New Tecumseth s brand, do not change or modifying logos in any way. Here are some examples of what not to do: Do not stretch or distort the brandmarks. Do not reproduce the brandmarks in any colours other than those specified within these guidelines. Do not rotate the brandmarks. Do not alter the font or replace the wording in the brandmarks. Do not change the orientation of these elements within the brandmarks. Do not reproduce the brandmarks on busy backgrounds that clash or impede legibility. 7 Page 9 of 33

10 Primary brand: colours The official Town logo should always be correctly coloured as per the table below. Colours in the official logo may not be interchanged between the elements. 8 Page 10 of 33

11 Sub-brand logos Sub-brand logos have been established to represent the Town of New Tecumseth s three communities of Alliston, Beeton and Tottenham. 9 Page 11 of 33

12 Additional sub-brand logos should not be created. However, departments may utilize the corporate logo and add its official department name below the corporate logo, but must ensure only the department name is used and that the text is no larger than that in the corporate logo showing Alliston, Beeton, Tottenham. Additionally, the official department name must appear in the same typeface as New Tecumseth as the primary typeface Avenir. An example of the Parks, Recreation & Culture Department adding its official departmental name to the corporate logo: The New Tecumseth Fire Rescue (NTFR) badge (as below) is utilized as a visual identifying mark of the Town s Fire Services. Uniforms worn by Fire Services personnel display the badge. In addition to the Town s corporate logo, NTFR may use its visual identity mark on vehicles, correspondence and promotional material. Use of the NTFR mark shall be used in accordance with the Logo Use Policy #COMM-CO The Municipal Law Enforcement Division utilizes a flash that incorporates the official corporate logo. Uniforms worn by Municipal Law Enforcement personnel display the shoulder flash which reflects the official nature of their service and are worn by the Supervisor and Officers in the Municipal Law Enforcement division. Use of the Municipal Law Enforcement flash shall be used in accordance with the Logo Use Policy #COMM-CO The Museum on the Boyne has its own logo (as below) which is utilized in the Museum s promotional and printed material. 13 If a sub-brand logo is used on official publications, signs, etc. for public use and/or display, the Town logo should also be present and dominant with the sub-brand logo being no more than half the size of the Town logo. Standard document templates and letterhead Standardized templates have been created for the most common types of documents including letterhead, business cards and PowerPoint presentations. If additional templates are needed or support is required to use the templates, please contact the Communications Business Unit. Document size Many people do not have the ability to print legal-sized documents in their homes; therefore, forms and documents distributed to the public electronically should be formatted for printing on letter-sized (8.5 x11 ) paper. Town name In a document, the full name must be spelled out on first reference (Town of New Tecumseth). From that point onwards, you may use the Town. Alternate forms or abbreviations should not be used. If referring to only a portion of the municipality, you may refer to Alliston, Beeton, Tottenham. Word processing standards To strengthen our visual identity while adhering to accessibility guidelines, the following standards must be followed whenever possible. Text styles and appearance Corporate documentation (e.g. reports, memos, meeting agendas, letters etc.) for internal and external audiences should use the font Arial with a minimum 11 pt. type. Variations on the Arial font such as Arial Narrow or Arial Rounded should be avoided in primary body text (the text that makes up the bulk of the document and conveys the important information) but may be used if desired for headings, footers, etc. Body text should be black on a white background whenever possible. Font size exceptions There may be cases where use of an 11-pt font size may cause significant issues in terms of document length (e.g. pushing a form from two pages to three), in which case 10-pt font should be used for main text. Text as small as 8-pt may be used for less critical information such as footers and fine print. Please remember that ease-of-use by all residents, including those with low vision, must be our priority. The one-time inconvenience of reformatting a document can prevent dozens of people from struggling repeatedly to use it. (NOTE: Per AODA requirements, the Town must be prepared to provide documents in accessible formats upon request, such as large type.) Other approved fonts For more creative documents such as brochures, or to add contrasting headings to standard documents, the following fonts are recommended for official Town use. 11 Page 13 of 33

14 Please note that serifs the small flourishes at the ends of letters in certain typefaces generally make text more difficult to read by people with impaired vision and should be reserved for larger text such as headings. Gill Sans MT Gill Sans is a sans serif font that is standard on most PCs. It is smaller than Arial, so should be used no smaller than 12 pt (as shown here). Cambria Cambria is a serif font that is standard on most PCs. It is smaller than Arial, so should be used no smaller than 12 pt (as shown here). Advertising materials such as posters may utilize fonts other than the ones listed here for artistic purposes, but only for small amounts of text. The body text and all critical information should be in an approved font. When planning a new product, service or promotion, staff may wish to select specific fonts to use for marketing and communications. If the chosen fonts are different from those approved in this guide, the fonts selected should be used consistently and in compliance with AODA guidelines. As a rule of thumb, do not use more than two fonts in any single document, and avoid the use of italics and all caps in basic body text. Restricted-use fonts The official Town of New Tecumseth logo uses two non-standard fonts. These fonts should not be used for any other purpose other than if you add a department name below the corporate logo and under the words Alliston, Beeton, Tottenham the department name should appear in the same text as the words New Tecumseth used in Primary Typeface Avenir. Avenir abcefghijop 123 AQ abcefghijop restricted use font, used for the Town name New Tecumseth in the official logo. Electronic Communications communications should follow the same basic rules as word processing: Font: Arial 10 or 12 pt Left-aligned Black or dark blue text avoid use of coloured text unless used sparingly for emphasis (e.g. highlighting a date in red) White background 12 Page 14 of 33

