1 Matt Young Assistant Director - Park Operations and Planning City of Arlington, Texas January 12 th, 2012 Re: Design of City Wide Skatepark - Vandergriff Park Dear Mr. Young, Thank you for considering our team for the design of Arlington s first integrated city-wide concrete skatepark. We believe this project will be an excellent investment in the youth of Arlington and a welcome addition to the community. We are pleased to submit our proposal for comprehensive skatepark design services. New Line Skateparks is proud to offer a unique combination of focused local resources and internationally renowned design expertise capable of addressing the full suite of needs for this project, its stakeholders and the City. Our team is comprised of registered landscape architects, engineers, graphic designers, and construction administration professionals who are passionate active skateboarders. We are one of the world s most experienced and respected design teams with over 150 highly recognized concrete skateparks completed across the United States, Canada and Europe over the last decade. For the project at hand, we are excited about the prospect of employing our unique skill, experience and resources as a proven working team to deliver significant efficiencies and increased quality throughout the development process. With our pioneering work on many of the world s most recognized concrete skatepark developments, coupled with our extensive skatepark design experience throughout Texas, we will approach this project with strong understanding and a heightened ability to navigate through the community outreach process, technical issues, municipal protocol and local construction environment. Our project structure is simple and will provide a single point of accountability, resulting in a more efficient and productive development process that will yield an unsurpassed final design program without costly oversights and inaccuracies. Within our submission you will find information about our team including previous project experience and references, our project understanding, proposed approach and fee schedule. We are aware of this project s unique site and construction phasing considerations and are excited about the prospect of delivering a highly integrated skatepark environment that will truly enhance the Vandergriff Park site and serve as a celebrated destination for Arlington youth and families. 2 EXHIBIT A SCOPE OF SERVICES VANDERGRIFF SKATEPARK JANUARY 23,2012 I. Community Consultation and Concept Design Task Specific Objective Timeline/Deliverables a. Start Up Meeting / Site and Program Review The consulting team will meet with City representatives and other key stakeholders to thoroughly review the site area and intended program for skatepark development. At this time, project goals and objectives will be confirmed, time lines set, processes reviewed, and lines of communication established. The consulting team will then work with the City to obtain and review all available base data for the prospective site area. Any survey and geotechnical information will be obtained (to be provided by the City) as well as other pertinent data related to grades, irrigation, existing vegetation, current and future site development. This information will serve as the foundation for future design work. Week 1 Meeting minutes key contact Information Base data will be reviewed with the City b. c. d. Create Base Maps and Site Analysis Drawings Using information gleaned from task one, the design team will prepare base maps from which all future design work will be based. This is critical to ensure that design development adheres to an accurate site specific data set and the design team does not encounter unexpected site conditions later in the detail design phase. Skateparks 101 Community Design Workshop Prior to engaging in conceptual design development, the consulting team will conduct a design workshop. This session usually takes place in the evening at a time convenient to both parents and youth. The workshop will consist of an oral presentation, power point review of youth park development and current trends in skatepark/plaza development in North America. This is a useful information session for those who wish to learn more about skateparks and their integration into the modern community. A comprehensive, hands-on workshop, consisting of drawing, writing, and modelling specific park layout/feature options will be held after the formal presentations. Begin Development of Alternate Design Concepts The consulting team will gather information from the community design workshop and initial key stakeholder meetings to begin developing concept directions. Our experience has shown us that one dominant design detail will begin to emerge through this process, although we will offer a couple design variations for feedback. Our team is prepared to provide design for all aspects of the surrounding site area as one highly integrated design concept. Digital files sent to City Base maps will be reviewed with City Staff Week 1 Prepare and conduct workshop Minutes of workshop submitted to City in-progress design sketches posted to online forum for continued feedback 2

3 I. Public Consultation and Concept Design... Task e. f. g. h. Specific Objective Presentation of Concept Alternatives Comprehensive 3D renderings based on a dimensionally correct volumetric model + preliminary cost estimate and written design brief will be brought back to the community and City through a second interactive workshop and internal review for feedback. Refinement of Preferred Design Schematic Any modifications as a result of the design/budget review will be prioritized for implementation and work will begin on the preferred concept design in conjunction with the City. We will update our plans so that the chosen park concept is fully correct and technical drawings can proceed with ease. Presentation of Final Concept Design The completed final concept design will be forwarded to the City and community for review. Necessary changes will be made in our plans in preparation for the development of advanced construction drawings and specifications. Develop Limits for Phase One Construction Plans The consulting team will then work with City Staff to determine the limits of the Phase One Construction plans. This decision will be informed by the design priorities established with the community earlier in the design process as well as our team s understanding of the anticipated construction program requirements and associated costs. Timeline/Deliverables Week 8 3D renderings (2-24 X 36 presentation panels) + preliminary cost estimate in-progress design sketches posted to online forum for continued feedback Week 12 detailed renderings (2-24 X 36 color presentation panels) + detailed conceptual cost estimate Week 13 FEE (PART I): $35,550 3

Technical Drawings and Bid Assistance Task Specific Objective Construction Documents and Bid Assistance The consulting team will prepare all final technical details for Phase One construction; conducting regular drawing reviews with City Staff (50%, 80%, 100%) and amend plans as required for permit approval. Throughout this process our team will be available to assist with any final presentations to the City. Final sealed drawings will consist of the following: Timeline/Deliverables Week 18 for completed construction documents CAD drawings, specifications and final cost estimate Context Plan Site Plan Landscape Plan Grading and drainage plan Layout and Dimensions Detail References and Cons. Sequences Slab and steel details General specifications contractor s presentation Consulting staff will then assist with Bid package preparations and conduct our internationally recognized contractor s presentation for prospective bidders. FEE (PART II): $26,450 III. Construction Administration Task e. Specific Objective Finally, consulting staff will conduct 5 (our suggested minimum - may be extended upon negotiation) onsite reviews during construction to report on the satisfaction of facility design specifications for payment certification. 5 FEE SCHEDULE I: Community Consultation and Concept Design (Entire Skatepark) Site analysis Community consultation / coordination of advisory group Presentation materials for all meetings Meetings with staff and committee to review progress Development of final concept boards, illustrative drawings and preliminary cost estimates Subtotal $ 35,550 II: Technical Drawings & Bid Assistance (for Phase One Skatepark Construction) Detailed design development Prepare technical specifications Detailed cost estimation Bid preparation assistance Subtotal $ 26,450 III: Construction Administration (for Phase One Skatepark Construction) Site Inspections (5 site reviews) with follow up reporting Issue instruction drawings and written correspondence as required Subtotal $ 9,500 Total Basic Services: $71,500 * Fees include all travel for 3 visits during Part I and II and 5 visits during Part III * Fees are based on the scope of work outlined in relation to an estimated complete project construction budget of approximately $1,200,000 (for a 30,000 sqft facility) and Phase One construction budget of $500,000. * Geotechnical report (if required) and site survey (if required) may be arranged/provided by NLS through City approved provider at cost + 5% (estimated value approx $5,000) * Document printing to be charged at cost + 10% * Construction documents will be sealed by Texas RLA Mark van der Zalm * Structural and Site Services Engineering (ie. Mechanical, Electrical, etc. - if required) not included in current proposal 5
