5 Introduction to WATERLOSS DSS platform WATERLOSS DSS platform is composed from series of tools and the DSS tool, which work seamlessly together as the DSS platform system. Tools that were developed and implemented into the DSS platform are described in this chapter. Description of main features WATERLOSS DSS platform supports several features that are prepared in order to gather as much data (information and measurements) as possible about WSS. Main features are following seen bellow (Figure 1): 1. My reporting DSS, 2. My reporting Experiences, 3. Report status, 4. Search for dependent variables, 5. Performance Indicators, 6. 7 Description of Reporting Reporting (Figure 2) is first tool of the DSS platform. Figure 2: Reporting is divided into two parts Its main task is data acquisition. Reporting is divided into two parts, which are: 1. My reporting DSS: users are reporting a list of 54 variables that are used by the DSS. Full list must be provided if user wants to have full access to all functions that WATERLOSS DSS provides. 2. My reporting Experiences: reporting of user experiences about NRW reduction measures. Sample files are provided and described in 1.3 Sample files. Classification of NRW reduction measures that is needed for correct insertion into database is detail described in chapter Classifications. DSS tool has two different reporting systems and user must prepare data for each one of them. Data is prepared and inserted for both reporting systems in same way. In this section a detailed description of reporting system will be presented (Figure 3). Figure 3: Starting page for My reporting 1. My reporting DSS/ Experiences: in this section user reports about known condition of WSS (variables that have already been measured). Figure 3 show starting page for My reporting. Following buttons are available: 3/33

Send tables (there are few options for sending filled out tables (Figure 7). When user is reporting data it has on his right side also HELP window (green border) that helps with the input of data. There are three options for sending tables: Row-by-row reporting (useful only for small amount of data) Input of excel file (amount of data is not limited) Copy Paste file into prepared window (amount of data is limited max rows) 5/33

10 Figure 7: Different possibilities for sending tables User can send completed tables in few easy steps: 1. Select table type (Figure 8) DSS Variables: reporting 54 variables for specific year DSS Water Balance Metadata: must be reported every time that a new set of data is reported (for a new year or for a new DMA). 2. Select data from disk or copy selected table from Excel (Figure 9) into the prepared window (user must select all prepared data and then copy (Ctrl+C) and paste it into window). Then click on Send button (Figure 10). 3. After sending data all data is displayed below Send button. Confirm that you agree with inputted data (box must have a tick). Press button Insert into database (Figure 11). 4. If all data was inserted correctly, then WATERLOSS DSS generates a confirmation window (Figure 12). 5. If there were any errors in copied data WATERLOSS DSS returns back error window and description of error (Figure 13). Detailed description of the error will be shown if user points at the red values with mouse. 6/33

11 Data that is being inserted into database must follow these rules: 1. No thousand separator should be used. 2. Decimal numbers must use decimal comma and not decimal point. NRW Reduction DSS Manual Figure 8: Select table type 7/33

15 Description of Report status Report status of users shows how many tables were already send and what is status of sent files. First, user must choose reporting system (Figure 14): 1. DSS Reporting System 2. DSS Reporting System Experiences Report year needs to be selected, then user needs to click on Show button. Report status has also an option to show table in copy-format. Figure 15 displays results for DSS Reporting system in year User can see that 62.5 % was totally reported tables. Search between reported files is also possible (Figure 15). In this section user will find new tools that will help him with analysis of the WSS. In this section user can learn a lot about variables and their connection with PI. Here is also possible to for different users to compare between each other (Evaluate me - benchmarking). Users can learn about measures NRW Reduction measures (measures are described and illustrated in great detail). 12/33

17 Figure 17: Reports Search for dependent variables Second part of the DSS platform is the search tool for dependent variables. WATERLOSS DSS has also incorporated a search system. Tool enables user to find which variables are needed to be measured if he wants to monitor new PI. Figure 18 has a list of all available PIs. User selects desired one and then the DSS tool returns list of depended variables that are needed to be monitored (Figure 19). 13/33

19 Performance indicators (PIs) Here are listed all performance indicators. There are several options for manipulating with this database (Figure 20): 1. Search it is possible to search for specific PI. 2. Sort it is possible to sort PIs with different filters. 3. Description all PI are described. 4. Calculation formula here can user find formula of how PI is calculated and which variables are needed. 5. Units it shows PIs units. 6. Export to excel it is possible to export selected PIs into excel file. Figure 20: Window for Performance indicators Evaluate me Third part of the DSS platform is a tool that shows user basic benchmarking, how their WSS is performing (Evaluate me). Benchmarking system allows comparison between Performance Indicators that are entered into database. For the base of the benchmarking system PI s that are used in the DSS are used. Figure 21 represents the percentage of where current user s PI stands against the whole database (database holds information about all users PI). 15/33