15 No stationery or background imagery, animated icons or other graphics may be used. Use bold for emphasis if required o Avoid use of italics (which can be difficult to read by those with low vision) o Avoid use of underline (which might be mistaken for an Internet hyperlink) Attachments If ing a document internally so that a colleague can make changes to it, avoid sending large files by providing the location of the file on the common server rather than sending the file itself. If ing a document either internally or externally that you do not want changes made to, save the document as a PDF first to preserve the formatting and prevent edits. When sending smaller amounts of information consider entering the information directly into the body of the message. This is generally more user-friendly than creating and attaching a PDF that can be difficult for some recipients to open, especially on a mobile device. signatures Graphic-only signatures are no longer permitted as they are not AODA-compliant. Identify to all inbound senders when you are away from the office during normal business days. Microsoft Office 365 provides an out-of-office assistant function which should be used with an appropriate message to indicate when you are returning to the office and, if applicable, to whom urgent matters should be addressed. 17 Certificates - The Town logo will appear prominently on all certificates. The logo will be in full colour on a white or light background. Newspaper Advertising: Newspaper advertisements intended for general circulation to the residents of New Tecumseth are published in the Town Spotlight ad and is identified by a banner that includes the Town s logo in grey-scale, telephone number, address, website and social media accounts. The bottom footer includes the Town s website address. Signage: Current Town Engineering standards for regular street name signs include reflective green sheeting with reflective white/silver lettering. Street name lettering to be 100mm (4 ) with suffix/abbreviation 50mm (2 ) in a Gothic D font. Additionally, should the Town wish to upgrade or install decorative signage, New Tecumseth signage details and fabrication specifications are outlined in the fabrication specs documentation as provided by branding consultant Form: Media. In 2011, Council received the final report of the Downtown Themes and Signage Design Task Force and through resolution # , Council approved the final design concepts for the comprehensive sign program. 26 Vehicles & Fleet Asset identification includes a five-digit number. Of those five digits, for example, the first two digits are to reflect the year of purchase, the third number is to reflect the unit class and the last digit is to reflect the unit number. All light duty vehicles (passenger car, vans, ½ ton, ¾ ton and 1 ton pick-up trucks) will be white in colour. The Town logo used will be approximately 58cm x 20cm in measurement and, where practical affixed to centre of drivers and passenger door. Asset identification decal, approximately 29cm x 7cm in black will be affixed, where practical to front fenders near cab on drivers and passenger side, in addition to rear of unit, on right side. All heavy-duty vehicles (Class 5,6,7 and 8) will have the cab painted white and body painted dark green. The Town logo used will be approximately 58cm x 20cm in measurement and, where practical affixed to centre of drivers and passenger door. Off-road heavy equipment (loaders, backhoe, excavator and graders) will be the manufacture standard colour. Off-road light duty equipment (Mowers, Municipal Tractor and Ag Tractor) will be manufactures standard colour. The Town logo used will be approximately 35cm x 12cm in measurement and will have decals affixed, where practical to drivers and passenger side of unit. The Town logo used will be approximately 58cm x 20cm in measurement and will have decals affixed to drivers and passenger side of unit. 28 Application of the Town logo on corporate uniforms Application: The logo should be embroidered. On uniforms, the Town logo should always be highly visible and applied with contrast. Colour: When applied on white or light coloured material, the logo should be in full colour. When applied on dark material, such as black, the logo should be in full colour. Unless a special colour is necessary (e.g. red for Canada Day event), the fabric/background for Town apparel should be white, black or navy. Uniforms should be purchased only through the Purchasing Division through an approved vendor as per the Purchasing Policy. When ordering logoed corporate uniforms, follow these guidelines for logo placement. Tops (shirts, jackets, vests) Town logo should be placed on the upper left chest. On baseball-style hats and toques, the Town logo should be placed in the centre. Page 28 of 33 26

