2 Participation Members of 13 Country IPC TWG and members of the Regional IPC Steering Committee

3 Purpose : consolidate achievements during 2010/2011 in the implementation of the IPC within East and Central Africa Our objectives were to: To work with country-level IPC practitioners to consolidate the Regional IPC map. To facilitate IPC-related technical discussions and strengthen regional capacity in food security situation analysis. To share progress, achievements and challenges experienced over the past year.

4 Day 1 To produce a regional harmonized map Result: 7 country maps were updated : Ethiopia, Kenya, RCA, Rwanda, Sudan, Tanzania and Uganda. Sub-regional cluster cross-border discussions: Similarities and differences were highlighted: Similar livelihoods Climate Food prices Conflict Currency Trade Movement of people Crop & livestock production Trade routes Health Seasonal rainfall performance Refugee Camps & IDPs Livestock & crop diseases Humanitarian access Issue raised: Cross-border analysis should take place during seasonal analysis with neighbouring countries developing a dialogue to analyze border areas.

6 Day 2 To share progress, achievements and challenges experienced over the past year We discussed ways the regional IPC has been used over the past year: Use for improved preparedness: contingency Advocacy Fundraising Informing programming Clusters, Govt, INGO We discussed ways it could be more effectively used in the coming year: Enhance decision making & response analysis Harmonize border LZs and seasonal analysis Collect more cross-border data/sharing info Sub-regional clusters analysis Highlight opportunities: intra/inter country grain reserves Regional chronic analysis to inform development Use of IPC products by communities

7 KEY ACHIEVEMENTS for 2011 Burundi and Tanzania : Institutionalisation, capacity building, quality improvement and use of IPC for key decision making and fundraising Kenya : IPC became the principal classification tool Djibouti : Initialization of the IPC at national level through creation of relevant working groups and platforms Ethiopia : IPC roll out concept note submitted to Government Republique Centre Africaine : Secured funding through the CAP to implement IPC Version 2

8 KEY ACHIEVEMENTS for 2011 Republique Democratique du Congo : Secured funding to ensure IPC survive and managed to produce analysis Rwanda : Sensitization of the Government to be part of the IPC process next year South Sudan : Quarterly use of IPC for analysis Somalia : Use of IPC for scenario development and food security outcomes Sudan : Last IPC maps included livelihood zone analysis Uganda : Piloted and produced a chronic prototype map

10 June 2011 Advocacy - Information Sharing - Alerts As early as Nov 2010, La Niña Task Force called for pre-emptive livelihood support to mitigate the effects of the drought Call for pre-emptive action to protect Livelihoods from confirmed La Niña event (Nov 2010) Need for coordinated assessments and pre-emptive responses at country level to mitigate impact and protect livelihoods (Dec 2010) Below-average March to May rains forecast in the Eastern Horn - Current crisis likely to worsen (Mar 2011) Persistent drought continues to cause food insecurity in most parts of the region (Apr 2011) Drought conditions severely impacting Food Security in the Eastern Horn of Africa (May 2011) Food Security emergency continues in the eastern Horn; humanitarian response inadequate (June 2011) Famine declared in Somalia: Massive multisectoral response is critical (July 2011) More people require emergency assistance as the drought worsen (August 2011) Messages shared with donors and key actors since Nov 2010 through coordination, meetings, s & website (

11 The Regional IPC provided media with info from a data based process, backed by country-level consensus The article from Le Monde explains that the food security situation is harder to determine in Ethiopia, since Ethiopia has not yet fully embraced the IPC project

14 Integrated Food Security September June 2011 July 2010 Food Security & Nutrition Working Group Central & Eastern Africa IPC Regional Map highlights HOA Crisis The eastern Horn of Africa is facing an emergency food security situation The eastern Horn of Africa has now experienced 2 consecutive seasons of significantly below-average rainfall. This has resulted in: Failed crop production Substantial livestock mortality Record level food prices Millions of people cannot meet basic survival needs, emergency levels of acute malnutrition are widespread and famine has been declared in different areas of southern Somalia. Most affected countries: Somalia, Kenya, Ethiopia and Djibouti The most serious food insecurity situation in the world today in terms of both scale and severity
