2 Unified Incident UICDS is the middleware foundation that enables National Response Framework (NRF) and National Incident Management System (NIMS) information sharing and decision support among commercial and government incident management technologies used across the country to prevent, protect, respond, and recover from natural, technological, and terrorist events 2 2

11 UICDS is an open-architecture middleware that allows multiple responding organizations to use their own applications to share information to jointly manage personnel, direct equipment, and seamlessly communicate, gather, store, redistribute, and secure mission-critical information needed by incident commanders and emergency responders during an emergency. (2) In the UICDS Core, Infrastructure Services move Fractional Data and Domain Services apply data to your specific needs by creating UICDS Work Products which will be exchanged among applications (3) When a Work Product is created or updated, all the applications interested in that specific content are alerted (4) Each Work Product has Fractional Data that provides key information on an incident provided by the originating application plus a Digest (Who, What, When, Where) automatically created by UICDS (1) UICDS Adapters connect applications to a UICDS Core and share a fraction of their detail data in standard formats through the UICDS Web Services (7) As data gets changed or improved in an application, the UICDS Adapter updates the incident Work Products, sharing the latest information with everyone permitted by UICDS Sharing Agreements (6) Each application visualizes data received from UICDS in its own interface, allowing users to process the data in their own familiar applications (5) Each UICDS Core has Agreements with other cores that allow data owners to share Work Products with other applications among agencies and across jurisdictions 11 11

15 UICDS Provides Situational Awareness Through Fractional Data from External Systems External applications are always the ultimate source for the entire dataset available to external application users A subset of that data a fractional dataset can be exposed to UICDS by an external application that is a provider/consumer Fractional Data may include a reference (link) to the available external applications and source data The composite of the fractional data becomes the UICDS situational awareness information for an incident which UICDS publishes for use by external applications and users The user s agent understands when fractional data is sufficient and when to pull (given appropriate permissions) the additional external data from the external application Situational awareness sharing is enabled by work products, which are well-defined, logically grouped, and autonomous sets of data about an aspect of an incident 15 15