29 Logoed apparel Logoed apparel using the municipality s corporate logo is reserved for uniforms to identify Town of New Tecumseth staff and Council only. As the corporate logo is an identifying mark of the municipality and is intended to solely relate to the municipality, logoed apparel is strictly reserved for use by Town. Application of the Town logo on promotional items When applying the Town logo to incentive products, the logo will always have maximum visibility impact and will appear on a solid background that will not mask or conflict with the logo. On promotional products, the Town logo must be large enough to be legible. When planning a purchase of logoed promotional products, consideration must be given to the information provided in the previous section on acceptable and unacceptable presentations of the logo. For example, on coloured items (where a full-colour logo is not ideal), the Town logo may be printed in white or black. Other colours are not permitted. It is not acceptable to apply borders, outlines, shadows or highlights behind the logo to make it to show up on coloured or patterned materials. Questions about logoed products may be addressed to the Communications Business Unit or the Purchasing Division. Corporate Town flags: The corporate Town flag shall only be flown at Town buildings and/or facilities. The flag may be temporarily used at Town-events including Canada Day. The flag shall not be used by outside organizations or lent to other buildings/facilities. The Town flag shall be made of a white polyester material and measure 36 x 72 inches. The corporate logo will be embroidered and centred on the flag at a size of 18x55 inches. Page 29 of 33 27

[ ] Name of Dept: Communications Business Unit Page 1 of 4 Policy Statement: The corporate logo of the Town of New Tecumseth is the official property of the corporation for the Town s exclusive use. The appearance of the official mark on third-party materials imply Town support and/or endorsement and thus they must be used appropriately. Purpose: To apply consistency and governance to the use of the Town of New Tecumseth s logo, preserving the integrity of the Town s visual identity. The Town of New Tecumseth owns the trademark of its logo. The Town s logo affords immediate public recognition of the fact that individuals, material, equipment, events and facilities are formally associated with the municipality. Scope: This statement of policy and procedure applies to all municipal staff and elected officials as well as outside organizations, businesses and individuals. Policy: Permitted Uses: Town Use The Town s corporate logo should appear on all official Town print and electronic communications materials, staff uniforms and vehicles. Permitted uses of the logo by Town staff include: 1. Printed material prepared by the Town including but not limited to reports, brochures, advertisements, posters, banners and signs; 2. Official Town stationery including letterhead and staff business cards; 3. Materials for Town-run/organized events including print and electronic communications, signage and promotions; 4. Promotional items/gifts, uniforms and staff apparel, fleet and physical properties/fixtures; and Page 30 of 33

Council Use Council members may be supplied with materials bearing the Town logo for their use as representatives of the Town, including business cards and Town pins. Council members may also use the Town logo in their signature, using the approved template available from the Communications Business Unit. Third Party Use The official logo of the Town of New Tecumseth is a protected trademark of the corporation. The external use of the Town s visual identity, without the consent of the Town of New Tecumseth obtained in accordance with this policy, is prohibited. Elements of the Town s visual identity may not be used in connection with a business and may not be employed in such a manner as to suggest the Town s endorsement of, or affiliation with, a product or service. The user shall not alter or modify the logo. Outside agencies, organizations or groups wishing to use the Town logo as part of a mutually beneficial partnership must apply and receive a signed consent from the Town of New Tecumseth to do so. PROHIBITED USES Campaigning This statement of policy applies to all candidates running in a municipal election. The Town logo shall not be placed in any material (brochures, posters, business cards, etc.) intended to promote election candidates, even if that candidate has been previously elected as a Town Councillor or as Mayor or Deputy Mayor, or in other items that could be perceived to imply support for a candidate. The material in question is anything which can reasonably be regarded as intended to: a) promote or procure the success of a particular candidate in a municipal election; and/or b) enhance the standing of a particular candidate with the electorate. Such material is deemed election material even if it can reasonably be regarded as intended to achieve another purpose as well. 32 LOGO USE POLICY (Cont d) Page 3 of 4 Uniforms/Apparel/buildings The Town of New Tecumseth s logo is used solely for identifying the municipality s property and products. The Town s logo will only be used on uniforms and apparel that identifies municipal employees and/or Council. Third party organizations may not use the Town logo on clothing, apparel or buildings. Unauthorized Use The logo of the Town of New Tecumseth is the property of the Town of New Tecumseth. Town of New Tecumseth s logo in its entirety, as well as the graphic ( swoosh ) as a standalone element, are registered and protected under the Trade-marks Act of Canada. It may not be used in any way, whether in whole or part, unless written authorization has been obtained from the Town of New Tecumseth. PROCEDURE Applications to use the Town s official trademarked logo must be made using the Application for use of the Town of New Tecumseth logo and submitted to the Communications Business Unit for review. Permission to use the Town logo may be granted for a set period of time. The Town may terminate a party s permission to use the logo if deemed necessary. Election candidates are responsible for ensuring adherence to this policy. If the Logo Use Policy is believed violated, it should be reported to the Town to determine if the logo is being used in a manner that violates the intent of the Logo Use Policy. If it is determined that any group, organization or individual is using the Town logo in violation of this policy, the Town shall notify the party in writing and direct them to immediately cease use of the logo. Any reproduction of the logo without the Town of New Tecumseth s expressed permission is prohibited. Approval for third party, non-exclusive, nontransferable permission to use and display the Town logo may be granted on a per project basis and shall include an expiry date. The Town s logo may not be used by third parties for application on any clothing material as the use of the logo on said material is strictly used for identifying Town employees. If approved to use the Town logo, users are asked to use it correctly. The Town of New Tecumseth reserves the right to withdraw the logo from use by the grantee at any time and without notice.
