Contactless PennCard Initiative
Agenda Background Project Goals Technology Overview and Applications Comparison of Technologies Stakeholder Considerations Project Timeline Questions
Project Background DPS Initiated project to: Improve Door Access Security for campus Provide stronger security and convenience for door access at Nanotech Magnetic stripe easily duplicated Standardize Door Access PennCard Increased security over point of sale transactions Improve efficiency of check out Potential to expand the services offered by the card
Project Goals Overarching Objective: Implement a PennCard with Contactless technology to be piloted in the Singh Nano- Technology Bldg. Improve the security of access & card technology on Campus. Maintain compatibility with University systems Improve operational efficiency by standardizing card technology. Position ourselves for future developments in card technology. Transition in a phased manner Cards and Readers will facilitate dual technologies for a period of time (est 5-7 years)
What is Contactless? A Contactless card is a card with an embedded chip and antenna. Data is transmitted when held within a few inches of reader. Storage area on chip where multiple applications and information can be stored.
What Contactless is Not It is not a Proximity (Prox) card, but there are similarities It is not the same as Penn s previous Smart card Account value (PennCash) was stored on the card itself and not in a central system If the card was lost, there was no way to recover the PennCash
PennCard Access Technology Perelman SOM Black Key at Penn Today UPHS Cards Hospital Specific Mag-stripe & Proximity Cards Parking Cards & Garage EZ Passes Old Fashioned Metal Keys Card Readers 1,058 University Door Access Readers 700 UPHS Door Access Readers 300 Point of Sale Readers Card Readers not managed by DPS
Applications for the Contactless PennCard Building Card Readers Provides a greater level of security Pin based debit transactions Potential partnership with transit providers Septa and Patco POS Transactions PennCard Transactions Transit Services Strategic Risk: Can only deploy 1 contactless chip on campus so strategic coordination is critical Time & Attendance Building Door Locks Parking Potential future collaboration with Banking partners Improves speed and convenience of PennCard transactions
Technology Comparison VS
Magnetic Stripe Pros & Cons Easy to produce Widely adopted in N.A. Easy to read and duplicate Aging technology Inexpensive card stock Physical contact=cards wear out Requires no changes New applications going contactless
Contactless Pros & Cons Improved data security New Technology=future dev. Not widely adopted in N.A. Possibility of errant reading Faster transaction speed High cost of cards and readers May require shielded holders $$ Integration with SEPTA
Stakeholder Considerations Potential Changes to the PennCard Fee Structure The new contactless card stock is more expensive then the current mag-stripe card stock. Card Reading Equipment Changes Existing door access readers will need to be replaced. Blackboard POS Readers will need to be replaced or retrofit to read contactless cards. Data changes throughout our infrastructure Any system which utilizes PennCard data or reads the PennCard may require changes to work with the new contactless card. The impact is not yet fully quantifiable
Key Project Milestones FY13-14 University Technology Chosen Jan 2012 Project Planning Jan-Jun 2012 System Analysis/Design Jun Jun 2013 User Pilot Testing Jun-Aug 2013 Card Production Jun 2013 Limited Issuance Begins Aug 2013
