5 (4) The Ministry of Agriculture and Cooperatives has announced the Thai Agricultural Standard on Duck Breeder and Meat-Type Duck Farm on 21 May B.E (2003) and published in the Royal Gazette on 23 July B.E (2003). In order to make the above standards more specific for each type of duck, to take into consideration the changing practices, and to encourage the raising of duck breeder hygienically and further produce healthy ducklings, the Agricultural Standards Committee, therefore, deems it necessary to revise this standard and establish the standard on Good Agricultural Practices for Duck Breeder Farm as a stand-alone standard to be used to improve duck breed farming to be accepted domestically and internationally. This standard is based on the following documents: TAS Thai Agricultural Standard on Duck Breeder and Meat-Type Duck Farm. National Bureau of Agricultural Commodity and Food Standards, Bangkok. 4 p. 6 NOTIFICATION OF MINISTRY OF AGRICULTURE AND COOPERATIVES ON THE ESTABLISHMENT OF THAI AGRICULTURAL STANDARD: GOOD AGRICULTURAL PRACTICES FOR DUCK BREEDER FARM UNDER THE AGRICULTURAL STANDARDS ACT B.E (2008) Whereas it deems necessary to amend the Agricultural Standards on Duck Breeder and Meat-Type Duck Farm under the Agricultural Standards Act B.E (2008) so as to make it suitable to the present situation, By virtue of Sections 5, 15 and 16 of the Agricultural Standards Act B.E (2008), and the decision of the Second Session dated 2 May B.E (2016), the Minister of Agriculture and Cooperatives hereby issues this Notification on Establishment of Thai Agricultural Standard as follows: 1. The Notification of the National Committee on Agricultural Commodity and Food Standards on Thai Agricultural Standard entitled Duck Breeder and Meat-Type Duck Farm B.E (2003) dated 21 May B.E.2546 (2003) is repealed. 2. The Thai Agricultural Standard on Good Agricultural Practices for Duck Breeder Farm (TAS ) is established as a voluntary standard, details of which are attached herewith. This notification shall come into force after the date of publication in the Royal Gazette. Notified on 26 July B.E (2016) General Chatchai Sarigalya Minister of Agriculture and Cooperatives
7 TAS THAI AGRICULTURAL STANDARD GOOD AGRICULTURAL PRACTICES FOR DUCK BREEDER FARM 1. SCOPE This Thai Agricultural Standard covers good agricultural practice requirements for duck breeder farm including farm components, feed, water, farm management, animal health management, animal welfare, environmental management and recording. The purpose is to produce fertile egg to further produce healthy and good quality meat duck and egg laying duck. 2. DEFINITIONS For the purpose of this standard: 2.1 Duck breeder means grandparent stock or parent stock that can produce fertile eggs to yield good quality ducklings for meat and egg production. 2.2 Duck breeder farm means an establishment used for raising duck breeders to produce fertile eggs for commercial purpose, which covers duck houses, feed storage, egg sorting, egg storing, carcass destruction areas etc. 2.3 Duck house means building or roofed structure for raising duck breeders. There are two types i.e. controlled and uncontrolled environment. 3. REQUIREMENTS Requirements on good agricultural practices for duck breeder farming are as in Table 1: Table 1 Requirements on Good Agricultural Practices for Duck Breeder Farming Items Requirements 1. Farm components (1) Location 1.1 Farm location shall be approved by the local government authority. 1.2 Farm shall be located in an area that is suitable for raising duck breeder, not affect community, be conveniently accessed, and be supplied with clean water adequate for raising ducks. 1.3 Farm shall be located in the surroundings that do not have potential risk of contamination from physical, chemical, and biological hazards.
