1 SUDAN FOOD SECURITY UPDATE APR 2012 North Darfur West Darfur South Darfur South Kordofan The ban of border trade with South Sudan and exemption taxes in food items by State authorities, the state has positively activated the markets. A sudden rush/flow of cereals from central Sudan has enhanced availability and restrained increasing price trend that started since the beginning of this year. Cereals prices have remarkably increased compared to March-12. FAO is planning to provide seeds (sorghum & millet) and tools in WD and Central Darfur States in preparations for the coming rainy season. Health and Nutrition situation remained stable with no outbreaks or epidemics reported and admission trend of moderately malnourished children remained stable. WFP in WD continues on the preparations on the implementation of IBSFP. In south Darfur, the food security situation is deteriorating as the lean season approaches and depleting of food stocks at the household compounded by the relatively high cost of the minimum food healthy basket; The Agricultural Bank of Sudan (ABS) has injected 5,000 MT of millet in Nyala market. State Ministry of Agriculture s had announced that they had avail seeds and tools for the upcoming agricultural season, WFP planned to conduct rapid food security assessment in South Kordofan localities. Assessment is planned to cover 14 IDPs concentrated locations, however, the authorities had approved two locations only. Sorghum price has increased by 20 percent, while goat prices have increased by 27 percent compared March 2012 prices. North Kordofan Blue Nile WFP in collaboration with state ministry of agriculture conducted comprehensive food security assessment in the state. SMOA (Animal Production Department) encourages traders to produce concentrated fodder to be sold in localities affected by poor pasture. In comparison to Macrh prices, sorghum prices (Dapar and Fetrita varieties) showed increase with 12 and 13% respectively, while cash crop (groundnut) prices decreased 24% and Sesame increased 14% compared to Mar prices. Livestock prices dropped 4% for male goat while sheep prices increase 3% compared to Mar Cereal and other food commodity prices continued to increase in the Damazine market. Insecurity, lack of access to production areas and poor production affected crop supply to the markets. The general security situation in Blue Nile remains unpredictable. Kassala Cereals pries were continuously increasing during the reporting month, price of 90 kg bag has reached SDG 180. Livestock prices continue to keep the trend line up word.

2 Sudan Food Security Update: NORTH DARFUR APRIL 2012 Highlights The ban of border trade with South Sudan and exemption taxses in food items by State authorities in North Darfur has positively activated the markets, cereal prices in the third week of April is stablized or started to decline slightly in an unexpected pattern at this time of the year. A sudden rush/flow in of cereals from central Sudan has enhanced availability and restrained increasing price trend that started since the beginning of this year. Rainfall /Agriculture Situation Food Availability Food Access/Prices Nutrition, Health and Food Utilization Light showers occurred in Kebkabiya and Saraf Omra areas. As of third of April, suddenly the there is considerable increase in quantities of cereals supplied to Fasher market. Almost all the commodities supplied coming from central Sudan. It seems traders have shifted commodities to Darfur, commodities which usually traded with South Sudan because of the border trade ban. Cereal prices as of third week of April, has changed the increasing pattern that started since the beginning of the year. Whole-sale cereal prices suddenly become stable or slightly decreasing, the sudden increase in supply of cereals has relieved markets from demand pressure temporarily. The slight decrease in whole sale price is not yet felt at consumer level; the current rush in supply is too short. WFP planning to start FFR activities in many areas, this will help to avail food in the areas of the FFR activities. The Area office planning to advance the seasonal support of some areas in May, this Livestock prices still high and increasing. Livestock raiding is becoming frequent in areas South of Fasher, in this month it has occurred twice in Alona in Dar El Salam locaity in continuation of the ongoing tribal tensions in this area. NTR Although cereal supply has increased all of a sudden, due to shift in trading with South Sudan resulting from the border trade ban by GoS, however it is not clear if the current trend will continue. It seems traders have shifted quantities already in the pipeline or enroute to South, there is doubt that, the current trend of supply will continue, as the difference in price, between here and central is not encouraging.

