1 INTERNATIONAL CONFERENCE & WORKSHOP Public Private Partnerships in Transport and Road Infrastructure (How to Develop a Successful PPP Project) 22 nd 23 rd of November 2012 Płock, Poland Background information Efficient transport is a crucial component of economic development, in a global and national scale. Transport availability affects the development scheme and sometimes can be a barrier to economic growth within individual nations. A reliable road network is essential for economic development as it allows countries to integrate into regional and global markets, can lower production and transaction costs and stimulates capital investment in a region. Public-private partnerships can fill the capacity gap and help developing countries build and maintain their transportation networks. There is no single European model of a PPP but the formula have a number of common characteristics: it involves concessions or other contractual arrangements with public bodies (federal, state or local) whereby the private sector makes a service available to the general public; the risk is sharing between both of the

2 partners and others like long term between the parties exists. It also requires commitment, clear rules and frameworks including transparent procurement. The conclusion is that the experience with transport infrastructure in CEE countries of Europe in the past years shows that, to be successful, a PPP scheme must have strong government support and long-lasting government engagement. Despite the current political and financial difficulties PPP remains an attractive source of finance for the public sector - well-structured PPP projects continue to provide an attractive investment and can be used by the public sector to stimulate the economy. Taking into consideration the main theme of the conference, the participant of the event will identify key methods of adopting the national strategies, policies and frameworks in PPP; will apply UNITAR self-assessment tools to rate and compare relevant PPPs projects in transport and finally will explore financing and practical integration of selected practices in PPP projects. 3 Content The conference & workshop contents are composed of the following: Learning objectives Overview of international PPPs projects, Legal issues and strategies for international PPPs projects, Funding/financial issues and strategies for international PPPs projects, Technological issues and strategies for international PPPs projects, Good practices and key case studies in PPPs projects. Participants will identify key methods of adopting national strategies, policies and frameworks in PPP, Participants will apply UNITAR self-assessment tools to rate and compare relevant PPPs Projects in Europe, Participants will explore financing and practical integration of selected practices in PPP Projects in Europe. About City-Share methodology UNITAR and CIFAL Płock will use the CityShare methodology during the workshop. It aims at optimizing peer learning between local officials. It consists of various processes of selfassessment, distillation and transmission of experiences and good practices. It is also composed of several tools which provide a common framework for the evaluation of experiences made by the participating cities and offer a common language for the exchange and assimilation of contextualized experiences, as well as a roadmap for action and progress. Structure The conference structure consists of the following pillars: Keynote presentation and participatory discussion, Case studies from participant countries, Overview of good practices, key challenges, and lesson learned, UNITAR CityShare methodology Certificates of completion Each participant will receive a prestigious Certificates of Completion of learning course on Public-Private Partnerships in Transport and Road Infrastructure, jointly signed by United Nations Institute of Training and Research (UNITAR) and its Associated Training Centre CIFAL.
