2 Why does Germany support BRs? to make communities benefit from their resources for implementing the CBD & other MEAs and addressing the MDGs for creating local commitment, ownership and responsibility for managing socioecological systems (improving resource governance) to strengthen rural areas BRs can be a tool for poverty reduction and food security for climate change mitigation and adaptation for local, national and international cooperation (solving/minimizing resource use conflicts, fostering local business approaches and regional partnerships, transboundary BRs) to link cultural and biological diversity to empower local communities (incl. addressing gender issues) BRs provide a useful institutional framework for sustainable development are particularly worthy to support! BRs in German Development Cooperation 16 German BRs are supported with 70 million Euros annually Germany is currently funding projects in BRs abroad with a total volume of ~120 million Euros Nearly 50 BRs were supported over the past 30 years Head of Government Dr Angela Merkel announced that 500 million Euros will be made available annually for ecosystem conservation worldwide as of 2013 (in addition to climate funding) also devoted to BRs (among other concepts) We want to support model regions for sustainable development. Biosphere Reserves, established in the frame of the UNESCO MAB Programme, serve as point of reference for the cooperation of governmental and civil society organizations, business and scientific institutions. 6 Remote Sensing data for BR managers Open Initiative of UNESCO for managers of World Heritage sites and biosphere reserves in cooperation with aerospace centres and research institutions aims to prevent damage to natural and cultural heritage sites UNESCO helps to make available satellite images, to create software tools to improve site management, to train users of such tools and to safeguard its viability in the long run German Aerospace Center DLR provides satellite images (also from archive) for free Project proposals can be submitted by governments, nature conservationists, development agencies or researchers through the DLR website evaluated apply to DUK (on behalf of UNESCO) for free satellite data use Further info: 11 BR s BRs are requested to support each other in achieving sustainable development North-South cooperation between Rhön & Kruger to Canyons BRs Partnership was initiated in 2008 by GTZ In spite of distinct differences, the two regions discovered many similarities and commonalities Areas of cooperation Renewable Energy Private sector involvement Education German Environment Ministry has small funds to facilitate cooperation of (16) German BRs within the WNBR Address German MAB Committee (@ BfN) with twinning requests 12 6

7 Private Sector Cooperation on Products 2 Examples: Ecopia (=Ecological Products of Ethiopia) Training smallholder farmers in Ethiopian BRs Organic production, processing, labelling and marketing Development of incubation centres Transparency and high quality of all product chains Selling Ethiopian coffee on German market Processing and marketing of soap produced with sheabutter from Burkina Faso in German Bliesgau BR 13 Bilateral Development Cooperation (ODA) Criticism on aid effectiveness Division of labour among donors (countries and topics) Success Criteria for BR funding Your country is a partner country of German ODA Germany runs a suitable topic in your country (BRs can suit topics beyond environment ) The need for assistance must be expressed by the partner countries your Government needs to be aware arranged in between the governments Pilot projects to promote new approaches towards the DC 14 7

8 German-Tanzanian development cooperation Three priority areas of cooperation: Drinking water, water management, sanitation/ solid waste management Health, family planning, HIV and AIDS Promotion of the energy sector For direct intergovernmental cooperation with Tanzania in the period 2013 to 2015, Germany pledged funds of 176 million euros Biodiversity Programme with 31.5 million Euros for community-based conservation, benefit-sharing and management of Serengeti and Selous WH sites German-Kenyan development cooperation Three priority areas: agriculture water supply and sanitation health For direct intergovernmental cooperation in the period 2014 to 2016, Germany committed funds of 138 million euros. 8

9 German-Ugandan development cooperation Three priority areas of cooperation: Water supply and sanitation sector development Renewable energies and energy efficiency For direct intergovernmental cooperation with Uganda in 2010 to 2012, Germany pledged 120 million euros German-Rwandan development cooperation Two priority areas: Decentralisation Sustainable economic development (private sector promotion and vocational education and training) For direct intergovernmental cooperation with Rwanda in the period 2012 to 2014, Germany pledged 60 million euros 9

10 German-Ethiopian development cooperation Two priority areas (since 2011): education sustainable rural development Germany pledged 102 million euros to Ethiopia for the period 2012 to 2014 Example of intergovernmental cooperation project: Protected area system of Ethiopia (SDPASE) Commissioned by: Ethiopian Wildlife Conservation Authority (EWCA) Implemented by: GIZ (German international cooperation agency) Duration: 2008 to 2016 German development cooperation with Sudan Officially suspended in the early 1990s Since then, Germany only provided support for NGOs' work and for projects that directly benefit needy people (currently 16 million Euros for Darfur region) German State Secretary Friedrich Kitschelt had a meeting with Sudan's Foreign Minister Ali Karti (Berlin, June 2014) Requirements: improve the human rights situation, settle the armed conflicts and put in place vital foundations for sustained poverty reduction, cater for freedom of religion and freedom of conscience 10

11 German-Nigerian development cooperation Thematic priority: economic development For direct intergovernmental cooperation with Nigeria in the period , Germany pledged a total of 24.5 million euros BMUB s International Climate Initiative Aims: climate change mitigation & adaptation, conservation of biodiversity Call for proposals until 25 June 2014 Two consecutive projects ( and ) in Ethiopian Kafa BR with funds of more than 5 million Carbon storage through reforestation Watershed management Monitoring systems, trained rangers, sustainable use Enhancement of community-participation Development of ecotourism Further info:

14 Recommendations Update the site information of your BR in UNESCO BR online database Clarify the BR management structures and provide contact details online Exercise periodic reviews which identify needs for project support that can be served by donors Conduct monitoring and identify research gaps Raise international awareness for the BR online (BR website, Wikipedia) Report your insights to your key stakeholders Conclusion Institutional framework for sustainable development Holistic, ambitious, promising, monitored/reviewed approach Valuable concept and hub for multifaceted African- German cooperation on sustainable development Challenge is to get them functional in respect of their claim to be model regions so that they impact on other regions and type of PAs Germany can learn from your best practices on the design of the human-nature relationship The future we want 14
