3 EXECUTIVE SUMMARY A visual inspection of the Eagle Island pier structures by MMM Group engineers on June was undertaken at both high and low tide. This report summarizes the findings of this inspection. The structures inspected included: the mainland pier (pier walkway, gangway and floating docks), service pier (gangway and floating dock) and island pier (gangway and multiple floating docks) as well as three abutments. The mainland pier structure was found to be generally in good condition with no major repairs anticipated in the near future. The service pier gangway and dock were both found to be in poor condition and at the end of their service life. Full replacement is recommended. Due to the unevenness of the dock, closure is recommended until replacement. The island pier gangway is in a serviceable condition with replacement of some decking members required and future painting of the truss or replacement recommended. The floating docks are water-logged with isolated floatation issues that should be addressed in the short term. On-going replacement of floatation devices is anticipated until the floating docks are fully replaced. No immediate safety risks were identified, however given the age and type of structures and the environment, regular maintenance and repairs will be required on these structures to ensure safety in-service. 5 1. INSPECTION AND STRUCTURE OVERVIEW The Eagle Island Piers consist of three structures which facilitate vessel access from the mainland to Eagle Island. The mainland structure consists of a 9-span timber pier with access to a series of floating docks (3) via an aluminum truss gangway. Adjacent to the mainland structure is a service pier consisting of a steel truss gangway providing access to a floating dock. The Eagle Island structure consists of a steel truss gangway providing access to a series of floating docks (10). The figure below provides a schematic of the pier arrangement and location. Use of the structures is permitted only for Eagle Island residents. This report summarizes the condition of the pier elements, identifies remedial work required, and provides recommendations for future works on the structures. OBSERVATIONS AND RECOMMENDATIONS MMM Group completed a visual inspection of the Eagle Island Piers on June 6, 2013 at low tide, conducting a comprehensive assessment of all pier elements above the ground and water elevations at the time of inspection. A visual inspection was also conducted at high tide to assess the performance of the floating docks. It is understood that a detailed assessment of necessary repairs was completed by Ocean Tech Constructors Incorporated and submitted to the District dated April 3 rd, Further reference to this document is made in Section 3, recommendations. Non-destructive investigative methods such as hammer sounding were used to identify areas of rot in the timber elements. The condition rating system and inspection form used to document the inspection results is consistent with previous bridge, reservoir, and structure inspections conducted for the District and is included in Appendix A. An inventory photographic record is included in Appendix B to document the general condition of the structures at the time of inspection. All defects identified from the inspection are detailed herein and in the defect photographic record (Appendix C). The current inspection found the mainland pier to be in good condition with minimal maintenance or repair work required. The service and island pier structures were found to be in fair condition with recommended remedial works as outlined herein. The service pier and associated ramp was found to be in a poor condition with full replacement recommended. No immediate safety issues were identified. 2.1 Pier Substructures Pier Substructures refers to the three abutments and the mainland pier foundation piles and pier caps. The pier abutments at both the mainland and island piers were found to be in good condition with no sign of deficiencies. The service pier is of older stonework construction but otherwise in a serviceable condition. A majority of the pier footings at the mainland pier could not be inspected due to build-up of crustaceans and molluscs. By visual inspection the pier piles were deemed to be well treated and in good condition, thus it is not required to conduct further diagnostic testing such as coring to determine the presence of rot at this time. One set of piles supporting spans 4 and 5 were found to be noticeably leaning, however given that it appeared correctly positioned under the pile cap and was still firmly affixed to bracing, it is suspected that these piles may have been installed at this angle, thus monitoring only is recommended. 7 Pier Piles Leaning at Spans 4 and 5 Typical Pier Substructure Arrangement 2.2 Mainland Pier Superstructure The timber decking at the Mainland Pier was in good condition with no defects noted or evidence of rot. The timber railings were also found to be in good condition with no evidence of rot or damage. The supporting stringers are well treated and at minimal risk of deterioration due to rot or marine borer infestation. The clearance during the high tide site visit was approximately one metre, thus it is expected that inundation during king high tides will occur. Raising the Pier elevation should be considered if it were ever to be replaced. Mainland Pier at High Tide (approx. 