20 User selects desired filter (User ID, DMA, Period etc.) and clicks on Recalculate button. Benchmarking position of user is then displayed in seventh column. This estimate is based on the current data in the database. Figure 21: Benchmarking: Evaluate me NRW Reduction Measures If user selects NRW Reduction Measures, he gets full description of measures. Another improvement was made but it is optional and depends on type of measure, some measures have also added images and reference (PDF/HTML). Figure 22: Example of measures with added pictures and reference Partner experiences User can see here all imported information about reported partners past experiences. Partner experiences are inserted into database through reporting My reporting Experiences. It is also possible to export partners past experiences into excel file. 21 Administration pages This procedure is needed when user sends new data. After new data is inserted it is required to go to Administration page and confirm this on Recreate button. Figure 24: Administration page Another option is to go to DSS and confirm this on Add data for new DMA or period button. Figure 25: DSS: Add data for new DMA or period Classifications This section contains all the information regarding classifications used by the reporting system. Detailed descriptions of variables and measures that DSS uses are found here. It is very important that correct IDs are used when reporting variables or reporting about experiences. If impropriate IDs are used then errors will be displayed by the upload procedure of the data. User can also download complete classification or search within data. 17/33

23 Support system on decision-making, use and results NRW Reduction DSS Manual WARERLOSS DSS was developed within the project WATERLOSS. An innovative approach to its development has enabled WATERLOSS DSS to make a step forward compared to traditional applications, which typically only calculate water balance and define areas of large water losses. First, DSS tool makes analysis of WSS and then, according to location, which is defined as the most critical, a list of the most appropriate measures is offered to help to reduce water losses in that area. One of the possible scenarios will be presented. All important information will be explained during the presentation of scenario case. Entering data into DSS tool Data for user s WSS shall be entered according to the instructions given in the chapter Description of main features, specifically in Description of Reporting. When data is entered, it is possible to use DSS applications. Entering the DSS tool The DSS tool is available at: Figure 28 shows DSS tool entry window. Figure 28: DSS tool entry window After clicking the Login button, new window opens (Figure 29), where user enters their assigned user name and password. User then clicks on Log in button: Figure 29: Window Login 19/33

24 User enters DSS tool by clicking on the button WATERLOSS DSS platforms (Figure 30) and DSS tool main page appears with all the features that are available (Figure 31). 25 Practical example of using DSS tool First step when user starts using WATERLOSS DSS is to prepare all needed data. In Chapter Description of Reporting is described how user can insert data into WATERLOSS DSS database. Select inserted data After clicking on DSS button, window Pre-step opens. User here selects WSS that he wants to analyse. Selected WSS is coloured blue. To go forward, user must click on Next button. Figure 32: Selection of WSS Variables In this step user can check if all data was correctly inserted. User can also select language for WATERLOSS DSS. Currently are three languages available in DSS tool: English, Slovene and Greek (Figure 33). User can also edit data in this step (Figure 33). 21/33

26 Figure 33: Variables It is possible to cancel editing or Save variables (this will override current values). After saving variables it is required to refresh page and new values will be displayed. With click on Next button user will move to the next step. Figure 34: Edit variables Thresholds Thresholds are country specific and case specific. User can add different values for his WSSs (C1). Currently DSS tool has implemented following thresholds: 1. General (estimation made for European Union). 2. Slovene (estimation for Slovenian average). 3. Greek (pilot area DEYAK). 4. French (pilot area PO) 22/33

27 User can select different thresholds with click on national flag. Figure 35: Edit thresholds User can also add and edit thresholds in this step (Figure 36). Thresholds, that user sets for himself, are saved into C1. Thresholds that are set for a county cannot be edited by user. With click on Next button user will move to the next step. 23/33