8 TAS Items Requirements (2) Design and lay-out 1.4 Farm size shall be suitable for duck raising and not affect duck s health and environment. The farm shall be fenced. 1.5 Farm shall be well laid out and the areas shall be appropriately and clearly separated in accordance with their objectives such as areas for duck raising, feed storage, tools and equipment storage, carcass disposal, garbage and waste gathering, and residence. (3) Duck house 1.6 Duck house shall be built with durable material, easy to clean and maintain, and well ventilated. Duck house shall be designed and constructed in such a manner that poses no harm to workers and ducks. 1.7 Availability of sufficient area for hygienic raising and ducks to express their innate behaviour. 1.8 Environmental conditions inside duck house shall be appropriate for raising ducks. 1.9 Duck house shall be able to prevent other birds from entering In case of using litter inside duck house, litter materials shall be new, clean, dry, and disinfected prior to use. 2. Feed 2.1 Feed shall comply with quality and standards under laws and regulations concerning feed quality control. 2.2 In case of on farm feed preparation, prohibited substances under laws and regulations concerning feed quality control shall not be used. 2.3 Feed shall be preliminarily checked for physical quality and take samples for laboratory analysis, in case of problem or doubt occurs. 2.4 Feed containers shall be clean, appropriate to the number and age of ducks and placed at the positions accessible to all ducks. 2.5 The mixing of chemicals or drugs in feed for treatment shall be under the supervision of the farm veterinarian. The medicated feed shall be stored separately from common feed and identified. 2.6 Feed storage facilities that are able to prevent feed from contamination and deterioration shall be provided. 3. Water 3.1 Water source used on farm shall be located in the area that does not pose contamination risk from hazards.
9 TAS Items 4. Farm management Requirements 3.2 Water used for feeding and on farm shall be clean, suitable, and sufficient for the purposes of use. (1) Farm management manual 4.1 Availability of farm management manual that contains details on the important operations, i.e. raising system, feeding and watering, farm management, animal health and welfare management, environmental management and record keeping system. (2) Personnel 4.2 Number of personnel shall be appropriate to the number of ducks. Duty and responsibility of the personnel shall be clearly assigned. 4.3 Personnel who is responsible for raising ducks shall have knowledge and be trained properly. 4.4 Availability of supervisor who is specialized in animal husbandry or experienced personnel who has been trained on animal husbandry/animal science 4.5 Availability of farm veterinarian holding the certificate of poultry farm supervision to overseeduck s health 4.6 Personnel shall have good personal hygiene and annual health check. (3) Cleaning and maintenance 4.7 Duck house and tools and equipment shall be clean, hygienic, maintained in good condition, and safe for ducks and workers. 4.8 Duck house and tools and equipment shall be cleaned and disinfected after moving the flock out and prior to the introduction of new flock. 4.9 After removal of previous flock, the house and tools and equipment shall be cleaned and disinfected. Effectiveness of the cleaning shall be checked e.g. by swab test. The house shall be kept vacant for a certain period of time as required by the Department of Livestock Development Chemicals, disinfectants, or hazardous substances applied in various production steps shall be used in accordance with the instruction on the label registered with the Department of Livestock Development or the recommendations of the poultry farm veterinarian. (4) Egg management 4.11 Eggs shall be hygienically collected, cleaned and disinfected and stored in the suitable condition.
10 TAS Items Requirements 5. Animal health (1) Disease prevention and control 5.1 Management of animal health, drug usage, medical supplies and vaccination programme shall be under supervision of a farm veterinarian or a person assigned by the farm veterinarian. 5.2 Disease prevention and disinfection shall be carried out on vehicles, tools and equipment and persons prior to entering and leaving the farm. Recording of visitors shall also be required for tracing. 5.3 In case of disease outbreak or suspicion of outbreak, the laws and regulations concerning animal epidemics and recommendations of the Department of Livestock Development shall be followed. 5.4 Carcass disposal shall be managed under consideration of the farm veterinarian by using proper methods. (2) Disease therapy 5.5 Disease therapy shall be under supervision of a farm veterinarian complied with the Veterinary Profession Act B.E (2002) and its amendments as well as requirements of the Thai Agricultural Standards TAS 9032 entitled Code of Practice for Control of the Use of Veterinary Drugs. 6. Animal welfare 6.1 Ducks shall be raised in appropriate living conditions. In case of sick, injured, crippled or culled off, they shall be treated in an appropriate manner, not to cause suffering. 7. Environment 7.1 Garbage, trash and duck feces shall be disposed off or managed by appropriate and hygienic methods. 7.2 Possible leak of effluent shall be prevented. Effluent shall be treated prior to discharging to public water sources. 7.3 Prior to removing used litter after removal of previous flock, scattering of dust from the used litter shall be prevented. 7.4 Biohazard waste shall be destroyed separately under consideration of farm veterinarian by appropriate methods. 8. Recording 8.1 Data on the important operations of farm management affecting health, productivity, and disease control shall be recorded.
11 TAS Items Requirements Covering: Records on personnel management such as operational organization chart, number of personnel, duties and responsibilities of the personnel, health check, and history of training Records on production management such as flock information, feed, farm management and produce Records on disease prevention and treatment such as information on usage of drugs, vaccines, chemicals as well as veterinary drugs prescription. 8.2 Records shall be kept for at least three years.
