4 (3) Oil palm bunch collection center is an establishment used for gathering oil palm fresh fruit bunches from growers and subsequently delivered to crushing mills. In order to promote qualified oil palm bunches and good raw materials of such produce in the production processes of palm oil, the Agricultural Standards Committee deems it necessary to establish the Thai Agricultural Standard on Good Manufacturing Practices for Oil Palm Bunch Collection Center. This standard shall be jointly implemented with the Thai Agricultural Standard, entitled Oil Palm Bunch (TAS ). This standard is based on the following documents: National Bureau of Agricultural Commodity and Food Standards. B.E (2009). Thai Agricultural Standard (TAS ). Oil Palm Bunch. National Bureau of Agricultural Commodity and Food Standards. B.E (2010). Thai Agricultural Standard (TAS ). Good Agricultural Practices for Oil Palm.
5 NOTIFICATION OF MINISTRY OF AGRICULTURE AND COOPERATIVES SUBJECT: THAI AGRICULTURAL STANDARD: GOOD MANUFACTURING PRACTICES FOR OIL PALM BUNCH COLLECTION CENTER UNDER THE AGRICULTURAL STANDARDS ACT B.E (2008) Whereas the Agricultural Standards Committee deems it necessary to establish an agricultural standard on Good Manufacturing Practices for Oil Palm Bunch Collection Center as a voluntary standard in accordance with the Agricultural Standards Act B.E (2008) to promote such agricultural commodity to meet its standard on quality and safety. By virtue of Section 5, Section 15 and Section 16 of the Agricultural Standards Act B.E (2008), the Minister of Agriculture and Cooperatives hereby issues this Notification on the Establishment of Thai Agricultural Standard: Good Manufacturing Practices for Oil Palm Bunch Collection Center (TAS ), as a voluntary standard, details of which are attached herewith. 6 TAS THAI AGRICULTURAL STANDARD GOOD MANUFACTURING PRACTICES FOR OIL PALM BUNCH COLLECTION CENTER 1 SCOPE This standard establishes Good Manufacturing Practices for Oil Palm Bunch Collection Center. It provides detailed practices covering from oil palm bunch receiving, storage handling and transportation of oil palm bunches to the crushing mills in order to obtain oil palm bunch of qualified quality and safety suitable to be used as raw materials in the crushing mills. 2 DEFINITIONS For the purpose of this standard: 2.1 Oil palm means a tree crop with the scientific name of Elaeis guineensis Jacq., producing fruit bunches for commercial purpose, such as Tenera hybrid varieties Oil palm bunch collection center 1 means a place where oil palm bunches are purchased, sold or transported to the crushing mills. The oil palm bunch collection center consists of office building, weigh station, loading and storage handling areas before transportation. 3 REQUIREMENTS AND INSPECTION METHODS Requirements and inspection methods shall be as in Table 1. Table 1 Requirements and Inspection Methods (Section 3) Items Requirements Inspection Methods 1. Oil palm bunch collection center 1.1 Location 1.1 The oil palm bunch collection center shall be located in an area with no risk of contamination to the produce quality and adverse impact to the environment. 7 TAS Items Requirements Inspection Methods 1.2 Operating areas 1.2 Separate operating areas shall be provided and adequate for the operations. 1.2 Check operating areas. 1.3 Tools and equipment Weigh station shall be equipped with standardized scale An oil palm bunch loading track shall be solid plate without any punch mesh or equipment installed to separate loose fruits Tools and equipment shall be adequate for operations and ready for use Check the accuracy of scale and the test certificate issued by the Ministry of Commerce Check the oil palm bunch loading track Check tools and equipment. 1.4 Facilities Sufficient lighting for operations shall be provided Personal Protective Equipment (PPE) shall be provided for operators Adequate drainage and waste disposal shall be provided Adequate cleaning facilities shall be provided Adequate personal hygiene facilities and toilets for operators shall be provided Visual inspection of brightness Check the PPE Check the drainage and waste disposal Check the cleaning facilities Check personal hygiene facilities. 2. Control of operations 2.1 Current purchasing price board of oil palm bunch shall be updated and obviously seen. 2.2 Receive only quality and safe oil palm bunches conforming to TAS Control measures for oil palm bunch handlings shall be in place to prevent damage or contamination. 2.4 Inspect oil palm bunch qualities conforming to the requirements of TAS A skilled supervisor is required to control the operations properly. 2.1 Check the price board. 2.2 Check the record of oil palm bunch receiving. 2.3 Check operations and/ or records. 2.4 Check the record of quality inspection. 2.5 Check operations and interview.