3 SUDAN FOOD SECURITY UPDATE:WEST AND CENTRAL DARFUR STATES Hghlights Cereals have remarkably increased compared to price in March Updated April 2012 FAO is planning to provide seeds and tools in WD and Central Darfur State (CDS) for the 2012/2013 rainy season. Health and Nutrition situation remained stable with no outbreaks or epidemics reported and admission trend of moderately malnourished children remained stable. WFP in WD continues on the preparations on the implementation of IBSFP. Rainfall /Agriculture Situation Food Availability Food Access/Prices Nutrition, Health and Food Utilization UN Agencies, NGOs and government departments provided updates on projects and plans for the upcoming rainy season in the regular food security cluster meeting. Provision of agricultural inputs (seeds and tools) is among the mian issues highlighted in the meeting. The State Ministry of Agriculture expressed concerns over the shortage of food availability, as indicated in the Post-Harvest Assessment conducted in December 2011, as well as the increase in food prices being observed in most of West Darfur markets. As a result of this WFP was requested to increase GFD ration from 50% to 100%. FAO is work hardly to provide seeds and tools for the coming agricultural rainy season in both West Darfur WFP plan of Prepositioning to inaccessible areas during rainy season has been postponed until more food is received. Cereals (millet and sorghum fatarita) are in low supply in Geneina market, Flow of millet from Chad has reduced during last week of April-12. In addition West Darfur government has enforced the bans on cereal movement outside the state which expected to stabilize the prices in the coming periods Cereal prices have increased remarkably compared to March In West and Central Darfur states (Geneina,Zalingei,Habila and Mukjar markets) average price of Sorghum (Fatariita bag 90 kg) has significantly increased by 32%, while average price of sorghum food aid increased by 28% and the average price of Millet increased by 34% compared to March Lower supply as a result of Poor harvest of 2011/2012l agricultural season has triggered the price rising. Groundnuts average price of 45 kg bag has increased from SDG 131 to 142 (8 %) in April-12 in Geneina market. However, In Central Darfur state and mainly Zalingei market average price of groundnuts remained same as March price which is SDG 178. Health and nutrition situation remains stable with no epidemics reported during the month of April- 12. International Medical Corps (IMC) released the findings of the three nutrition surveys carried out in December 2011 in Mukjar, Umdukhun and Umkher. The results show GAM rates of 13.2%, 11.1% and 11.7% in the three locations respectively. Crude and under five mortality rate are within acceptable standard levels. Diarrhea diseases are the main cause of morbidity which could lead to malnutrition. The main recommendation of the report is to apply a comprehensive health education approach related to personal hygiene and feeding practices. State Ministry of Health (SMoH) in Two staff from the State Ministry of Agriculture participated in a GIS training that was organized by VAM unit in Khartoum from 22 to 26 April.

Meetings were held with cooperating partner, millers and community leaders in El Geneina to discuss implementation of the milling voucher programme in El Geneina camps. 4 IDP camps (Abuzar, Jamma, Hujaj and Riyad) will receive milling vouchers starting in May The price was set at SDG1.755 per 7.8 Kg. collaboration with World Relief conducted a nutrition assessment in Hashaba Dadi (return village) on 26 April A total of 100 children were screened. 15% of them were found eligible for supplementary feeding and 2.7% were referred to OTP.

