4 1.0 Scenario Details 1.1 Scenario Description RTBM Mitigated offers for Energy, Start up, and No Load product shall be submitted on a daily basis by the Market Participant in accordance with the Mitigated Offer Development Guidelines. These offers may be submitted up to 1700 hours or one hour following the posting of the DA Market results. For this scenario, MPs should submit RTBM Offers for Energy, Start up, and No Load such that each offer type is subject to mitigation by SPP. 1.2 Expected Result SPP will apply mitigation measures by replacing the Energy, Start up, and/or No Load Offers with the offer if: The Resource s Energy, Start up, or No Load Offer exceeds the applicable threshold as determined in Section of the Integrated Marketplace Protocols; and The Resource is subject to mitigation measures as determined in Section of the Integrated Marketplace Protocols; and The Resource fails the Market Impact Test as described in Section of the Integrated Marketplace Protocols. The START/STOP notification in the Market User Interface will indicate the Resource has been. An Energy Offer below $25/MWh will not be subject to mitigation measures. 2.0 Market Participant Activities Market Participants are to submit Energy, Start up, and No Load offers on a resource with a DAMKT Commit Status of Not Participating such that the difference between the Normal Offer and the Mitigated Offer exceeds the thresholds as described below: The Energy Offer Curve threshold is a 25% increase above the Mitigated Energy Offer for all Resources The offer threshold for the Start up Offer is a 25% increase above the Mitigated Offer for the applicable Start up Offer. The offer threshold for the No Load Offer is a 25% increase above the Mitigated Offer for the applicable Start up and No Load Offer. MPs are to Submit a RMS ticket titled Scenario 16.2 indicating the resource chosen for the scenario. Following execution of the Day Ahead RUC, MPs who submitted offers subject to mitigation and received a DARUC commitment for that Resource should confirm that their Resource received a mitigation START/STOP. This can be performed by checking the Mitigation flag in the START/STOP notifications in the Market User Interface (MUI) b.etween CPT. The START/STOP notifications are located on the Resource Offers tab under Date >Market Results > Commitments >View. 5 Market Results: Commitments Resource: Commitment API and XML Notifications: The following operations allow participants to determine if a resource has been in the Markets system. In order to identify which offers have been, participants should reference the element available in all of the following operations (excluding Mitigated MWP). If this element is set to true, the offer associated with the specified resource has been. Known Issue #550 Mitigation flag not set correctly on commitments that are. RUC Operators review results of Day Ahead RUC clearing and ensures appropriate steps for determining and enforcing Mitigation were taken as defined within Section 8 of the Integrated Marketplace Protocols. 3.2 Scenario Specific Activities SPP will manipulate data to ensure that the MPs Resource(s) fail the Market Power Test therefore becoming a mitigation candidate. SPP will also alter the LMP Impact threshold the ensure Resources fail the Impact Test. SPP will validate results of Day Ahead RUC solution and ensure Mitigation was applied within accordance to Section 8 of the Integrated Marketplace Protocols. This includes accurate application of the following: Behavior Test These are tests on a per offer type basis that evaluate the offers associated with a Resource against their offers. Failing a behavior test means that the offer may need to be. Market Power Test This refers to tests that are done to determine if a Resource has the potential to significantly influence price due to congestion across a flowgate. How close an activated flowgate was to binding in the un solve and a Resource s Resource to load distribution factor (RLDF) determines if the Resource is pivotal to the flowgate. Market Trials Structured/Unstructured Test Scenario Detail 6
7 Mitigation Candidate Test These are a set of tests which consider the results of the behavior tests, market power test, and the results of the un solve to come up with a list of offers that should be replaced by their offers in the solves. Impact Test Impact tests involve comparing the results of an un solution with a solution in order to identify Resources that would otherwise enjoy excessive income due to their influence on a constraint. Failing an impact test means that the Resource should be. 3.3 SPP Procedures None 4.0 Additional Requirements & Considerations 4.1 Additional Considerations SPP staff will document the results of the scenario. This documentation should include, but is not limited to, the following: What was the status of MP participation? Did MPs submit all data as requested? What was the quality of the data? How much manual intervention was required by SPP for the input data due to lack of MP participation, quality of data, etc? What were the results of the scenario? Did the results reflect the expected outcome? How much manual intervention was required by SPP to execute the market and achieve a solution?
