3 1. GENERAL This (SOW) is intended to identify the requirements and provide project information for the Tenderer. The aim of this SOW is to define scope of services in order for the Tenderer to understand the scope of services required and develop a proposal. 2. SITE DESCRIPTION AND BACKGROUND The project site is located at 540 Chippewa St West, North Bay, ON. The standby generator is located in the boiler room and used to provide power to the storm-water sump pumps in the event of a power failure. The existing aboveground diesel tank is a single wall steel tank with an approximate volume of 140 L. The Department of National Defence (DND) intends on removing the existing generator system and replacing it with an indoor self-contained unit. 3. SCOPE OF WORK 3.1. All fuel related work is to be carried out by by a Technical Standards & Safety Authority (TSSA) trained and certified installer by the Province of Ontario, in accordance with SOR/ Storage Tank Systems for Petroleum Products and Allied Petroleum Products Regulations. Submit certificate of licensed installer to DCC Representative All generator associated work is to be carried out as per C standards All electrical work is to be carried out as per the 2018 Canadian Electrical Code All natural gas work is to be carried out by a Technical Standards & Safety Authority (TSSA) registered contractor. Contractor is to use a licensed gas technician for all work Contractor to provide temporary standby power for any lapse in service during the construction process to ensure continuous power to the sump pumps in the event of a power failure Removal of the existing storage tank and generator system will include the following: Drain fuel from tank and fuel lines. Waste fuel and fuel contaminated sediment is to be disposed as per the Environmental Protection Act (EPA) and R.R.O. 1990, Reg 347. DND/DCC must be given a minimum of 2 days notice prior to the removal of the waste from site to ensure that a TDG trained DND staff member is available to sign off on the waste manifest Remove and dispose of existing fuel tank, supply and return fuel lines as well as the secondary containment (See Photo 1). Repair wall penetrations to match surrounding materials. Provide fume escape mitigation procedure for review prior to tank removal. Affix DND provided tag on decommissioned tank to identify that it is out of service. Tank must be completely decommissioned to ensure it is not re-used. Provide certificate of tank removal indicating date of removal, contractor name and TSSA #, address of existing tank, method of disposal and location of disposal Ensure vapour levels are within provincial regulations prior to transporting any decommissioned fuel components. 3

4 Remove and dispose of existing generator, metal secondary containment and transfer switch as well as all wiring associated with all components. Sump pump control panel is to remain and be reused. Provide disposal manifest to DCC Rep Installation of new generator system will include the following: Supply & install new 20 Kw self-contained indoor generator within the same footprint of the existing generator system. Generator is to be powered by natural gas. Provide 150mm thick concrete housekeeping pad. Concrete is to be 20 MPa with 100 mm slump and 6% air entrainment. Concrete pad dimensions must accommodate new generator footprint Generator shall be tested and certified per the latest EPA, UL and CSA standards. Unit shall meet NFPA The generator shall control up to 4 electrical loads and be able to monitor power demand independently for each load. Monitoring capabilities shall be located in the generator panel Exercise modes are to include settings for time, date and frequency Sound is to be limited to 70 db (A) at normal load measured at 25ft Engine is to be equipped with low oil pressure shutdown as well as visual and audible low oil level warning Alternator shall be 60 Hz, 1 phase Controls shall be displayed in English Generator unit shall have a 5 year / 2000 hours warranty Replace existing insulated exhaust pipe from new generator to ceiling penetration in Boiler Room 6 including all necessary fittings (+/ linear metres). Exhaust shall be 50mm Schedule 40 black iron pipe. Supply & install new high temperature insulation on new 2 pipe. Discarded pipe is to be recycled and insulation to be disposed Supply & install 50 mm flexible, seamless corrugated stainless steel exhaust tubing at least 610 mm long to the engine exhaust outlet to allow for thermal expansion and generator movement Supply and install all required fittings and ducting to connect to existing 200 mm x 250 mm combustion air ducting Supply & install new Automatic Transfer Switch (ATS) in same location as existing ATS. Switch shall be UL 1008 listed and matched to the generator unit as per manufacturer s recommendation. Switch is to monitor utility power continuously. When utility power fails, the generator set is to be signalled to start and automatically transfer the load. When stable utility voltage returns, the switch is to automatically return the load from the generator to the utility. Dispose of existing ATS Supply and install all electrical wiring including power, controls and data necessary for the operation of the generator i.e. generator to transfer switch, transfer switch to sump pump control panel, combustion air controls etc Supply and install new natural gas line from main gas service adjacent to building main entrance as noted on the drawing. Gas line size and type shall maintain an operating pressure between 1.5 and 3.2 kpa. Natural gas line shall be installed as per Clause Off-site natural gas and B.13 of C

5 3.14. The equipment is to be placed in the boiler room via a floor hatch located at the front entrance of the armoury. The access has been taped and mudded on the interior of the boiler room (see photos). Return interior of boiler room access to condition before the replacement occurred Contractor to supply as-built record drawings (1 electronic AutoCAD & PDF version) for new generator system including: Outline of all generator components; Centreline of all piping; Generator base; All gauges and alarms; Label all piping, gauges, conduits, all parts of the system Draft as-built record drawings to be submitted to the DCC Representative minimum 2 weeks prior to Commissioning of the system for review by client Run and test generator to ensure sump pumps function during power outages. Simulate a power outage to ensure proper functioning of the generator. Tests are to be conducted in the presence of a DCC Representative Submit following shop drawings for review prior to installation and within 15 days of contract award. Allow 10 days for submittals review: generator, venting, switching and all associated components Cummins is the approved manufacturer. Applicants must submit all Requests for Acceptance of Alternative Materials on the Defence Construction Canada form DCL 242 at least ten (10) working days prior to the tender closing date. If the alternative material or equipment is accepted for the purposes of the tender then all tenderers will be advised with an amendment to the tender documents. Requests submitted too late to permit a review and subsequent issue of an amendment will be returned to the applicant. 4.