28 Figure 36: Add and edit thresholds Thresholds are limit values, from which user wants to be better. Example of how to approach to defining thresholds for specific WSS is described below. NRW value (Figure 37) is 37,67 %. Threshold for this indicator is set for 22,5 %. This means that the goal is to have NRW below the value of 22,5 %. Or ILI indicator for Velenje pilot area (Slovenia) is 4,15. But they want it to be under 4. So the threshold for indicator Op29 (ILI) is set at 4 (this is for Slovenia). The same explanation should be used at every assessment. Please note, that there are two types of thresholds - user specific and country specific. User specific (described above) would be: Our goal is that NRW is below the threshold value of 22.5%. Country specific (e.g. Spanish) would be: Goal of Spanish water utilities is that NRW should be below 22.5%. Columns StepID and AssessmentID define where in the decision tree a specific indicator appears. In the DSS this exact info appears on the bottom of buttons (coloured pink in the picture below (Figure 37)). 24/33

30 Figure 38: Analysis of NRW for selected WSS Figure 38 shows different proportions of NRW components. At the bottom is shown a sketch of WSS. Next to IWA Water Balance Chart is a detailed description of specific WSS. It is very important to know which components of WSS are taken into account when making IWA Water Balance Chart. Click on Next button and user moves to next step. 26/33

31 Assess your water balance First step in NRW reduction is to assess your water balance (Figure 39). DSS tool suggests (suggestion is based on input data of WSS) button "NRW is not low." that is shown so that button is surrounded by a dark blue border. Arrow that is circled with red border and has inscription WB (Water Balance) shows in which selection step user is currently. Clicking on the yellow tape (with the question mark inside) returns user feedback information about proposed choices. Figure 39: Assess your water balance One path in the WATERLOSS DSS tree In next step user needs to assess in which one of NRW components it is needed to reduce water losses. DSS is suggesting Real losses and Billed but not paid (Figure 40) this is shown with blue border around Real losses button. Select and click on Real losses button. For easier use of DSS tool there is also a legend of used PI in current window. There is also additional help to guide through DSS tool on bottom of page (red border). 27/33

32 Figure 40: Assess NRW components DSS tool suggests to choose PMI (Pressure management). Select PMI (Figure 41). DSS tool asks if users WSS has DMAs (Figure 42). There are three options: 1. NO. 2. No adequate pressure in all pressure zone. 3. The available pressure in the DMA is always over Ci16. In this step each operator of WSS will decide differently, because it depends on specifics of WSS. Here it was chosen No adequate pressure in all pressure zone (Figure 42). DSS tool list 28/33

33 returns list of prioritized measures (Figure 43). It should be kept in mind that DSS tool can only guide user through process of planning measures but in the end user has to decide which measure is most appropriate to be carried out in certain sections. Figure 41: Evaluate PMI 29/33

35 Figure 43: Implemented measures Measures weighting parameters During the preparation of the WATERLOSS project several measures weighting parameters were defined. Weighting parameters were carefully selected, based on experiences and steering meetings with other partners. All operational measures have weighting parameters and importance of one operational measure is defined with stars. This is very innovative approach to introduction of measures and shows the practical side of WATERLOSS DSS. Every user can learn a lot about different operational measures. 1. Importance (How the measure is efficient for NRW reduction? (1->5) ): star: very small volume of water saved star: small volume of water saved star: medium volume of water saved star: large volume of water saved star: very large volume of water saved 2. Timeframe (How quickly the measure could be applied? (1->5)): star: time > 2 years star: 1 year < time 2 years star: 1 month < time 1 year star: 1 week < time 1 month star: 1 week time 3. Duration (How long the effects of the measures last? (1->5)): star: 1 week time star: 1 week < time 1 month star: 1 month < time 1 year star: 1 year < time 2 years star: time > 2 years 4. Several prioritization criteria are possible: 1. By importance (prioritizes based on importance of measure 1 star means that very small amount of water is saved, 5 stars means that a large volume of water is saved). 2. By implementation timeframe (prioritizes based on implementation timeframe of measure 1 star means that implementation of measure lasts more than two years, 5 stars means that measure can be implemented in less than a week). 3. By duration effect (prioritizes based on how long the effect of measure lasts 1 star means that implementation of measure lasts less than a week, 5 stars means that measure can last for more than two years). 4. By organizational complexity (prioritizes based on importance of measure 1 star means requires very high level of organizational complexity, 5 stars means that is very easy). 5. By constructive measures (prioritizes based on constructive of measure 1 star means that is very constructive, 5 stars means that is non-constructive). 6. By cost efficiency (prioritizes based on cost efficiency of measure 1 star means that implementation of measure has high costs and small efficiency, 5 stars means that measure has small cost and high efficiency). 7. Reset prioritization (it resets prioritization). 32/33

Manual shows only one of possible variants. If user wants to find optimal solution to reduce water losses then users must endeavour different scenarios and choose a set of different possible measures. 33/33
