1 Draft Roadmap on Convergence of Mahatma Gandhi NREGA with other schemes in Haryana Rural Development Department Haryana, Chandigarh.

2 Roadmap on convergence of MGNREGS with other schemes in Haryana Ministry of Rural Development, Government of India has declared financial year as the year of convergence in Mahatma Gandhi NREGA and requested all the states to develop roadmap for convergence. The purpose of this roadmap is to optimize public investments for creating durable and productive assets and securing livelihood of rural households through convergence of MGNREGA works with the resources of other programmes/schemes available with Rural Development Department and other Line departments. To draw the convergence roadmap, one day "State level workshop on convergence of MGNREGA with other schemes of various line departments" was organized by the State Govt. with the help of Govt. of India, Ministry of Rural Development. Detailed discussion was held on mode of convergence, activities to be taken up under convergence, implementation modalities, institutional arrangements, monitoring, supervision & quality assurance mechanism, district initiatives and learning's from convergence activities done in the state. The draft State level convergence roadmap of MGNREGA with other schemes is given below: Modalities of Convergence: All convergence initiatives should be within the objectives of the Mahatma Gandhi National Employment Guarantee Act and provisions outlined in the guidelines of the respective converging programme. Only MGNREGA registered households will be utilized for MGNREGA component. Financial Resources and / or Technical expertise of line departments may be utilized in works implemented by the Panchayats as PIA. The line departments may also act as PIA in implementation of MGNREGA works. Mode of convergence Funds may be utilized from other schemes, to meet cost of an identified part of the project that could result in enhanced durability of assets created / proposed using MGNREGA funds.

3 Funds may be made available from other schemes as livelihood component for putting to use for livelihood, assets created / proposed using MGNREGA fund. Provision for technical input from line department officials and technical experts during the work execution for improving the quality of assets created / proposed or for capacity building for using assets for livelihood under MGNREGA. Gap filling, pooling funds of MGNREGA and other schemes and deploying pooled funds for creation of an asset. Combination of two or more of the above modes.

4 To enhance the value of work, durability of assets and gap filling, convergence of MGNREGA with other department schemes/ programmes becomes all are the important. Within the parameters of MGNREGS convergence guidelines, the roadmap for the proposed mode of convergence of MGNREGS with different schemes is as under: S. 7 Identification of Nodal Officer Rural Development Department, Government of Haryana has already appointed Director, Rural Development Department as the State Nodal Officer for Convergence of MGNREGA with other Schemes. In the absence of State Nodal Officer, Project Officer (MGNREGA), Rural Development Department, Haryana will coordinate the activity of convergence. Nodal Officer has also been appointed by the converging departments. Institutional arrangements for Convergence State level Convergence Coordination Committee (SCCC): A State level Coordination Committee has been constituted under the Chairmanship of Chief Parliament Secretary comprising the Principal Secretary of all the line departments for planning, technical support, monitoring and supervision of convergence activities initiated through MGNREGA. Role and Responsibility of the State Coordination committee: i) To examine feasible proposals from the line departments to ii) iii) iv) incorporate under MGNREGS. Dovetailing of funds from other departments components. Better coordination with other programme at the level of the Management, Planning and Implementation of works. Advising the State Govt. on all matters concerning MGNREGS. v) Monitoring the implementation of MGNEGS. vi) vii) The headquarters of the Committee will be at Chandigarh. The Committee will hold its meeting on quarterly basis. District Level Task Force Committee for Convergence: To execute the convergence model at Panchayat, Block and District level, a district level Task Force Committee for convergence has been constituted under the Chairmanship DPC, MGNREGA of all Line Departments. Role and Responsibility of District Level Task Force Committee for Convergence: i) To examine feasible proposals from the line departments to ii) iii) incorporate the same in the Annual Shelf of Projects of MGNREGS. Other department s components proposed to be dovetailed with MGNREGS funds are to be reflected separately. Time frame for each activity to be prescribed. iv) Approval of cost estimates and administrative sanctions of schemes by the DC-cum-DPC, MGNREGS.

