3 Are payroll providers ready for STP? There are a small number of cloud payrolls who are participating in the STP limited release testing the new system. The majority of payroll solutions are aiming to be STP enabled between January June Recognises there are complexities in updating all different payroll products to be STP enabled Timing of roll-out of products is a concern needs to provide employers with period to implement their STP solution ATO has recognised that there are a number of payroll providers that may not be able to deliver STP enabled products to market by 1 July 2018 Engaging payroll providers to understand what products are at risk Developing a process to enable payroll providers to seek a deferral ie an extension date beyond 1 July 2018 Employers that use this payroll product would also be granted a deferral from their STP obligations until the payroll product is STP enabled The reality is designing a system to support electronic payday reporting is complex. There are 100s of variations across payroll products and 1000s of variations in how employers have implemented and use these products. 3

4 What new technical requirements does STP introduce for payroll? STP introduces new challenges for payroll solutions both big and small While STP is an enhancement of the data set reported via EMDUPE/PSAR, the STP technical requirements are very different PAY event & Pay update event introduce new data requirements & file format (XML) STP introduce a new electronic messaging requirement (SBR2) to interact with the ATO ATO have finalised the technical requirements to support the development of payroll solutions for pay event and pay update event Payroll software developers are hard at work updating their products to ensure they are compliant with the STP legal obligations Initial focus is on the mandatory elements of STP Pay event and Pay update event files can be generated Developing electronic messaging capability (SBR2) is much more complex Need to conform with all required message transport protocols (certification, authorisation, security) SBR2 is built off the technical framework introduced by SuperStream 4

5 Payroll solutions & STP Every payroll solution will need to be STP compliant: - STP data submitted to the ATO (pay event / update event) - Receive response messages Payroll providers are looking to simplify how STP payroll electronic messaging occurs - SBR2 electronic messaging Electronic messaging is not a core component of payroll products The payroll conundrum Payroll software and service providers have many solutions in use by employers: - On-premise / desktop - Cloud - Hosted software / BPO Employers will often have several payroll solutions across their business A single electronic messaging solution will not work across all payroll products and providers 5

7 Different payroll solutions Cloud - Usually a single product - Integrated STP experience (ie STP file sent directly from payroll solution to ATO at push of a button) - Payrolls may develop messaging functionality or alternatively partner with messaging providers - Data is seamlessly submitted to ATO - ATO response messages may be received within payroll solution / alternatively may have response messages hosted in employer portal On-premise / desktop - Usually multiple versions of a product in use by employers - Integrated STP experience is difficult to deliver for the majority - Most payrolls are looking at STP file extract and upload to an employer portal (ie same process used for SuperStream) - Messaging partner transforms the STP data to required format (XML, SBR2) and submits to ATO - STP reporting history and ATO response messages are hosted via the employer portal Payroll providers are looking to partner with messaging providers to support different STP solutions for employers 7

10 What can you do now to assist your transition to STP Review quality of existing data How good is your data submitted via the EMDUPE/PSAR process? What data issues will payday reporting create? Be prepared when your payroll provider engages you Have an understanding about what type of STP experience you want for your business. Is your payroll on-premise or cloud based? How frequently will you be submitted STP reports to the ATO? Be willing to change your business processes - Review your business processes how does STP change how you operate today? - Often the system changes are simpler and less complex than the associated business changes 10
