7 Partners The InnoBuild project aims to improve the process by which contracting public authorities and entities are acquiring goods and services. Lyngdal (N) and Falun Municipality (S) will together buy sustainable buildings with welfare technology to meet future demographic and environmental challenges. Agency for Public Management and egovernment (Difi) and National program for supplier development (NHO/KS) participate as partners to support the procurement process with documentation, methods, dialogue and marketing activities. Innovation Norway and Vinnova support the project.

9 Method: The National program of supplier development is developing an innovative procurement method that ensures that the buyer gets the product that covers the desire or need. The method facilitate innovation. The method will involve the market early, through dialogue with suppliers from the EU. In the dialogue suppliers will gain insight on current issues and needs. Municipalities will receive an insight into possible solutions in the market and will use this information in their procurement.

13 Climate change: The global warming is man-made, and it is dramatic. IPCC and the Stern report has stated that the tremendous changes in the global climate will have enormous and costly consequences. The European Commission proposes to cut the number of CO2 allowances by 21 percent by 2020, compared with actual emissions in 2005.

15 The municipalities needs for assisted technology Assisted technology - refers to any product, device, or equipment, whether acquired commercially, modified or customized, that is used to: maintain, increase or improve the functional capabilities of individuals with disabilities.
16 The municipalities needs for assisted technology The general goal is to enable people with specific demands, e.g. elderly, to live in their preferred environment longer improved quality of life / living with chronic diseases provides security increases the skills to manage the household / more self-reliance reduces the risk of social isolation Secondary goals: the nursing staff (the ability to provide better care, and the elimination of trivial and strenuous tasks for the staff) home care / family (including safety, comfort, dignity and care) the municipalities (including efficiency and cost)

23 3 Building Construction Issues Solutions of problems of dew-point movement in the building construction with the Passive House standard Examples of carbon neutral building systems / constructions Fall Injuries in elderly care, examples of solutions / products, floors with hard surfaces and fall reducing characteristics 23
24 Solutions of problems of dew-point movement in the building construction with the Passive House standard (1) Research in this field, e.g. prof. Thomas Olofsson has done research in this area Higher vapour pressure inside with a diffusion from inside and out. Diffusion barrier of some material can be used. Under some conditions, for passive house constructions, the relationship can be the opposite. The heat within the building envelope does not cause a higher vapour pressure inside the building. If / when the vapour diffusion has opposite direction, how this is solved? 24
25 Solutions of problems of dew-point movement in the building construction with the Passive House standard (2) We call for the examples that show how this is taken care of in different types of constructions based of wood, concrete, steel or other construction systems, in modern design, developed with passive house standards. We understand that this issue is concerned in the construction industry and look forward with anticipation to receiving solutions, that we can use in our technical specifications, when developing new buildings. 25
26 Examples of carbon neutral building systems / constructions (1) InnoBuild want to be a partner in finding solutions to the European elderly care increased volume over the next few decades with building construction solutions that do not increase the carbon footprint in the European perspective The EU has now decided to reduce carbon emissions with different percentages depending on the year and a starting point for these estimations. The InnoBuild project in its approach also supports the use of existing building technology in new areas. InnoBuild therefore makes a call for carbon-neutral building constructions in order to contribute to the solution of the European carbon challenge. 26
27 Examples of carbon neutral building systems / constructions (2) Our call also include for good examples of existing carbon neutral buildings. Carbon neutral in this context means that the life cycle approach for the construction is in focus. It covers all elements of the building construction including demolition, cradle to cradle, the final return of parts of the construction. 27
28 Floors with hard surfaces and fall reducing characteristics Elderly people in the geriatric care suffer too often fall injuries. This means pains, sometimes premature death of the individual. For society arises also large costs for each fracture of the individual's arms or legs. These can be as large as 100,000 Euros each. Insufficient flooring design is a frequent cause of this. Requirements for matte surfaces, uniform colour, visual guidance and driveability of walkers are examples of overall characteristics of products in this area. InnoBuild calls for floor products etc, to be used on floors. For the products, the hard surface will be combined with fall reducing characteristics, which counteract or entirely eliminate the results of the above cases of damages. 28