8 3 TAS Items Requirements Inspection Methods 3. Maintenance and sanitation 3.1 Cleaning 3.1 Operating areas, tools and equipment shall be regularly cleaned and maintained. 3.1 Check operating areas, tools and equipment. 3.2 Control of disease carrier animals 3.2 Preventive and control measures against disease carrier animals shall be in place. 3.2 Check preventive measures against disease carrier animals. 3.3 Waste management 3.3 Appropriate waste management shall be conducted. 3.3 Check waste management. 4. Transportation 5.1 Appropriate loading area and transport vehicles shall be provided and not cause any contamination to oil palm bunches. 5.2 During the transportation, oil palm bunches shall be carefully handled in order not to cause any damage or quality deterioration. 5.3 Oil palm bunches shall be delivered directly to the crushing mill within 24 hours after receiving from growers. 5.1 Check the loading area and transport vehicles. 5.2 Check handlings during the transportation. 5.3 Check the record of transportation. 6. Personnel 6.1 Personnel shall acquire knowledge and skills in the operations. 6.2 Appropriate health care and welfare management for operators shall be provided. 6.1 Check the record of training or interview the operators. 6.2 Check health care and welfare management or interview the operators.
9 TAS Record keeping Items Requirements Inspection Methods 7.1 Operations, transportation and other useful information shall be recorded for traceability purpose. 7.1 Check records. 7.1 Records shall be kept for at least 2 years 7.2 Check the record keeping. 4. Guidance on Good Manufacturing Practices for Oil Palm Bunch Collection Center Guidance on Good Manufacturing Practices for Oil Palm Bunch Collection Center is intended to provide recommended practices for the safety and suitable quality of oil palm for further processing. The details are explained in Appendix A.
10 5 TAS APPENDIX A GUIDANCE ON GOOD MANUFACTURING PRACTICES FOR OIL PALM BUNCH COLLECTION CENTER (Section 4) A.1 Oil palm bunch collection center A.1.1 Location A The location of oil palm bunch collection center shall have adequate space and be able to prevent the entry of pets and disease carrier animals into operating areas. In addition, it shall not be located in an area that may cause contamination to oil palm bunches. If it is unavoidable, effective preventive measures against the contamination caused by disease carrier animals and other contaminants that may adversely affect to the quality of oil palm bunches shall be in place. A The location area should be stable and no water logging that may lead to the contamination of soil affecting oil palm bunches. A1.1.3 The selected area should have adequate space for operation separate from office, housing, parking area, chemical storage area, chemical fertilizer, organic fertilizer and other irrelevant items. A1.1.4 The location shall be easily accessible to public transportation and utilities. A The collection center shall be surrounded with fence to prevent the entry of pets and disease carrier animals. A.1.2 Operating areas A Operating areas shall be adequate and appropriate for receiving oil palm bunches, storage handling and loading for transportation. The areas shall be clearly separated in order to facilitate the operations. In case the risk affecting the produce quality exists, contingency plans or appropriate measures shall be in place. A The operating area shall be made of durable materials, strong, smooth, and easy to clean and maintain. The floor should be designed for good drainage. A The operating area shall be maintained in a hygienic condition with good ventilation, not to cause heat accumulation. A.1.3 Tools and equipment A Appropriate scale for use at the weigh station shall be in place and able to work precisely according to the regulation of the Department of Internal Trade, the Ministry of Commerce and the record of inspection is kept as evidence. A.1.3.Loading track for oil palm bunches shall be designed appropriately with solid plate. The loading track shall have no installation of any punch mesh or equipment installed to separate loose fruits. A Adequate amount of tools and equipment shall be in place and ready for use as well as the location for equipment installation shall be convenient for the operation. A Tools and equipment shall be made of materials easy to clean, maintain and check. A.1.4 Facilities A Sufficient light shall be provided at work, particularly at the receiving area of oil palm bunches.
