4 Topic 1 Child support agencies across the United States are trying to figure out how to take advantage of some aspect of the OMB Circular A-87 exception waiver to cost allocation, and with it, the 90% enhanced Federal Financial Participation that is also available from Medicaid for the Affordable Care Act systems, software, hardware, and assorted technologies and infrastructure products and components. How have you seen this dance between child support and Medicaid play out and what successes have you seen?

6 Topic 2 As we have heard Commissioner Turetsky explain a number of times this year at conferences and in her blog, the vast majority of state child support agencies are operating legacy systems that are over twenty years old. Despite the workman-like reliability of these old mainframes, the day is fast approaching, when the code and software running the mainframes will no longer be supportable. Yet, states face tight budgets along with the reality that these systems are not cheap to replace. With that being said, how are states approaching the planning and replacement for their current systems?

12 Kentucky Child Support Interactive (KCSI) a 24/7 self service customer website. Over 11,000 customers are utilizing KCSI Over 4,700 new Child Support applications have been processed Non-custodial parents made 6,779 payments via the Make A Payment option on KCSI and set up 1,532 recurring payments Caseworkers processed 5,996 payments via the Admin portal of KCSI

13 Benefits of KCSI Increases productivity of workers Reduces traffic in phone calls/office visits Improves customer satisfaction Allows NCP s to make payments online Ability for customers to update demographics Provides the ability for caseworkers to push data directly to KY s child support system.

14 ISEP Information and Search Portal searches 18 agency databases and delivers results on one screen to be viewed and/or compared. Over 8,654 updates have been made to KASES thru ISEP 22,336 address updates approved and sent to KASES Over 15,000 employer updates have been approved and sent to KASES

16 Business Intelligence (BI) is KY s reporting application separate from ISEP and KCSI. BI consists of three components Dashboards, Reports & Ad-Hoc reports. 6 Dashboards which serve as a monitor for caseworkers to focus attention to performance goals and meet overall program goals 120 Reports - Predefined reports, including Federal, Operational, and Outliers designed to identify cases needing attention, improve performance and data reliability Adhoc User defined reports.

17 Topic 5 Sharon Santilli, the incoming President of the National Council of Child Support Directors, has stated that she would like to see states be able to form consortia to not only share the cost and risk inherent in building new child support systems, but also to share the work of planning phase activities such as the Feasibility Study and Cost Benefit Analysis. What are the pros and cons with states forming consortia?