5 FOOD SECURITY UPDATE: SOUTH DARFUR April 2012 Highlights: In south Darfur, the food security situation is deteriorating as the lean season approaches and depleting of food stocks at the household compounded by the relatively high cost of the minimum food healthy basket; The Agricultural Bank of Sudan has injected 5,000 MT of millet in Nyala market. Rainfall /Agriculture Situation The state ministry of Agriculture started to prepare for the farming season focusing on improved groundnuts cultivation packages; being the most favorable cash crop. This season the preparations for the F2M project started earlier and the SMOA is planning to target small farmers covering all the localities. Food Availability Cereal supplies are insufficient and market supplies remained low due to insecurity. Agricultural Bank of Sudan has injected about 5000 MT of millet in Nyala market only and also has plans to inject another batch of 10,000 MT in subsidized prices to bridge the gap and stabilize the soaring cereal prices. The Strategic reserve corporation (SRC) has a stock of 19,000 MT of Sorghum stored in Nyala and is planning to distribute it in the region of Darfur. Food Access/Prices The food security situation is expected to deteriorate during the following months as a result of the reduced access to food because of high prices unaffordable by the poor communities. WFP is closely monitoring situation. Nutrition, Health and Food Utilization During April also the Nutrition unit in WFP Nyala area office has reprioritize the BSFP locations in the state based on the findings of the last comprehensive food security assessment. The onset of the lean season will be marked by the involvement of the communities in farming, with expectations of

6 Sudan Food Security Update: NORTH KORDOFAN Updated Apr 2012 Highlights WFP in collaboration with State ministry of agriculture has conducted comprehensive food security assessment in the state covering all localities. Due to poor pasture last season and as strategy to cover animal feed gap, SMOA (Animal Production Department) encourages traders to produce concentrated fodder to be sold in affected localities as animal feed. Prices of sorghum (Dapar and Fetrita varieties) showed increase with 12 and 13% respectively, while cash crop (groundnut) prices decreased 24% and Sesame increased 14% compared to Marh prices. Meanwhile, Livestock prices dropped 4% for male goat while sheep prices increase 3% compared to Mar Agriculture Situation Food Availability Food Access/Prices The State Ministry of Agriculture (SMoA), WFP, MOH, HAC, Planning & Development Directorate completed the Comprehensive Food Security conducted in 9 former localities in NK. 173 villages assessed and data collected sent to VAM Khartoum for analysis and reporting sacks of Sorghum (3960 Mts) received and distributed to the 14 localities in the state (as informed by Planning and Development directorate manager). 3-4 centres for production of concentrated manufactured animal feed established and financed for provision of animal feed in localities with poor rangeland since last season. SMOA encourage traders to get loan for the business. Traders get Sorghum from Kosti and Animal Production Department facilitate the manufacturing process. Final product will be sold in considerable prices for animal breeder in affected areas (informed by Agric planning manager SMOA). Compared to Mar 2012, increase in Sorghum prices (13%) comparatively less than increase reported in Mar (45%). Millet crop (the main food crop) showed slight increase (1%) compared to Mar prices. Increase in Sorghum prices attributed to the high need for animal feed specifically in areas where rangeland is poor. Cash crop prices reported 4% increase for Sesame and 24% drop for G/nut crop compared to Mar prices. Cereal prices are expected to continue to rise during the lean period unless continuous flow and supply from good production areas increased and receipt in all state localities. Nutrition, Health and Food Utilization NTR The state IPC technical committee conducted the monthly routine meeting to update on programme addition and new templates, which will give detailed classification for the different phases. Five days training in same issue will be started 27 th of May for committee members with support and facilitation from Khartoum.