11 TAS A Personal Protection Equipment (PPE) shall be provided such as gloves, boots including symbols or placards related to work safety. A Facilities for water drainage and waste disposal shall be in place. A Office building and surrounding area of the collection center shall be well drained and no debris leftover in the drainage ditch. A Adequate trash bins shall be in place. A Adequate cleaning facilities shall be available. The cleaning tools shall be kept in a separate section at the appropriate place. A Adequate personal hygiene facilities and toilets for operators shall be provided. A The location of toilets shall be separate from operating areas and in good condition for use including hand wash basins equipped with cleaning kits and dryers at the front of toilets. A.2 Control of operations A.2.1 Current purchasing price board of oil palm bunch shall be updated and obviously seen at the collection center. A.2.2 Purchasing and inspecting of oil palm bunches shall be in line with the quality classification of the Thai Agricultural Standard for Oil Palm Bunch (TAS 5702) so as to meet such required quality. Purchasing of oil palm bunch shall be recorded according to the sample form of record shown in Appendix B. In case where the collection center acts as a contacted harvester for growers, workers of the collection center shall follow practices as referred to in Section A.5 on harvesting under the Thai Agricultural Standard on Good Agricultural Practices for Oil Palm (TAS 5904). A.2.3 Operations at the collection center shall be under control in order to maintain quality of oil palm bunches so long as delivering to the crushing mill. The whole processes shall not exceed 24 hours. A.2.4 Oil palm bunches shall be checked for their quality. Damage of oil palm bunches such as sprinkling, adding sand or any treatment that accelerates fruit ripening or making loose fruit shall be avoided. A.2.5 A skilled supervisor is required to control the operations properly. A.3 Maintenance and sanitation A.3.1 Cleaning A Operating areas, such as the areas of oil palm bunch receiving, storage handling and loading, shall be cleaned and maintained by setting up a cleaning programme covering cleaning methods and frequencies as well as responsible persons. A Tools and equipment shall be cleaned and maintained for efficient use. The cleaned tools and equipment shall be kept in a separate section at the appropriate place. A.3.2 Control of disease carrier animals. A Proper hygienic practices shall be in place to avoid the produce from being contaminated by animals and disease carrier animals. In case chemical is used to control disease carrier animals in the operating area, the operator shall take into account the possibility of contamination to oil palm bunches. A.3.3 Waste management A Garbage and discarded items shall be kept away from the operating areas. Appropriate methods of waste disposal shall be provided.
12 7 TAS A.4 Storage handling Oil palm bunches shall be appropriately stored before transportation and the produce shall be kept to its original freshness. In case there is risk of deterioration to the quality of the produce, appropriate contingency plan or measure shall be in place. A.5 Transportation A.5.1 Oil palm bunch loading area and transport vehicles shall be appropriate. In case where the vehicles used for handling soils, animals, animal manures, chemical fertilizers and pesticides, the vehicle shall be appropriately cleaned prior to delivering oil palm bunches. A.5.2 Transport procedures shall be carefully carried out to keep the produce to its utmost quality. A.5.3 loaded oil palm bunches shall be delivered to the crushing mill within 24 hours starting from the receiving line of the produce at the collection center. A.6 Personnel A.6.1 The operator shall have knowledge and ability to manage operations with appropriate training such as knowledge on related quality classification. A.6.2 Welfare for workers shall be appropriately provided at the collection center such as rest shelters, drinking water and First Aid Kits. A.7 Record keeping A.7.1 Records on the operations shall be completely filled out such as oil palm bunch receiving and grading, transportation and other useful information for the purpose of traceability. A.7.2 Records shall be properly done with the signatures of operator and/or supervisor. A.7.3 Records shall be documented in an orderly manner and easy to access. Such records shall be kept for at least 2 years.
