Inventory of the instruments of support Provision was made by the Meat Export Prices Act 955 for the determination annually by the Meat Export Prices Committee of minimum prices for meat exported from New Zealand. In fixing the level of minimum prices the Committee must take into account the average market price for export meat over the previous three years and the current scale of minimum prices. It may also consider future market prospects, prices for other farm products and the general level of costs and prices including wages in New Zealand. Floor prices for the various categories of export meat are announced before the beginning of the season and remain unaltered throughout the season. When the price of any class of meat (as indicated by the weekly schedule of buying prices) falls below the floor price a deficiency payment is declared In all meat of that class sold during the week. Meat exporters add this amount to the price paid to the producer and in turn are reimbursed by the Meat Board which administers the scheme. The funds used to finance the scheme were built up during the period of bulk purchase which began during the war and terminated in the early 950's. During this period the payout to producers was less than the amount received from the sale of meat, the surplus being paid into a special fund to be used subsequently for the benefit of the industry. Method of determining returns for producers The returns to producers of meat for export are determined by the schedule of prices for all classes of meat fixed weekly by meat exporters. Details of floor prices for export meat are contained in section B.I.I, and section B.I.2. Returns to producers of meat sold for domestic consumption are determined by market forces: livestock being sold at auctions throughout the country.

However, this must be treated with caution because of the possible rather high income elasticity of demand for these products, and the ready availability of substitute meats and the effect of export prices on domestic prices. Despite such variations in the per caput consumption of each class of meat, total consumption has remained fairly constant over the past decade. C5. In the past year several factors have helped raise the price of New Zealand meat on the British market. These include, the combined effects of British and New Zealand devaluation; the London dock strike; and the epidemic of foot and mouth disease with restrictions on imports from the Argentine. (b) Stock management policies Stock management policies are determined by commercial considerations. The marketing organizations endeavour to maximize returns and to this end determine their stock management policies. (c) Noncommercial transactions and policies New Zealand has not engaged in ncncommercial bilateral transactions although, of course, from time to time contributions have been made for disaster relief. Jn the multilateral side however New Zealand has contributed both cash and commodities to the World Food Programme since its inception. The commodities contributed have included butter oil, milk powder and meat. Recent trials of the New Zealand developed milk biscuit have shown that this is also an acceptable form of food aid and this commodity will also be available in the future.
