Gateway to European Rail Infrastructure UIC ebusiness Conference October 12 th
The Association RailNetEurope is an Association of European Infrastructure Managers to promote international railway business. Main Aim Support Railway Undertakings in international business RNE promotes easy and fast access to the European Railway Infrastructure better Rail Infrastructure Services enhanced quality of rail increased efficiency for international traffic 2
Members 31 Infrastructure Managers are members of RNE acting as ONE company within the field of European rail traffic. 3
Members This company today covers 24 European countries, serving around km 4
Target Groups of RNE Main target group: Railway Undertakings Main target group are Railway Undertakings With international business Freight Passenger Also Authorised Applicants are entering the business 5
Target Groups of RNE RNE task: support Railway Undertakings with international business RNE has improved the framework and conditions for European Railway business, e.g. Timetabling processes for RUs across all RNE members are synchronised All major deadlines for the international timetabling process of RUs now are harmonised RUs are provided with pre-constructed paths of standardised quality RUs have increased transparency on all European IM issues (pricing, access) RU are having with the OSS a neutral consulting partner for their international business aims 6
International Timetabling Processes RNE designs processes for international timetabling Handbook for international timetabling RNE has set up a process handbook for international timetabling that is valid across all RNE members and customers. Customer Order Forms RNE provides customers with order forms for train paths and study requests that are harmonised and accepted across all RNE members. 7
Train Paths Services RNE provides train paths for international traffic Tailor-Made Paths RNE members provide their customers with international train paths solutions that are fully tailor-made. Project for ad-hoc path improvement Catalogue Paths On main European rail corridors, RNE members provide pre-planned train paths. They help to display spare capacity, quality parameters and are available at shortest notice. 8
Sales Services A dedicated sales organisation and harmonised contracts have been set up to support the customers. One-Stop-Shop The OSS is the main customer contact of RNE it provides easy and fast access to all products and services of RNE members. RNE Contracts for customers RNE provides Common access contract for all RNE members Framework Agreement for reserving capacity on several periods. 9
IT Tools RNE IT tools promote efficiency and transparency of processes and services Pathfinder Web based communication system for optimization of international train path coordination Improving efficiency of international time tabling and guarantees transparency throughout the process Free of charge from 2006 for users EICIS Provides fast pricing information on an international basis. Works as web based umbrella for RNE members pricing systems Free of charge for users 10
IT Tools Pathfinder The international train path coordination process before the use of Pathfinder Based on pencil and paper Limited in flexibility and performance Loss of information during the process 60% construction 40% communication 11
IT Tools Pathfinder Target Groups Infrastructure Managers (all RNE members will use Pathfinder by the end of 2006) Railway Undertakings and other train operators with international Rail Business in Europe Benefits Simplification of the coordination process Reduction of languages problems Increase of the reliability of the coordinated paths International standardization of the data structure Availability of international timetable data Support for the implementation of the EU-Infrastructure-package More planning capacity for grown demands 12
IT Tools Pathfinder is an web based communication platform for the optimization of the international train path coordination. available since September 2003 improving the efficiency of international time tabling and guarantees transparency throughout the process usable for annual timetable as well as for short term planning free of charge from 2006 for users 13

IT Strategy To connect all existing and future national and international applications / systems an common IT Strategy has to be developed 30
IT Strategy Today International IT Systems were developed autonomously Little IT coordination between IMs Single, not standardized interfaces from national to the international systems (i.e. many-to-many interfaces for Pathfinder, EICIS, Europtirails, RU s or ordering systems, etc.) National calculation schemas for IS pricing has to be re-implemented in EICIS Different interchange formats EICIS contains basic network data, Pathfinder does not Pathfinder bases stop points on UIC ENEE codes, EICIS does not 31
IT Strategy Today long term planning mid term planning ad hoc planning operation after sales Pathfinder EUROPTIRAILS EPR pricing rules 1 EICIS pricing rules 2 pricing rules 3 international planning system 1 planning system 2 control system 1 control system 2 pricing system 1 planning system 2 control system 3 pricing system 2 pricing system 3 national RU 32
IT Strategy Next steps: integrate EICIS and Pathfinder long term planning mid term planning ad hoc planning operation after sales Pathfinder (incl. EICIS) pricing rules 1 pricing rules 3 pricing rules 2 EUROPTIRAILS EPR international planning system 1 planning system 2 pricing system 1 planning system 2 pricing system 2 pricing system 3 control system 1 control system 2 control system 3 national RU 33
IT Strategy Future developments: Introducing the Data Connection Platform long term planning mid term planning ad hoc planning operation after sales pricing rules 1 Pathfinder/EICIS pricing rules 2 pricing rules 3 EUROPTIRAILS EPR international planning system 1 planning system 2 pricing system 1 planning system 2 pricing system 2 pricing system 3 control system 1 control system 2 control system 3 RU national 34
IT Strategy Pro and Cons of the Data Connection Platform Pro Con Reduce number of data connections = reduce maintenance costs Compliant with SEDP and TAF TSI common interface for IM / RU connectivity; common solution saves IMs individual costs Establishing XML as common interchange format for integration Marketing approach and starting point for further developments and easy connection of new partners Dedicated organization with staff is needed and has to be set up Business model has to be developed (but it shows the benefit) Burden onto the IM to configure some of their IT in the beginning Initial investments needed for hardware and configuration Community platform for technical discussion regarding data exchange Leads to savings due to use standardization potentials and quality improvements 35