8 v) Better coordination with other programme at the level of the vi) vii) viii) ix) Management, Planning and Implementation of works. To ensure coverage of all Gram Panchayats under MGNREGS. Intensive awareness generation, specially on Right to Work of the rural households. To check delayed payments specially to MGNREGA workers. Full implementation of MGNREGS MIS. x) To prepare the Annual Reports on MGNREGS with short term and xi) xii) xiii) xiv) xv) long term benefits. Allotment of atleast 50% works in terms of costs to each Panchayat. However, the line departments may execute the works through the Gram Panchayats who would release the payments to the department concerned. Implementation of MGNREGS in accordance with the provisions of the Act at each level. Incentive funds from Central and State schemes to such Panchayats which have implemented maximum MGNREGS works in their areas. The frequency of meetings should be quarterly. However, the first meeting may be convened at the planning stage i.e. prior to start of the financial year, next meetings may follow during the period of seasonality of unemployment cycles in the districts. The Task Force would submit the reports to the Rural Development Department on quarterly basis. Convergence Process: Project for convergence work will be Identified and approved by Gram Sabha. Works identified under convergence will be included in the shelf of projects. Planning for optimal use of available resources for convergence at district level. Development of technical proposal and estimates at respective level. Prime role for developing technical proposal will be held with the expertise of line departments. If source of funding is more than one department i.e. other than Mahatma Gandhi NREGA then both/all departments will prepare a

9 composite project clearly defining activity wise budget and/or technical support. The implementing department of the converging programme will provide necessary technical expertise to the Gram Sabha so that convergence takes place in complementary manner. The programme Officer, Mahatma Gandhi NREGA and the Gram Panchayat will be responsible for linking wage worker with the identified implementing agencies for convergence project. E-muster roll will also be generated by Programme Officer, Mahatma Gandhi NREGA for all PIAs. Works for which funds are not pooled, both the schemes will maintain separate accounts for the project and will have separate Project IDs Projects in which funds are dovetailed from other schemes to meet the cost of an identifiable part of the project, a complete project proposal including all project activities and budget will be prepared. All wage and material payment of MGNREGA activities will be made directly through e-fms. Issue of digital signature to all line department designated officers. The 60:40 ratio for wage and material costs will be maintained at Gram Panchayat level for works to be taken up by Gram Panchayats. For the works to be taken up by all other agencies will be maintained at the Block level. 12 Costing Estimates will be framed by the concerned Line Department following the national and state level norms, duly delineating the activities to be taken up along with the scheduling calendar. For the labour component, piece rate basis for the activities shall also be provided to ensure optimum work output of the wage seekers. Location The location of the works will be identified by the concerned Line department. Identification of beneficiaries The beneficiaries will be identified by the Gram Sabha during the labour budget planning at the GP level which typically takes place during Nov- Dec. Convergence to take place where there is overlap between the beneficiaries of both the Departments. Planning The location of the convergence projects at the Gram Panchayat level shall be identified jointly by the concerned district level officers of the two departments. The joint estimate shall be used for estimating the cost of the project, while the beneficiaries shall be identified in the labour budget gram sabha at the GP level. Sanction Under MGNREGA, the technical sanction of the convergence scheme will be accorded by the concerned Line Department at the District level. The financial sanction shall be accorded by the DPC. After obtaining sanction, a copy of the same needs to be provided to both the Departments. Implementation The works will be implemented as two separate projects. These two projects will have separate Work Commencement Order and work completion Certificate. Photographs of before, during and after need to be uploaded in the MGNREGA MIS website.

13 Meetings Coordination meetings will be regularly held between the concerned officers of the two Departments at sub-division, district and state level to take stock, iron out issues and share information. Monitoring and evaluation Monitoring and Evaluation of the outcomes shall be carried out by the district and head office of the respective departments both individually and jointly as well. Monitoring reports shall be shared by both the Departments with each other. Transparency safeguards Two agencies are working in the same area by dove-tailing their components it is imperative that duplicacy of the activities or double payment or double billing be avoided. Both the Departments need to ensure that the following transparency safeguards are strictly adhered to: a) For every project, a unique Work Id will be generated by the MGNREGA MIS which needs to be referred to in all the administrative and financial records of both the Departments. b) The Joint Estimate needs to clearly delineate the activities of the two departments - component wise, and the funds need to be strictly utilized only for the earmarked activities to prevent duplicacy. c) Joint project information board to be set up at the worksite which will be funded under MGNREGA and will indicate the investments by both the departments. MGNREGA MIS Line Department shall make available the expenditure vouchers of their component for entry in the MGNREGA MIS. MGNREGA Social Audit Line Department shall provide the expenditure vouchers to the Social Audit Unit and also attend the Social Audit at the GP level to respond to queries of the Gram Sabha and take corrective action if any.
