Ag District 3 Review 4 The Wyoming County Soil and Water Conservation District received notice from NYS Agriculture and Markets to begin the Agricultural District Review for District 3.

Every 8 years a district must be reviewed under Agriculture and Markets Law.

The review must also consider how District farms and farm acres have furthered the purpose for which it was originally established, the extent to which it has achieved its original objectives and its

4 Ag District 3 Review 4 The Wyoming County Soil and Water Conservation District received notice from NYS Agriculture and Markets to begin the Agricultural District Review for District 3. This district includes the Towns of: Covington, Perry, Castile, Genesee Falls, Pike and portions of Gainesville, Warsaw and Middlebury. Every 8 years a district must be reviewed under Agriculture and Markets Law. The review is designed to gauge the District s effect on local government policies concerning community development, environmental protection and preservation of the agricultural economy. The review must also consider how District farms and farm acres have furthered the purpose for which it was originally established, the extent to which it has achieved its original objectives and its degree of consistency with community economic and land use conditions. The agricultural districts are not permanent, but instead change through time. Every 8 years, the County reviews each district and the Board of Supervisors decides whether to continue, terminate or modify the district. In the past, some districts have been merged together, which is why there is no current Ag District 1. Individual parcels are also added and removed from the districts during this 8-year review process, so the districts better reflect current land use. Finally, property owners may request to have their parcels added to an agricultural district during the Annual Review, which takes place from December 1st to December 30th in Wyoming County. The Annual Review is open to any of the agricultural districts in the County, so the districts may change even on a yearly basis. Wyoming County has long recognized the importance of agriculture. To place additional protection on our valuable agricultural lands, the first agricultural district was created in 1975 in Wyoming County. The County currently has 4 separate agricultural districts, which cover approximately 250,000 acres or about 2/3 of the County. These districts consist of viable agricultural lands, or, in other words, lands that are currently used for agriculture or may be used for agriculture in the future. 5 Storage Success 5 The Fugle Dairy Farm is a multi-generation farm that operates in the Town of Sheldon, Wyoming County, within the Buffalo Creek Watershed. Although Fugle Dairy Farm is well under the animal number requirement for CAFO (Concentrated Animal Feeding Operation) permitting, the farm has taken many steps, and made many improvements to the farm that would otherwise be required by CAFO regulations. Transfer System, the farm also implemented a Riparian Buffer System as part of this project. Recognizing the water quality benefits of a riparian buffer, the farm completed a 0.41 riparian herbaceous buffer along an agricultural ditch to filter out sediment and nutrients before they reach the watercourse. Construction of the Waste Transfer System Construction of the Waste Storage begins The farm has a current CNMP and has been actively involved with the AEM process with the implementation of water quality BMP s on their farm. In the past, the farm completed a silage leachate management system and a vegetated treatment area. Most recently, Fugle Dairy Farm has completed the installation of a long-term agricultural waste storage and transfer system. This system will allow the farm to store their waste for six months, allowing the farm to spread manure at optimum times, both for reduced runoff and nutrient utilization, rather than spreading manure daily, oftentimes in inclement weather. The farm worked with a Professional Engineer to develop a design that would work for the farm, and a local contractor from Wyoming County completed the work of installing the waste storage with a concrete bottom and ramp, transfer lines and drop structures, fencing, a grassed waterway with water control structures, and a surface drainage inlet. In addition to the Agricultural Waste Storage and Funding for this project was made possible through the Agricultural Non-point Source Pollution Control & Abatement Program through the NYS Dept. of Agriculture and Markets. The Wyoming County SWCD worked closely with the farm, engineer, and contractor to ensure the best end result for all. The Wyoming County SWCD is working with the Erie County SWCD, who also have a farm that has implemented a silage leachate management and control system, to complete this grant. 6 6 Trees for Tribs Update Mumford Dairy Spring Tree Planting along the Oatka Creek in Mumford The Trees for Tribs Program offered by the NYS Department of Environmental Conservation took off in full force this spring. We had a total of 25 planting sites throughout the following counties: Wyoming, Ontario, Monroe, Genesee and Livingston County. The watersheds listed below show the number of plantings sites per watershed: Oatka Creek Watershed, 14 planting sites Honeoye Creek Watershed, 8 planting sites Upper Black Creek, 3 planting sites Genesee River from Mt Morris Dam to Scottsville, 0 planting sites Throughout the following planting sites we were able to plant approximately 7,700 tree and shrub species this spring. Ontario County Soil and Water Conservation District took approximately 3,050 tree and shrub species to use on a stream stabilization project. This brings our grand total to 10,750 tree and shrub species planted this spring. We are currently expecting 2,096 tree and shrub species to be delivered to the office September 21st for our fall plantings. This includes 12 planting sites and all tree and shrub species to be planted. This program wouldn t have been as easy without the help from the following organizations and volunteers: Genesee County Soil and Water Conservation District; Ontario County Soil and Water Conservation District; Monroe County Soil and Water Conservation District; Oatka Creek Watershed Committee; Monroe County Department of Parks and Recreation; Trout Unlimited Chapters (Seth Green Western NY and Canandaigua); the Trees for Tribs Program for the Genesee River Basin; the NYS Department of Environmental Conservation s Saratoga Nursery; Black Creek Watershed Coalition; students from McQuaid and Sunderland High Schools; CEI-Genesee RiverWatch; Knights of Columbus Caledonia Council and many other individuals. 8 8 Additional Funding for Water Quality and Erosion Control The Wyoming County SWCD has recently received additional funding to implement Best Management Practices in the Genesee River Watershed. After additional funding became available through the NYS Ag. Non-Point Source Pollution Control and Abatement Program, the Wyoming County SWCD was awarded funding to coordinate a $1.47 million project to implement BMP s on 3 farms in the Genesee River Watershed. Additionally, the Wyoming County SWCD was recently awarded funding through the Genesee River Erosion and small scale Sediment Control Mini-Grants of the NYS Dept. of Ag. & Markets to implement cover crops and erosion control practices on 3 farms in the Genesee River Watershed. The Wyoming County SWCD is excited to bring more NYS funding to our local farms!
