3 Introduction >> GPS technology is kinda sorta accurate In New Jersey you cannot sort of hit a pipe! There s a need for binary accuracy Either inside definition or outside definition of excavation Excavator owns the definition of the excavation site

4 Introduction >> New Jersey 811 law is founded on binary accuracy Successful enforcement requires theexcavator excavator to define and own excavation site description No buffering modification or altering by any other No buffering, modification, or altering by any other operational entity

5 How It All Started >> In 2005, PHMSA and the Virginia Utility Protection Services (VUPS) initiated a pilot project The study investigated the use of GPS to enhance One Call damage prevention Based on Microsoft Mobile 6.1 Used GPS integral to phone Maps derived from VUPS to keep consistency

6 Observations from Virginia Study >> Pilot study: Fairfax County / 9 months / 2,000 tickets Pilot study reduced/improved: Incorrect locate requests Unclear marking instructions i Cancelled locate requests Average notification area

7 Problem Statement for New Jersey >> Reduce paint on the ground Define accurate excavation location with confidence (reduce overly broad notice) Evaluate the use of readily available mapping technology to enhance the definition of an area of excavation A picture is worth a thousand words: can image beprovided to fieldlocator? locator? Implement a technology within the existing regulatory framework

9 Current Process in New Jersey >> Excavator must call One Call Center three days prior to digging Excavator may define the area of excavation by one of the following: Street address If no street address, provide street, cross street and distance/direction from cross street Complete description of the area to be excavated OR

10 Current Process in New Jersey >> Paint on ground in the field: Brief description of where white paint is located Administrative rules proscribe area locator must mark when white paint is used (within 10 feet)

11 Ticket Distribution in New Jersey >> New Jersey One Call Center Currently managed and operated by One Call Concepts, Inc incoming/outgoing ticket volume Tickets are distributed to utility operators or locators on the basis of: 1/16th mile grid Street address Street name Municipality name

13 Research Approach >> Rutgers CAIT acted as project manager Created an environment that facilitates a collaborative effort among the stakeholders to develop an application that meets the research objectives The development cycle consisted of a series of prototype apps that were modified based on experience and feedback from individual stakeholders

14 Research Approach >> Critical understanding of the existing operations/technologies Evaluated various GPS accuracy technologies Trimble GPS combined with laptop, Garmin, Blackberry, iphone, and Caterpillar equipment did not meet the established criteria i Accuracy vs. economic issues Evaluating technology was the requirement of the grant. Could GPS Technology be used?

16 NJ Virtual White Lining Request >> Installed on Android OS 2.1 or higher g compatible mobile devices Designed to be user friendly Works with the mobile device s internal GPS as well as Google interactive mapping to provide an easy to use i t id t interface for submitting locate requests Currently in pilot testing Currently in pilot testing

17 NJ Virtual White Lining Request >> Filling Out the Locate Request: Job Specific Information The excavator enters site specific information (i.e. where the dig site is located). Similar information required for a locate request. Data can be entered from anywhere.

Note that the type of excavation is a Note that the type of excavation is a pull down menu that matches the language currently used by the One Call Center.

Sensitive to the user s location. The app allows for manual adjustment using satellite imagery to identify the exact location. Transmission of Coordinates to One Call Center to identify participating utilities in the defined area

21 NJ Virtual White Lining Request >> Locate Request Language g The app generates WGS 84 coordinates based on each point selected in the shape. The app creates a sentence describing the extent of work. This sentence incorporates coordinates generated from the WGS 84 mapping.

25 NJ Virtual White Lining Request >> Future Steps Operational Testing Phase began in February Data to be collected and analyzed The results of the analysis will drive future developments of the project Grant Cycle to be completed in September 2011 Application for a Grant to fund a production mobile app is dependant on the results of the analysis. Research Vision Use coordinates to define area of excavation Develop new ways to Leverage mapping/coordinate technology within the One Call and Damage Prevention Program