14 Ft.) 8 2.3 Gangways Mainland Pier Gangway A number of the timber treads installed on the gangway from the mainland pier to the floating docks are worn or loose and need to be refastened or replaced as shown in the figure below. Fasteners to secure the expanded metal mesh on the gangway were noted to be loose or missing at multiple locations. At one location in particular at the bottom of the gangway shown below the metal mesh is lifting and could pose a potential tripping hazard. Worn and Displaced Timber Tread Tripping Hazard on Mainland Gangway Wear in the timber edge planks on the floating docks has caused the mooring posts to come loose but remain secure and should be monitored. The timber railings on the pier structure were found to be in good condition with no evidence of rot Island Pier Gangway The protective coating on the steel gangway truss it s past is service life. The steel truss should be repaired and a new protective coating applied. Rot was found in the timber decking, it was noted that some of the decking had been recently replaced, however some existing planks including edge planks with extensive rot remain as shown below. Extensive Rot in the Timber Decking on the Steel Truss Gangway at the Service Pier The age of the steel gangway truss is comparable to that of the gangway at the island pier, which similarly requires a new protective coating as the current coating is in poor condition and no longer effective. Quotes for painting and re-decking should be compared with the cost of replacing each gangway with a new aluminum truss. 2.4 Floating Docks Mainland Pier Floating Docks Wear in the timber edge planks on the floating docks has caused the mooring posts to come loose but remain secure and should be monitored. 10 2.4.2 Island Side Floating Docks Inspection of the floating docks at high tide indicated that the integrity of the floating docks at the Island Pier is poor with numerous deficiencies. The figure below shows the condition of the dock at high tide whereby portions of the dock do not have sufficient buoyancy to remain level. The floating dock, B1 (see sketch in Appendix A), supporting the steel truss gangway is submerged in the south-west corner, which supports an electrical power outlet. As such the outlet is very close to the water elevation. The south-east corner of B2 and southwest corner of B3 were also found to be dipping locally. Uneven Floating Dock Completely Submerged Section at Island Pier The pontoons supporting the floating docks consist of rubber tires foam filled with timber blocking. These are in poor condition and fails to provide the buoyancy required at certain locations. As shown in the figure below, at other locations the floatation (tires) were no longer anchored to the float frame or missing altogether. 11 Options for remediating the floatation are: replace individual tires with new floatation devices, expanded polystyrene foam [EPS] blocks or polyethylene floatation pontoons (plastic air-filled circular drums) being the cheapest and most common options, or; replace the entire float. Other elements of the floating docks that require replacement include the float connecting pins which have worn and corroded. The edge/fascia boards display damage consistence with impact by large vessels or the barges. These boards should be replaced and PVC dock bumpers should be installed full height of the float to prevent future damage. Due to the aforementioned flotation issues, the west end of the floating dock was submerged at high tide causing extensive rot in the area. The timber bearing surface for the gangway roller support is in very poor condition and needs to be replaced (see defect photo D13) Service Dock (Mainland Side) Inspection of the Service Pier at high tide indicated poor floatation of the dock and suggests the floatation devices are compromised, most likely due to the encrustation and saturation reducing buoyancy. Warning signage is present to warn users about hazards of the uneven floating dock. The Dock is anchored by a single pile. Service Dock at Low Tide Service Dock at High Tide It is possible to correct the floatation of the pier by installing new floatation devices, as described above, however given the overall condition of the float complete replacement is recommended. A quote has been provided for a new timber float with EPS floatation. A concrete float with EPS floatation built-in is recommended as it is far more durable and requires minimal maintenance. 12 2.5 Utilities and Signage Signage for a safe load limit for the aluminum gangway truss at the Mainland Pier is present but illegible. No signage indicating load limits were present on the steel gangway trusses or otherwise on the pier structures. At the island pier a large vessel is moored and directly attached to the steel gangway truss, which may cause distress to the truss and the connections at the abutment. The owner of the vessel should be notified to remove the vessel and it is recommended to install signage to indicate that no mooring is permitted. Vessel Mooring to Steel Gangway Truss Usage Sign Requires Cleaning It is noted that charging stations were installed to allow pier users to charge batteries of the small commuter boats which utilize electric motors for propulsion in order to reduce the impact on the environment from gas motors. The electrical conduit is not secured properly to the floating dock and currently poses a tripping hazard at dock B9 (see sketch in Appendix A).