7 Sudan Food Security Update: SOUTH KORDOFAN Updated April 2012 Highlights State Ministry of Agriculture s had announced that they had avail seeds and tools for the upcoming agricultural season, WFP conducted rapid food security assessment in South Kordofan in 2 IDPs locations. Compared to March 2012, sorghum prices have increased by 20 %, while goat prices have increased by 27 percent. Food Access/Prices Compared to March 2012, sorghum prices have increased by 20 %, while goat prices have increased by 27 percent. Continuous food price increases makes food access very difficult for poor families. Nutrition, Health and Food Utilization WFP had dispatched food to three centres in Kadugli and El kweik health centres under SFP run by SMOH, and there are ongoing process to sign FLA with SC- S to implement SFP in number of centres in SK state HAC reported that: There are 300 affected households in Lagawa, due to conflict between Maissariya Humur and Maissariya Zuruk at El raigiaga village (25 km south of Lagawa) in need of food assistance. WFP conducted rapid food security assessment in South Kordofan in two locations ( Dameek in Elreif Elshargi locality and Dilling in Dilling locality) in the two visited locations there are new and old IDP. The total IDPs in the two locations were found to be 5913 IDPs, 910 in Dameek and 5003 in Dilling. IDPs were living with host communities or in private locally made houses after being constructed by community support. IDPs depended on purchase from market to avail their food and the main income sources are daily labor and sale of livestock. season.

8 SUDAN FOOD SECURITY UPDATE BLUE NILE STATE APRIL 2012 Highlights Cereal prices and other food commodity prices continued increased in the Damazine market. Insecurity, lack of access and limited production affected crop supply to the markets. The general security situation in Blue Nile remains unpredictable. Rainfall /Agriculture Situation Food Availability Food Access/Prices The state witnesses some sporadic showers of rainfall. Insecurity and lack of access to production areas and limited production have affected crop supply to the markets, Poor pasture affected nomads animal s health and production. The low crop production and increase in cereal prices, oil seeds and livestock prices resulted in an increase in food commodity prices. Shortage of water supply resulted in less available livestock. The poor harvest of last season combined with insecurity affected animal s movements, and less food availability. In April 2012, the price of one bag (90 kg) of sorghum was 160 SDG compared to 100 SDG in Dec Livestock prices remain high in April There has been a significant increase in cash crop prices. Nutrition, Health and Food Utilization No nutrition assessments have been done. In Damazine 546 participants institutional feeding patients (TB & HIV/AIDS) were supported with Cash/food vouchers. The general security situation in Blue Nile remains calm, but unpredictable. The prevalence of insecurity, especially surrounding Bau and Kurmuk localities, may worsen the food security situation in Blue Nile State in the coming months.

9 Sudan Food Security Update: KASSALA April Highlights Cereals pries were continuously increasing during the reporting month. Livestock prices continue to keep the trend line upwards. Rainfall /Agriculture Situation Food Availability Food Access/Prices The state ministry of agriculture have set its plan for the coming growing season, where registration / renewal of agricprojects in the rain fed sector was competed for total 4760 hectare and 1050 Feddan. SMOA and ABS have a planning meeting for the agricultural credit budget for the growing season The event will continue during the 1 st week of May and the proposed budget will be out mid May. Availability of food commodities is good in the main market of Kassala, but less if compared to same time last year according to the grain traders. Grain flow- in to Kassala state markets is coming mainly from the neighboring state of Gedarif, the closer surplus area to Kassala. WFP distributed total MT assorted food commodities under in- kind GFD, FFW, SFP and IF modalities in support to persons. In addition to 15,800 food vouchers to support total person under GFD, IF and FFT modalities. Cereals prices during April were continuously keeping the trend line upwards. Average price of Sorghum 90 kg sack is SDG 180, in contrast to SDG 135 for the same amount last month. Livestock prices continue to shoot up during April attributed to lack of supply to the main markets and the relatively high prices of fodder. Lack of fodder due to poor pasture conditions has continued to be major concern for animal breeders. Goal Ireland conducted livelihoods baseline survey in Rural Kassal, Hamishkorib and Telkok localities, the survey is coming as an initial step for implementation of the food security /livelihoods improvement project which is supported by (EC) for duration of the next three years. The assessment basic findings will be released next week. Nutrition, Health and Food Utilization Goal organization in collaboration with the SMoH, conducted training workshop on nutrition, targeting 16 health/nutrition workers for 10 days. WFP distributed total MT SFP rations targeting children under 5, pregnant/ lactating. Total 9864 beneficiaries were covered.
